The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, October 13, 2008. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

Board of Supervisor Meeting


Minutes:

Chair Hoenisch called the meeting to order at 5:30 p.m.

The Pledge of Allegiance was recited.

Clerk Walter explained she has September 8th, 11th and 19th meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult asked to make some changes to the September 19th minutes. Supervisor Schult made a motion to approve the minutes with the revisions made, seconded by Supervisor Shore. Motion carried.

Chairperson’s report:

Chair Hoenisch explained that she toured roads with Don Yaggie from Fahrner to select the Town’s crack sealing projects.

Chair Hoenisch explained that the road workers attended a winter road maintenance seminar today, and they had found info on a new valve assembly that can be installed to take pressure off the plow when plowing granite roads. This would prevent a lot of granite from ending up in the ditches.

Chair Hoenisch reported that she’s had several meeting regarding N. 4th Avenue road maintenance agreement with 3M.

Chair Hoenisch also reported that there has been a lot of work done regarding N. 44th Avenue.

Supervisor’s report:

Supervisor Schult explained that there was an issue with culverts on 32nd Avenue. He got in touch with the construction company that is installing new culverts and informed them of the Town’s culvert ordinance so that correct culverts were installed. Supervisor Schult also reported that this same company is replacing 2 big culverts on 20th Avenue, all because of the Brokaw water line being installed.

Supervisor Schult explained that a farmer in our township had thrown some big rocks in a ditch, from a field, which meant when our worker went thru with the mower, he hit them and it has caused a lot of damage to our mower.

Supervisor Schult reported that tomorrow he’s going to go look at a new/used backhoe for the town.

Supervisor Schult also reported that he had removed some trees in the town right-a-way.

Supervisor Shore reported the she attended a meeting about property rights in D.C.

Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending September 30, 2008:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried. Zoning Report for September 2008 – Zoning Administrator Rich Grefe was absent.


Other Business:

First item of business was discussion and possible action on the proposed garbage / recycling contract with IROW. Chair Hoenisch explained that the Town’s contract with IROW is expiring on December 31, 2008. She explained that the Town Board held a meeting with Richard Mosher and Jim Sala from IROW on September 8th and asked them to come back with a price for a new contract. Chair Hoenisch explained that she’s very pleased with their service these past 5 years. The only issue that seems to come up, is when residents do a large project at home, and instead of renting a large dumpster, people throw all that garbage in their weekly dumpster which is then overflowing and too heavy for the arm on the garbage truck to pick up, so then the driver will leave it and residents will then complain. Chair Hoenisch explained that the contract is for 1 dumpster a week of garbage to be hauled away with only your household garbage in it and if people are doing a construction project, should rent a large dumpster.

Mr. Mosher is proposing to the Town $14.01 per month, per household for 1 dumpster which includes weekly garbage pick up and weekly recycling pick up at each home. The reason for the increase in price is because of the fuel increase. Meaning IROW will put a fuel escalator clause into the new contract that for every .25 cent per gallon increase in fuel above $4. 25, an additional .12 cent per household per month will be billed.

Chair Hoenisch also explained that IROW hauls to the Marathon County Landfill and those tipping fees is what provides our funding for our recycling grants.

Mr. Mosher suggested that the Town establish a maximum weight limit per container to no more than 150 pounds in the contract, in order to stop the overloading of dumpsters by residents. Supervisor Schult made a motion to continue service with IROW and approve IROW’s contract for 5 years at $14.00 a month, per household, per they only have 1 dumpster, seconded by Supervisor Shore. Motion carried.

Discussion and possible action on Maine Lion’s Veteran Memorial Monument / Wayne Krueger. Mr. Krueger was not in attendance. This item was tabled until we hear from Wayne Krueger.

Discussion and possible action on the Emergency Services Agreement with the Village of Brokaw for 2009. Supervisor Schult made a motion to approve the 2009 Emergency Services Agreement with Village of Brokaw for $20,404.00, seconded by Supervisor Shore. Motion carried.

Discussion and possible action on the Emergency Services Agreement with the Town of Stettin for 2009.
Supervisor Shore made a motion to approve the 2009 Stettin / Maine Emergency Services Agreement for $8185.00, seconded by Supervisor Schult. Motion carried.

Discussion and possible action on the Emergency Services Agreement with the Town of Berlin for 2009.
Supervisor Schult made a motion to approve the 2009 Berlin / Maine Emergency Services Agreement for $6410.00, seconded by Supervisor Shore. Motion carried.

Discussion and possible action on the Emergency Services Agreement with the Towns of Rib Mountain and Stettin for 2009. Supervisor Shore made a motion to approve the 2009 Rib Mountain / Stettin / Maine Emergency Services Agreement for $50,808.00, seconded by Supervisor Schult. Motion carried.

Discussion and possible action on the 32nd Avenue Road Maintenance Agreement with the Village of Brokaw for 2009. Supervisor Schult made a motion to increase the 2009 Road Maintenance Agreement to $2200.00, seconded by Supervisor Shore. Motion carried.


Open discussion from the audience. No discussion was heard.


Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.

Schedule the next Board of Supervisor Meeting for November 10, 2008 at 6:30 for bill approval and general business at 7:30 p.m.

Motion by Supervisor Schult to adjourn at 9:20 p.m., seconded by Supervisor Shore. Motion carried.
