Minutes:
Chair Hoenisch called the meeting to order at 5:37 p.m.
Don Wild presented retirement plan options. Chair Hoenisch expressed her opinion stating that dedicated workers are hard to come by and feels to keep good workers a retirement plan would be a good investment. Chair Hoenisch introduced Mr. Wild with Edward Jones in Wausau. He explained the Lord Abbott 457 (b) plan which would suit a small government entity. The employees are able to take money out of the account without penalty, unlike a 401K plan. A plan that would minimize cost to the Township and yet benefits the employee. The State Fund is an annuity/insurance based plan. A private/mutual fund is more cost effective. The 457 (b) has a one time $100 fee for expenses. The Board will review the plan information and will be on a future agenda.
The Supervisors reviewed bill payables.
Chair Hoenisch adjourned the Board of Supervisors Meeting at 6:32 p.m. to attend the special Plan Commission Meeting.
Chair Hoenisch reconvened the Board of Supervisors Meeting at 7:45 p.m.
The Pledge of Allegiance was recited.
Supervisor Wanke made a motion to accept the Bills payable, seconded by Supervisor Zernicke motion carried.
Clerk, Kimberly Freund, requested to dispense of the reading of the minutes and asked for approval of the August 14 and August 23, 2006 minutes. Supervisor Wanke made a motion to accept the August 14 and August 23, 2006 minutes, seconded by Supervisor Zernicke motion carried.

Chairperson’s Report: IROW’s truck damaged a driveway on 3303 Falcon Drive. An estimate of $300 from American Asphalt to repair the driveway has been forwarded to IROW to cover damage.
On the special meeting on August 23, 2006 the Board approved the Marathon County Contract with the Humane Society to assist the Town in severe animal complaints. There will be a charge per incident.
Road Update: N. 14th Avenue will be chipped sealed yet this fall when American Asphalt resurfaces Decator Drive is completed from the gas line being put in. The pipeline was installed by Michel’s Corporation and Wisconsin Public Service paid for the new blacktop on Decator Drive.
Turn lane complaints on Hwy. K. were received by Chair Hoenisch and she called Marathon County Hwy department to address this issue. A complaint on the Foss property was received because the lawn is not being mowed. The Sheriff’s sale has been cancelled and not rescheduled at this time. The Town hired a company to have the lawn mowed once this summer.
Chair Hoenisch and Marilyn Grunenwald, Treasurer have been reviewing boxes of Town’s records and there are 19 boxes remaining to inspect and copy.
Supervisor’s Report: Supervisor Wanke went to the highway department and requested a map showing locations of all speed signs that are posted in the Town for future reference. Also, on Decator Drive where the pipeline went in the side of the road, the dirt and grass seed need to be finished.
Supervisor Zernicke said he had a complaint that a stop sign was put in at the Parkchester Subdivision entering onto Decator Drive.
Chair Hoenisch stated most residents in that subdivision are pleased for this safety feature.

Treasurer’s Report: Marilyn Grunenwald reported these figures for the Month ending 8/31/06:

Supervisor Zernicke made a motion to accept the Treasurer’s report, seconded by Supervisor Wanke motion carried.
Zoning Administrator’s report: Five permits were issued in the month of August. Fifteen inspections took place.
Other Business:
A. Discussion took place on 325 Maine Drive as an inhabitable property. On August 23, 2006 Chair Hoenisch and Lester Krueger inspected this property for the purpose of discovering any health and life safety issues that may exist upon the said premises. They observed these items:
Very strong mold smell
Mold in the entire home, especially on the wall, window casing and on carpeting,
Toilet tank and bowl had burst saturating the floors
Floors in the dining area. Living room and bedrooms were noticeable heaved,
Several floors were very spongy,
Membrane under the double wide home was full of water and sagging,
Basement handrail, walls and floor are covered with mold.
The Century Real estate agent explained that when she got the listing the plumbing had broken and the water was running thru the entire home and basement. The agent turned off the water and has been recommending to potential buyers the home should be demolished.

Our zoning/building inspector, Lester Krueger, stated in his opinion he deems the property unfit for human inhabitation. Attorney Frokjer suggested making it a nuisance and make order and forward to the Bank and wait for their response. Supervisor Wanke made a motion to proceed with condemnation of 325 Maine Drive, Merrill, WI, seconded by Supervisor Zernicke, motion carried.
B. Discussion took place on 3900 Decator Drive
The Scott Frank property located at 3900 Decator Drive was inspected by the Chair Hoenisch and Lester Krueger for the purpose of discovering and health and life safety issues that may exist. They entered the property along with Marathon County Sheriff Deputy, Michael Selby, Marathon County Humane Officers, Courtney and Heather, and Clerk, Kimberly Freund. They found the following:
Un-mowed yard
Yard cluttered with trash, furniture, lawn mowers, building materials
Two unlicensed junk vehicles
Shed is full of trash
Several uncared for cats
Garage contains trash, furniture, clothing, animal feces and dead cats
Front deck/porch are unsafe.
Back porch is missing
Back deck does not have steps
Crawl space is not secured home is covered trash, clothing, toys, furniture, dirty dishes, animal feces and dead cats
Lester Krueger recommends would be to have the buildings demolished. Before the buildings may be demolished the owner would need to obtain a wrecking permit and part of that process would include providing the inspector with a wrecking and disposal plan.
Should the owner wish to salvage the garage and home, buildings must be gutted.
If owners do not make this habitable the legal process will be condemnation. Supervisor Wanke made a motion to proceed with paperwork at 3900 Decator Drive to have the property cleaned up in 60 days, seconded by Supervisor Zernicke, motion carried or the legal process of condemnation will continue.
C. Discussion took place regarding pond permits in the Town.
Chair Hoenisch shared an application for shore land grading/pond zoning permit from Marathon County. Attorney Frokjer questioned for each pond whether the direction of water drainage is correct, is keeping the

water at a certain place feasible would it cause problems on the land. Supervisor Zernicke asked size of ponds per varied lot sizes. Attorney Frokjer stated our zoning ordinance doesn’t address this issue and should be considered for the revised zoning book.
Attorney Frokjer stated the form is a good form to follow.
This issued is tabled until a future meeting.
D. Discussion about a time for an inspection at 5400 County. K property, the Gene Roets property. A time is being organized with State Inspection and Local Authorities to inspect this property in the near future.
E. Village of Brokaw water line along Highway K.
Attorney Frokjer read a letter from the Village of Brokaw, Jeffrey Weisenberger, Village President. The highlights of this letter include options for securing a new water supply and they have decided to proceed with planning and designing a new water line in cooperation with the City of Wausau. The City of Wausau will be selling water to the Village Water Utility; tentative routing of the line will start in the vicinity of the intersection of Decator Drive and County. K and will proceed north along County K to north 32nd Avenue and from there northwards along 32nd Avenue to the Village water tower across from Fleet Drive.
The planning and design are just beginning. The Village of Brokaw anticipates that the routing of the water line will require construction within the rights of way of County. K and North 32nd Avenue and construction would commence in 2007. The letter states also the project represents a new level of cooperation between municipalities in this area. If anyone has any questions about the process please feel free to contact the Village of Brokaw.
Chair Hoenisch requested Attorney Frokjer send a letter to the Village in the near future stating our concerns so the Town has a response on record.
Supervisor Wanke made a motion to have Attorney Frokjer draft a
letter and be sent to the Village of Brokaw to request plans,
seconded by Supervisor Zernicke seconded the motion, motion
carried.
Supervisor Zernicke made a motion to adjourn the meeting at 9:08 p.m. seconded by Supervisor motion carried.
