Minutes:
 
Chair Hoenisch called the meeting to order at 6:30 p.m.
 
The Supervisors reviewed accounts payable bills
 
 The Pledge of Allegiance to the Flag was recited.
 
Supervisor Zernicke made a motion to accept the accounts payable bills, seconded by Supervisor Wanke, motion carried.
 
Clerk Freund requested to dispense of the reading of the minutes and asked the Supervisors to accept the September 11, 2006.  Copies of the minutes are available.  Supervisor   Wanke made a motion to accept the minutes of September 11, 2006, seconded by Supervisor motion carried.
 
 
Chairperson’s Report: Chair Hoenisch had these comments:
The Gene Roets inspection was scheduled for September 20, 2006 at 9:30 a.m. but Mr. Roets dropped off a letter at Supervisor Wanke’s home canceling the inspection although Mr. Roets had agreed to cooperate at the August 14, 2006 meeting.
 
The Scott Frank Make Safe Order at 3900 Decator Drive. TCF Bank has hired American Pride Realty to see if the property can be renovated. The agent looked in the door and would not go inside. He notified TCF band and stated the buildings should all be razed. The tenant, Mr. Steffen, could face three years in prison and up to a $10,000 fine.
 
The Micheal Sturm Make Safe Order at 325 Maine Drive.  Chair Hoenisch and Lester Krueger, zoning administrator, completed another inspection on September 23, 2006. The property has been sold and the property will be wrecking the home and a stick built home will be built.
 
The Town Workers, John Marquardt and Mike Wanke, attended a winter road maintenance seminar in Rhinelander which they stated was very informative.
 
On September 18, 2006 the workers installed 35 mph speed limit signs on N. 4th Avenue to attempt to slow traffic. Chair Hoenisch called 3M and requested he alert his drivers of the reduced speed limit. Chair Hoenisch and Jeff Oosterhuis will meet on Wednesday to discuss the paving of N. 4th Avenue next summer.
 
AB&J completed the shouldering on the newly paved roads.
Lincoln County Highway Department applied center line stripes to these roads.
Chair Hoenisch and Treasurer Marilyn Grunenwald continue to review boxes of records and have a couple of mornings left to sort records.
 
Supervisor Report:  Supervisor Wanke did not have anything tonight.
Supervisor Zernicke said he received a complaint about the VanDerGeest odor.
 
 
 
 
Treasurer’s Report:  Marilyn Grunenwald reported these figures for the month ending
September 30, 2006:

Supervisor Wanke made a motion to accept the Treasurer’s report, seconded by Supervisor Zernicke motion carried.
 
Zoning Administrator’s Report: Lester Krueger stated there were not any new building permits. He spent considerable time working on the two properties with the raze orders.
 
Other Business: 
A.  Road specs (from plan commission meeting) Chair Hoenisch handed out a copy of the Town Road Specs along with recommended revisions that was critiqued by the Plan Commission. Supervisor Wanke asked about the compaction percentage rate and road stripes to be specified. Supervisor Wanke will check with the County about compaction percentage. Chair Hoenisch stated road stripes have not been addressed in previous road spec books.  This issue is tabled until the November 13, 2006 meeting.
 
            B. Discussion and possible action to dedicate Julian Drive as a Town Road/George Lonsdorf- Supervisor Zernicke made a motion to accept Julian Drive as a Town Road, seconded by Supervisor Wanke, motion carried. Attorney Frokjer will draw up a resolution.
 
            C.  Discussion and possible action for Londsdorf  and Janisch Road Agreement-Attorney Frokjer explained the road agreement should comply with the new road specifications. Supervisor Wanke suggested more than three inches of blacktop due to heavy trucks traveling this road every day.  Attorney Frokjer suggested putting the three inches of blacktop in different situations into the new road spec book. Supervisor Wanke suggested tabling this issue until the November 13, 2006 Board of Supervisor’s meeting. Chair Hoenisch asked about heavy traveled roads. Attorney Frokjer suggested stating in the new road spec book to specify by number of axels and weight of vehicles to determine road blacktop thickness.
 
 
            D.  Discussion and possible action to approve pond permit and application and fee. Chair Hoenisch explained using certain points off the Marathon County pond permit form that would apply to the Town of Maine. Supervisor Wanke asked about a fee. Lester Krueger explained there would be four inspections per pond. Supervisor Wanke thought the $100 fee is fair with time and mileage of a building inspector.  Supervisor Wanke made a motion to approve the pond permit and the $100 fee, seconded by Supervisor Zernicke, motion carried.

 E.  Discussion and possible action on address signs for the Town-Chair Hoenisch explained she had received a call from Marathon County Zoning Department in regards to obtaining address signs for the Town of Maine. It has been a Marathon County Ordinance since 2/24/98. There are three Townships that have not complied with this ordinance in Marathon County. There is no requirement for the setback of the signs, color or style; just that all signs are uniformed. Chair Hoenisch went on the Internet and copied off several styles. Attorney Frokjer stated several signs in other Townships are that they must be uniform, reflective on both sides. The signs can be installed by Town Workers or Fire Department volunteers or both. Chair Hoenisch suggested getting feedback from residents when the newsletter is sent out. The decision of the style and color will be determined in the near future and in the spring they will be installed.
 
    
F. Discussion and possible action to have Attorney Frokjer draft letter to Gene Roets regarding his behavior at the September 12, 2006 Election Poll Place- The Supervisors felt it is necessary to have a letter sent so Mr. Roets knows his unacceptable behavior will not be tolerated at the Poll Place. Attorney Frokjer explained the Clerk is responsible for running an Election on that day not to have demands put on her from land owners. In the future 911 will be called. Supervisor Wanke made a motion to have Attorney Frokjer draft a letter to Gene Roets, seconded by Supervisor Zernicke, motion carried.
    
                                
 
Supervisor Wanke made a motion to adjourn the meeting at 8:53 p.m., seconded by Supervisor Zernicke motion carried.
 
The next Board of Supervisors meeting will be November 13, 2006.
