October 8, 2007 Monthly Board Minutes
The Board of Supervisors of the Town of Maine will hold a monthly meeting at the Town Hall on Monday, October 8, 2007. Accounts Payable
will be reviewed at 6:00 p.m. with General Business at 7:30 p.m.

Board of Supervisors
Minutes:
Chair Hoenisch called the meeting to order at 6:00 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch explained to the audience that the meeting had been called at 6:00 p.m. to allow time for the Supervisor’s to review
and discuss items that were on the agenda tonight, since this is their first time approving the contracts.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Schult made a motion to approve bills payable, seconded by Supervisor Shore. Motion carried.
Clerk Walter stated that she has September 10th, 25th and October 1st meeting minutes that will need to be approved.
Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. No corrections were made.
Supervisor Shore made a motion to approve the minutes, seconded by Supervisor Schult. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that American Asphalt put the final layer of asphalt on the N. 28th Avenue sub division road which the developer paid for.
The workers are trying a method of lane wedging on Hillcrest Drive and Falcon Drive. Those roads were badly swaled and we
needed to do a patch job until they can be fixed properly.
Supervisors and road workers held a road review meeting on September 25th to view granite roads that need improvements.
Large item pre-paid cleanup was a huge success and was finished in 1 day.
Town Board held a meeting with Erdman’s and McEvoy’s, the potential purchasers of Erdman’s land. Adjoining property owners were
present. It was a very successful meeting. McEvoy’s will be coming to the Town for a road agreement. This will clear up three old access
issues.
Chair Hoenisch explained that she had received complaints on the Cassidy Drive striping from a Belaire Drive
resident whose property goes thru to Cassidy Drive. He felt it was not necessary to stripe roads. She explained
that it is a safety issue for roads when it’s dark, foggy or raining.
Six complaints have been called in on flat tires from the rock on Rainbow Drive and Brandenburg Avenue. Chair Hoenisch
explained that the problem was American Asphalt pulverized for a day and a half and then pulled out for over a week. American
just started pulverizing again on Wednesday. Hopefully, after the entire length of road is pulverized,
then it will help with the tire problems.
Chair Hoenisch reported that dogs were running loose on N. 4th Avenue, N. 12th Avenue and N. 44th Avenue.
She called Constable Jack Eckardt to address the problems. Two of the three calls needed to be addressed by the Humane Society.
Chair Hoenisch reported that a resident on Hillcrest Drive called a couple of times to complain that IROW is picking up his garbage at 3:30 a.m. and waking him up.
She tried to explain that IROW needs to do their route and get to the landfill before 3:00 p.m. According to their contract they are not suppose to start before 5:30 a.m.
This resident wants a copy of the contract; because the sheriff will not cite them without seeing that they are in violation.
She tried to explain to him that IROW gives us good service and we cannot do a contract that will work into all 2453 residents’ schedules.
Supervisor’s report:
Supervisor Shore reported that the road striping had been done in her area so she also had received questions on that issue.
Supervisor Shore reported that there are a lot of residents that walk on Cassidy Drive and feel that the 35 mph speed limit should be
reduced to 25 mph. Chair Hoenisch explained that the State Department of Transportation had done a speed limit review a
couple of years ago and at that time some speed limits had been lowered. It is difficult to get the D.O.T. to agree to 25 mph on
country roads. The other problem we have is enforcement. People know that the roads are not patrolled. Supervisor Shore stated
she will be happy to investigate speed limits.
Supervisor Shore explained that she is also checking into the Charter Towns legislation again which hopefully will help keep the Town a Town.
Supervisor Schult reported he didn’t have much going on this month.
Treasurer’s Report: Marilyn Grunenwald reported on the Town’s bank accounts ending September 30, 2007:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.
Zoning Report for September 2007- Zoning Administrator Rich Grefe reported that he had issued seven permits and completed sixteen inspections in the month of September
Other Business:
First item of business was discussion and possible action on Assessment Services Contract for 2008, 2009 and 2010. Chair Hoenisch explained that the Assessor
did a drive by assessment in 2003. People are always unhappy when the Town does a reassessment and will be very unhappy with a walk thru assessment that the
Assessor proposed in his option one. The Town will not have the funds of $58,000.00 for the walk thru assessment, due to the tax levy’s imposed by the State.
