The Board of Supervisors of the Town of Maine held a special meeting at the Town of Maine Town Hall on Monday, October 17, 2012 at 3:00 p.m.
AGENDA
1. Call meeting to order at 3:00 p.m. – Tad Schult, Town Chairman
2. Meet with public works employees to discuss 2012 budget, benefits and wages.
3. Board will work on the proposed 2012 budget worksheets.
4. Meet with Acting Chief Bob Pound to discuss the 2012 Fire Department budget.
5. Board will work on the proposed 2012 budget worksheets.
6. Adjournment

2012 Budget Workshop Meeting
A 2012 Budget Workshop Meeting of the Board of Supervisors for the Town of Maine was held on Monday, October 17, 2011 at the Maine Town Hall.
Present were Chairman Tad Schult, Supervisor Wes Schoepke, Supervisor Keith Rusch. Treasurer Marilyn Grunenwald and Clerk Betty Hoenisch. Present for item two of the agenda were public works employees John Marquardt and Scott Czyan. Present for item three of the agenda was Acting Chief Bob Pound.
Chairman Tad Schult called the special meeting to order at 3:25 p.m. due to work conflicts.
Clerk Hoenisch distributed budget worksheets for the proposed 2012 Budget and copies of the 2011 Public Works employee policy.
Chairman Tad Schult asked Mr. Marquardt and Mr. Czyan what they would like to propose for their 2012 wages. Mr. Czyan explained they received a .25 cent wage increase for 2011. For 2012 they are requesting a 50 cent per hour raise which would be just under a 3% increase.
Mr. Marquardt stated their Healthcare subsidy for medical insurance premiums and miscellaneous medical expenses is currently $5,160.00 per year or $430.00 per month. They are requesting an increase in that subsidy to $450.00 per month.
Chairman Schult asked the worker what types of maintenance they felt would be needed in 2012. Mr. Czyan explained that only one of the heat tubes in the garage is working. Hurtis Company inspected the unit and it will be more cost effective to just replace the tube. Hustis Company estimated the heat tube installation job at approximately $5,000.00.
Discussion followed on the air exchanger systems that need to be installed in the garage, storage building and the upgrades to the fire department’s system.
Mr. Czyan stated that if the Town plans to keep the 2004 International truck the box should be sand blasted and painted. Supervisor Schoepke stated that Crystal Finishing does great work at reasonable prices. Mr. Czyan was asked to check with Crystal Finishing to determine if their sand blasting system could handle an item as large as a truck box.
Mr. Czyan stated that the muffler was gone and needed to be replaced on the 2001 International truck.
Mr. Czyan then discussed the tires needed on the JCB and the cost per tire. He also explained the backhoe valve issue when the unit is warm. The supervisor suggested that Mr. Czyan contact Service Motors to get a quote to fix backhoe valve system and report back to the Town Board.

2012 Budget Workshop Meeting
Mr. Czyan explained the John Deere grader needs the rear seal replaced. Discussion followed on possible places for servicing. Chairman Schult asked Mr. Czyan to check with Chris at Service Motors to see if he would be interested in doing that job this winter.
The Town Board thanked Mr. Marquardt and Mr. Czyan for attending the meeting and their help with the public works budget items.
Acting Chief Bob Pound joined the 2012 budget workshop meeting.
Acting Chief Pound distributed a handout of the proposed 2012 Fire Department budget. He explained the pink coded items are an increase for 2012. He also stated the blue items are new code lines he added to the fire department budget to help track those expenses.
Acting Chief Pound explained each budget line item to the Town Board.
Acting Chief Pound stated the officers would like the Town Board to continue their equipment savings account until the fire department determines what equipment they are going to purchase.
Acting Chief Pound explained that both engines were tested today and both passed the test.
Acting Chief Pound stated that per the Town Board’s request he had discussed the 2012 contracts and fire department run fees with the officers at their last meeting. The officers felt that $500.00 per call for the first two hours and $500.00 for every hour after the initial two hours would be fair.
The Town Board thanked Mr. Pound for his help with the fire department budget.
The Town Board then went line for line on the budget worksheets to determine what amounts are needed for 2012 in those categories. Discussion followed on town hall maintenance and a possible new copier for the office.
The Humane Officer position was discussed. The group held a conference call with Mr. Behrendt regarding payment for his services, mileage and equipment expenses.
Adjournment. Supervisor Schoepke made a motion to adjourn at 9:10 p.m., seconded by Supervisor Rusch. Motion carried.
