The Regular Meeting of the Board of Supervisors for the Town of Maine was held 6:30 p.m. for bill approval with general meeting held at 7:30 p.m. on October 10, 2005 in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on September 9, 2005 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chair Betty Hoenisch, Supervisors Dennis Wanke and Marty Zernicke, Clerk, Kimberly Freund, Treasurer, Marilyn Grunenwald, and community members.
Minutes:
 
Chair Hoenisch called the Board of Supervisors meeting to order at 6:30 p.m.
 
Accounts payable were reviewed. 
 
The Pledge of Allegiance was recited.
 
Supervisor Wanke made a motion to accept the bills payable, Supervisor Zernicke seconded the motion, motion carried.
 
 
Clerk’s Report:
 
Kimberly reported on the Finance Class she attended on October 5, 2005, very informative and worth the $50 investment.
Supervisor Zernicke made a motion to dispense of the reading of the September 12 and September 16, 2005 minutes and accepted them, seconded by Supervisor Wanke, motion carried.
 
 
Chairperson’s Report:
 
Chair Hoenisch traveled town roads with Don Yaggie from Fahrner Asphalt on September 20, 2005 to select the roads that need to be crack sealed. Mr. Yaggie had brochures on new types of road repairs that are available to Towns to make the roads last longer.  Fahrner Asphalt completed our cracksealing last week.
 
The Supervisors and Chair Hoenisch have had several meetings with road developers on new subdivisions. They have solicited the expertise of Matt from American Asphalt due to some concerns they have on those new subdivision roads.  They want to be sure that when they approve roads for paving that the base has been completed correctly so that the roads will last at least 20 years.  Chair Hoenisch has received suggestions to add engineering and an eight inch sand lift to our current road specs.

She discussed an amendment to our road design ordinance with the Town Attorney today.
 
Update on Enforcement issues:
a.      At our August 15, 2005 special meeting the supervisors stopped at the Courtion property and requested a cleanup.  Chair Hoenisch was happy to report that Mr. Courtion has started cleanup and has removed approximately 75% of items that needed to be disposed of or removed.  There are several vehicles on the property yet that need to be removed.
b.     Marathon County Sheriff’s Department raided a drug house on N. 4th Avenue on Saturday, October 4, 2005.  They are requesting cooperation from the Town to possible condemn that property.  Clerk, Kimberly Freund and Chair Hoenisch with our Town Attorney, Randy Frokjer met today to discuss the procedure and cost for that condemnation project.
 
 
Supervisor’s Report:
 
Supervisor Wanke remarked that there are four roads that are ready for approval. Three have proper paperwork, waiting on one.
Supervisor Zernicke stated that he did check on prices for fire numbers which is $8 per sign, will be discussed at a future meeting.  
 
Treasurer’s Report: Marilyn Grunenwald updated the accounts of the Town of Maine month ending September 30, 2005:
 
Town of Maine Money Market Account: $150,533.16
Deposits and Interest:  $25,032.13
Expenses:  $69,444.51
Monday Market Balance:  $106,120.78
Town of Maine Checking Account:  $3,050.72
Certificate of Deposit:  $22,963.28
Town of Maine Fire Dept. Petty Cash Checking Account:  $2,302.29
Town of Maine Fire Dept. Money Market Account for memorials and special donations:  $13,753.83
 
Supervisor Wanke made a motion to accept the treasurer’s report, seconded by Supervisor Zernicke motion carried.

Zoning Administrator’s Report:
 
Bob Christensen reported of a conditional use permit that isn’t following the sign usage rules and will be addressing the issue.  He also stated that new building is starting to slow.
 
 
Other Business:
 
Supervisor Wanke and Bob Christensen have check out the new proposed road for Lee Van Der Geest. The current road agreement is being followed.
Attorney Frokjer explained to Chair Hoenisch that Van der Geest will need to submit a new certified survey map.
Supervisor Wanke stated that Lee Van Der Geest has worked with the Town and requirements have been made to specifications to date. He will need a land division application to fill out also.
Chair Hoenisch traveled the road also and stated that the green space makes it much easier for plowing. More will be discussed at the November 14, 2005 Board of Supervisors Meeting.
 
The Town will ask all developers in the future to design the cul-de-sacs with the green space to prevent piling up of snow in front of residents’ driveways and perhaps change present road agreements.
 
Bob Christensen brought up the fact that Van Der Geest is under violation
with the road being longer than it should be by requirements. A new map is needed because the road length needs to be changed to show on map.
Chair Hoenisch asked to table this issue until next month’s meeting. A land division application is needed along with a new certified survey map, and our Town Attorney will then work on amended road work agreement.
 
The Board set a date of Tuesday, October 25, 2005 at 7:30 a.m.  for a Budget Workshop Meeting.
 
The Board also scheduled the Public Budget Hearing Meeting and Special Town Meeting to approve the 2005 Town Tax Levy and 2006 Highway Expenditures on November 16, 2005.
 
Open discussion from the audience:

Questions were asked in regards to pipeline project on 60th Avenue by Van Der Geest. Two residents expressed their concerns about the damage to the newly constructed road along with the heavy truck traffic.
 
 Chair Hoenisch commented that she traveled the road and Frahner and they will be repairing the damage to the road by cutting out the damage and replacing it with new asphalt. Chair Hoenisch feels Northstates should have a chance to remedy the situation.  A resident stated that the schedule isn’t being followed and the ditch lines haven’t been reestablished; there are blocked culverts.
 
A neighbor remarked that Northstates was hired by Lee Van Der Geest and someone should be following this situation and making sure tasks are being done in a timely fashion.  A neighbor stated that the truck traffic is far more on 60th from Lincoln on north and the 18 wheel tanker trucks are on the road constantly.  Another resident expressed concerns on Hwy. F with vision and traffic being blocked that someone could get hurt.
 
Chair Hoenisch stated that the Board has handled calls as they have come in regards to neighbor’s concerns and have been addressed and will continue to address concerns. Chair Hoenisch will request a contractor meeting in the future with upcoming projects to prevent unsafe situations.
 
Mary Van Der Geest stated that they sent letters out stating that if there’s any questions in regards to the manure pipeline to please let them know. The two residents on 60th present at tonight’s meeting stated they did not receive any letters from Van Der Geest.  Mary Van Der Geest stated that this is phase two of the manure pipeline and they will do everything they can to remedy any situations that are concerns from residents.
Chair Hoenisch stated that she appreciated the resident’s comments. Supervisor Wanke stated to the residents that they can call him if there’s roads being blocked and he will attend to those complaints.
 
The next Board of Supervisors Meeting will be November 14, 2005 with bill approval at 6:30 p.m. and general business at 7:30 p.m.   
 
Supervisor Zernicke made a motion to adjourn the meeting at 8:21 p.m., Supervisor Wanke seconded the motion, motion carried.