She explained that last year the Town’s evaluation rate was at 97.5 % and suggested that we wait until the State mandates, that we do a re-evaluation.
Supervisor Schult made a motion to approve the Up North Real Estate, Inc. Assessment Services option two maintenance contract.
Seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the Emergency Services Agreement with the Village of Brokaw for 2008. Chair Hoenisch explained that the Town has always done
a 3% contract price increase in the past. We are doing the agreements earlier because the municipalities would like the amount before they do their budget.
Attorney Frokjer stated that according to State Statutes the Fire Dues are to be sent to the municipality that is doing the inspections and training. Chief Ohrmundt explained Brokaw
has never paid fire dues to the Town. He will talk to the Village of Brokaw about the dues and report back. He will also check for a formula to be used in determining Brokaw’s
contract fee, based on their evaluation. This item was tabled until the November meeting.
Discussion and possible action on the Emergency Services Agreement with the Town of Stettin for 2008. Chair Hoenisch explained that this is the contract between
Maine and Stettin for the northern part of Stettin from County Road U to County Road O. The contract has always been increased by 3% in the past.
She stated that during one of her meetings with Stettin’s Chairman Marv Anderson, he suggested changes to the liability portion of the contract. Discussion followed on fire
dues that Stettin has always sent to the Town. Attorney Frokjer stated that the fire dues should be added to the contract.
Supervisor Schult made a motion to approve the 2008 Stettin / Maine Emergency Services Agreement with the fire dues added to the contract.
Seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the Emergency Services Agreement with the Town of Berlin for 2008. Chair Hoenisch explained that this contract has always
had a 3% increase in the past.
Discussion followed with the Town Board and Chief Ohrmundt regarding the fire dues. He explained that Berlin had never paid the dues and felt that this may be because
some of our First Responders are Berlin residents. Attorney Frokjer felt that the Berlin contract should be consistent with State Statutes and Stettin’s contracts.
He suggested that the fire dues be added to Berlin’s contract and the liability verbage be changed, so that all municipalities are treated fairly.
Supervisor Schult made a motion to approve the 2008 Berlin / Maine Emergency Services Agreement with the fire dues added and liability verbage
changed in the contract. Seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the Emergency Agreement with the Towns of Rib Mountain / Stettin / Maine for 2008. Chair Hoenisch explained that Rib Mountain negotiated
a one and a half percent increase to keep the contract. The Town is happy to work with Stettin and Rib Mountain to keep the contract. Wausau’s proposal for Stettin’s
contract was slightly higher so Stettin decided to continue their contract with Rib Mountain and Maine. This keeps a $25,000.00 revenue in the Town.
It is great to see smaller municipalities working so well together. Supervisor Schult made a motion to approve the 2008 Rib Mountain / Stettin /
Maine Emergency Services Agreement.
Seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the 32nd Avenue Road Maintenance Agreement with the Village of Brokaw for 2008. Chair Hoenisch explained that this agreement was
for the Town to plow and patch the portions of 32nd Avenue and Falcon Drive that Brokaw and Maine are responsible for together. Supervisor Schult stated that with
the fuel and patching material costs going up, he felt this should be increased.
Supervisor Shore made a motion to increase the 2008 Road Maintenance Agreement to $2,000.00.
Seconded by Supervisor Schult. Motion carried.
Chief Ohrmundt stated that he needed to leave soon and requested that item I, regarding the Wausau Tanker Association be moved up on the agenda.
Discussion and possible action on the Wausau Tanker Association Bylaws and Membership. Chair Hoenisch explained that the Wausau Tanker Association did not hold
a meeting during her first two years as Chairperson. In July, a meeting was called and the decision was made to revise the Bylaws which were very out dated.
