Chair Hoenisch called the meeting to order at 7:33 a.m.
A. The Narlock property was discussed. Bob Christensen explained that all authorities involved met at the property to see the condition of the home itself. Marathon County Zoning, Environmental Health, and Health Department did an interior and exterior inspection of the property. All entities filed a report of their findings. One of the requirements of the search warrant was for Bob Christensen to write a Return of Inspector report which was registered with the Clerk of Courts. Several things need to be repaired and finished at the Narlock property.
Chair Hoenisch stated that the search needed to be done in order to bring this house up to code before it is inhabited.

Supervisor Wanke made a motion to have Zoning Inspectior Bob Christensen send a certified letter to Mark Narlock naming all code violations and repairs, and to have Marathon County Zoning to inspect holding tank with a ten day notice to answer this letter otherwise this matter will be forwarded to the Town Attorney, Randy Frokjer and will proceed in court.
A. 2006 Zoning/ Building Inspector Contracts. Chair Hoenisch presented Bob Christensen’s contract with the Town. She asked Bob Christensen who he currently is employed. His response was Clark County, City of Loyal, Town of Mayville and Colby. Village of Rib Lake, City of Medford, Town of Medford, Town of Little Black and Vierbiecher. Chair Hoenisch asked he is going to give up Medford totally, and she asked to see where the Town of Maine fits into his schedule. When Mr. Christensen accepted the Town of Maine’s contract he stated he was going to eventually give up Medford.
Mr. Christensen stated that he had hoped to have enough municipalities so he would have to work for Medford but at this time he will keep Medford. Chair Hoenisch stated that if the Town would have paid by permits only instead of a monthly wage he would have earned $9800.00 . The Town currently pays him $12,0000. Chair Hoenisch stated that Mr. Christensen knows his zoning and building regulations, however there have been complaints. Chair Hoenisch stated that she started documenting the complaints. Contractors are saying that he needs to respond within 48 hours and they are not getting his responses from Mr. Christensen.
Chair Hoenisch asked Bob Christensen how many hours he’s invested in the Town of Maine. Mr. Christensen responded it varies upon the work load. He explained that now that he has three days open for other municipalities. Chair Hoenisch asked Mr. Christensen if he has the adequate time to devote to the Town of Maine. He replied yes. He feels he can comply with the Town’s needs. Treasurer Grunenwald asked if the former zoning inspector had the same problem with Chair Hoenisch assisting with zoning paperwork. Chair Hoenisch feels with the reorganizing of zoning ordinances starting this fall we need to have a person that can invest the time to accomplish this goal. Chair Hoenisch feels that the Town can’t depend on Mr. Christensen in a timely fashion. Mr. Christensen asked if it would help he could offer open office hours enabling people to come and fill out paperwork with the zoning inspector.
Mr. Christensen stated that he hasn’t had specific hours but now has the opportunity as he is now part time with Medford. Chair Hoenisch stated that we will need two nights per month to rewrite zoning ordinances in the near future and can he commit. She suggested that perhaps the Town go by paying by permit. Supervisor Wanke asked if there are any other options.
Mr. Christensen responded first that he’d appreciate knowing of the complaints when they happen. Chair Hoenishch stated that she has stated to Mr. Christensen when tasks need to be done. She feels that she doesn’t feel she should have to assist Mr. Christensen in his job. Mr. Christensen responded that he schedules his time as best he can. He has three days open now to service the Town of Maine along with all the other municipalities that he works for. Chair Hoenisch stated she felt that Bob Christensen’s contract should be an % of the fees and an hourly wage for attending meetings. Mr. Christensen stated that he understood.
Chair Hoenisch requested an offer from Bob Christensen in the next two days to bring to the Board.
Chair Hoenisch stated that the zoning paperwork needs to be simplified and zoning must be enforced to prevent legal fees and lawsuits in the future.

Supervisor Wanke made a motion to table Item C/building inspection software on the agenda due to time restraints and to table the discussion, seconded by Supervisor Zernicke. Motion carried.
The Board of Supervisors discussed the 2006 Budget Worksheets.
Item B: Chair Hoenisch explained that the list of complaints to the Board is the reason for the interview with Lester Kreuger. Chair Hoenisch explained that she has done research with surrounding Towns and Villages to see what options are available to the Town. Mr. Kreuger stated that he worked with the Village of Kronenwetter and he has worked in the zoning business for 18 years. He handled 120 new homes in Kronenwetter with a total of 264 permits for the year. Chair Hoenisch asked how Kronenwetter paid him. He stated a % of the permit until March and changed him to salary. Chair Hoenisch asked the procedure for zoning/building requests, he stated that all residents contact him for permits and he does the paperwork and follow up needs.
Item F: John Ohrmundt explained incidents of fire calls and the charges associated with them. He is questioning the procedure for determining billing on fire calls. The Town Ordinance was reviewed. The Board feels that the procedure in determining the fire call billings will be handled the same as in the past will remain the same. The Board advised Mr. Ohrmundt to continue with his present procedures and the Board will support John Orhmundt and the billing decisions he makes. He will bring questionable situations to the Board as they arise for determination and approval.
The Board of Supervisors discussed the 2006 Budget Worksheets
Item D: Discussion in regards to employees wages and health care benefits took place. Chair Hoenisch commented on the fact that the road workers work hard and are more self sufficient than ever. Wages of the two Town Workers were discussed. Comparisons were reviewed from surrounding towns.
The Board Adjourned for lunch at 1:30 p.m.
The Board reconvened from lunch at 2:40 p.m.
Item B was revisited. Supervisor Wanke made a motion to amend the open discussion on zoning/building inspector. Supervisor Zernicke seconded that motion, motion carried. Discussion proceeded.
Supervisor Wanke made a motion not to renew Bob Christensen’s contract after being given the proper written notice, Supervisor Zernicke seconded that motion, motion carried.
Supervisor Wanke made a motion to hire Lester Kreuger as the Town of Maine’s building/zoning administrator, Supervisor Zernicke seconded that motion, motion carried.

The Supervisors traveled to the Gene Routs property due to a resident complaint that there was illegal dumping on that property. Supervisors found that the dumping was black dirt with rocks. The Supervisors felt this issue needed to be addressed immediately due to the pending court case.
Supervisor Zernicke made a motion to adjourn at 5:50p.m. seconded by Supervisor Wanke, motion carried.
Item G was tabled due to time restraints.
