The Board of Supervisors of the Town of Maine will hold a special meeting on Thursday, September 11, 2008 at 7:00 a.m. at the Town of Maine Town Hall.
Agenda
1. Call meeting to order – Betty Hoenisch, Chairperson
2. Presentation of N. 4th Avenue traffic counts and reconstruction recommendation report – Andy Walters, Tetra Tech, Engineer.
3. Discussion and possible action on a Road Maintenance Agreement for N. 4th Avenue.
4. Discussion and possible action regarding 3M’s request for an increase to 90,000 lb road weight limits on N. Fourth Avenue.
5. Adjournment.

Special Board of Supervisor Meeting
Chair Hoenisch called the meeting to order at 7:00 a.m.
Present were Chair Hoenisch, Supervisor Tad Schult, Attorney Frokjer and Andy Walters from Tetra Tech. Supervisor Shore was absent due to a previsously planned vacation.
Chair Hoenisch stated that the special meeting had been scheduled to review the final report on N. Fourth Avenue by Mr. Walters from Tetra Tech.
Mr. Walters distributed copies of the road report for the N. 4th Avenue reconstruction project and road maintenance agreement with 3M. Mr. Walters explained the report.
Mr. Walters stated that due to comments from Attorney Frokjer at the July 23, 2008 special Town Board meeting, he did additional research on the types of trucks traveling N. 4th Avenue. He showed a diagram with different truck axle patterns. He explained that the number of axles and spacing affect the impact and or damage that is done to a road. Mr. Walters also did research thru ASHTO which is a world wide company and that research enabled him to better calculate the percentage of damage on N. 4th Avenue from truck traffic verses car traffic. Mr. Walters explained the pounds per axle impact which is how their software calculates the road damage percentages. Mr. Walters stated that a truck does three thousand times more damage in a day verses a car. It would take approximately 750,000 cars a day on N. Fourth Avenue to equal the damage done by truck traffic to 3M.
Mr. Walters explained the traffic count charts in his report based on the video taping of N. Fourth Avenue. Based on those counts he said that 3M’s truck traffic is doing 95% of the damage to N. Fourth Avenue verses 5% damage from the car traffic. Mr. Walters said that because some of the trucks are traveling loaded both ways and some are not the ratio may be a bit too high, but not much.
Attorney Frokjer said that he could defend a 90% truck damage verses 10% car damage ratio based on the evidence at hand.
Mr. Walters explained the second part of their report which was the type of asphalt surface needed and the approximate cost to reconstruct N. Fourth Avenue to handle the truck traffic. Mr. Walters had contacted American Asphalt for approximate prices based on four inches of large rock asphalt and two inches of an E-10 (super highway) pavement. A 24 foot wide road would cost approximately $370,000.00.
Supervisor Schult was concerned that the current ditches and shoulders could not handle a 24 foot road top.
Discussion followed on the feasibility of creating a separate bike / pedestrian area separate from the road travel area. Chair Hoenisch said that due to the amount and close proximity of homes on the west side of N. Fourth Avenue that it may be best to place culverts with grates and cleanouts in the ditch line on the east side of N. Fourth Avenue to create the bike / pedestrian path. She said there are only two homes on the east side that would be impacted.
Based on the per foot calculation of a 24 foot road, a 22 foot road top would cost approximately $329,000.00. Discussion followed if a separate bike / pedestrian path could be created for $40,000.00.
Discussion followed about John Edward’s, a 3M representative who made a request at the September 8, 2008 Board meeting for a 90,000 lb weight limit extension, but can’t be given until a maintenance agreement is approved. Mr. Edward’s at that meeting stated the extension would show 3M Corp that the Town Board is cooperating. Mr. Edwards at that Board meeting had talked to the Town Board and Attorney Frokjer about the importance of safety on N. Fourth Avenue, equipment maintenance due to road conditions, workers comp incidents due to rough roads, new scales that he is trying to implement, new trucks and trailers that need to be ordered, the outside contractors that haul from that pit, amount of damage by outside contractor vehicles, a possible surcharge for outside contractors and the time needed for the Town and 3M Corp to approve a road maintenance agreement.
The next item on the agenda was discussion and possible action on a Road Maintenance Agreement for N. Fourth Avenue. This item was tabled until a meeting is held with 3M representatives.
Supervisor Schult made a motion to adjourn at 8:25 a.m., seconded by Chair Hoenisch. Motion carried.