The Wausau Area Tanker Association Board is made up of Chairman from all the member municipalities. At the last Tanker Association Meeting, she suggested that all townships
put their membership and Bylaws on their Board of Supervisor agenda for approval. She said that she did not want to vote on the Bylaws without the approval of the Town Board.
Chair Hoenisch asked Chief Ohrmundt to give the Town Board and audience some of the Association’s history.
Chief Ohrmundt explained that he attended a meeting in 1977. At that time, the City of Wausau was providing fire service for all the surrounding municipalities.
Wausau serviced these areas with only one engine. The townships got together and purchased a tanker. The tanker was housed at the City of Wausau so that when responding
to a fire, they then had an engine and a tanker for water. The current tanker truck is the second truck that the townships purchased. Since that time, many of the t
ownships have organized their own fire departments and there is a lot of mutual aid for these rural townships. Chief Ohrmundt stated that there would be no need for the
Town to participate in the purchase of a third tanker, however due to the current investment, it make’s sense to continue our membership.
Attorney Frokjer questioned section seven, item four of the Bylaws regarding the insurance liability coverage. Chair Hoenisch explained that since the City houses the tanker
they provide the Association with a certificate of insurance. He felt that the Bylaws should be re-worded to state the City of Wausau.
Supervisor Schult made a motion to continue the Tanker Association membership and approve the Bylaws.
Seconded by Supervisor Shore. Motion carried.
Discussion and possible action on building permit fees. Chair Hoenisch explained that there have been many complaints on the permit fees for small projects that we have
never permitted before such as breezeways, lean to’s and putting a door where a window once was. She asked Building Inspector Rich Grefe to explain.
Mr. Grefe presented hand outs for the Town Board and explained what other municipalities are charging for some of these small projects. Discussion followed on charging
by the inspection or by the square footage, etc. Mr. Grefe explained that there are always variables which make it difficult to know what is fair.
The Supervisors suggested that he get some ideas from the Plan Commission and put a plan together for the November meeting.
This item was tabled.
Discussion and possible action on the Brokaw Water Transmission Line Easement Agreement. Chair Hoenisch explained that she had just received the
contract in the drop box on Thursday. However, the final water line plans that were requested several times have not been delivered yet. Attorney Frokjer explained
that Brokaw’s proposed agreement needs some clarification. He also stated that the Town should not be approving something that we don’t have final plans for.
Attorney Frokjer stated that he will call Attorney Jim Hawkins for clarification on things in the contract.
This item was tabled until the November 12th Board Meeting or a Special Meeting.
Discussion and possible action on a proposal for the MSA Professional Services for zoning ordinance revisions. Chair Hoenisch explained that the Town had
budgeted $ 5,000.00 for this planner. It has been very hard to find a company that does Town ordinances and one that did not have a conflict due to the City,
County or Village of Brokaw. Attorney Frokjer said that he has worked with Mr. Skoog from MSA and he has good experience and is easy to work with.
Supervisor Schult made a motion to approve the MSA Professional Services proposal for the zoning ordinance revisions.
Seconded by Supervisor Shore. Motion carried.
Schedule the 2008 Budget Public Hearing and Special Town Meeting to approve the 2007 Tax Levy and 2008 Highway Expenditures. Chair Hoenisch explained that due
to the State not passing its budget yet, there may be a problem with holding the Budget Public Hearing and Special Town Meeting on November 14th as planned.
She explained that the Clerk has not received any of our budget information that is needed to create all the budget forms. Supervisor Shore made a motion to schedule the
2008 Budget Public Hearing and Special Town Meeting for Monday, November 26, 2007 at 7:30 p.m. Seconded by Supervisor Schult. Motion carried.
Open discussion from audience without action by the Town Board – There was none.
The next Board of Supervisor’s Meeting will be November 12, 2007 at 7:30 p.m.
Chair Hoenisch stated that she needed to discuss some road work with the Supervisors and
set up the budget workshop meeting. She invited everyone to stay if they wished. The
meeting would be adjourned after those items are discussed.
Motion by Supervisor Schult, seconded by Supervisor Shore to adjourn the meeting at 10:20 p.m.
