The Board of Supervisors of the Town of Maine will hold a Budget Workshop meeting on Thursday, November 6, 2008 at 2:30 p.m. in the Town Hall.

Agenda

1. Call meeting to order at 2:30 p.m. – Betty Hoenisch, Chairperson
2. Discussion with public works employees regarding 2009 budget, benefits and wages.
3. Discussion regarding the proposed 2009 budget and review of meeting worksheets.
4. Discussion with Captain Bob Pound regarding 2009 Fire Department budget.
5. Discussion and possible action regarding possible purchase of a tractor / backhoe.
6. Adjournment.

Budget Workshop Meeting
November 6, 2008

A Budget Workshop Meeting of the Board of Supervisors for the Town of Maine was held on Thursday, November 6, 2008 at 2:30 p.m.in the Maine Town Hall.

Chair Hoenisch called the meeting to order.

Present were Chair Hoenisch, Supervisors Sue Shore and Tad Schult, Treasurer Marilyn Grunenwald and Clerk Tammi Walter. Also present for their agenda items were public works employees John Marquardt and Scott Czyan and Fire Department Captain Bob Pound.

Chair Hoenisch distributed budget worksheets for the proposed 2009 Budget.

Chair Hoenisch stated that the first item of business was to work on the public works budget. She asked public works employees John Marquardt and Scott Czyan to explain what changes they would like to their employee wages and benefits package.

Mr. Marquardt read their suggestions for 2009. They are asking for a wage increase of 3%; a $50.00 per month health care subsidy increase; an additional week of vacation after ten years of employment; increase Town’s retirement contribution from 2% to 3% of gross wages; Town to investigate the possibility of the Town furnishing health insurance. Mr. Marquardt said we do not expect to have all our requests honored, but it never hurts to ask.

Next Mr. Marquardt and Mr. Czyan explained the approximately 832 yards of rock granules they picked up from 3M, the 13 loads of sand they picked up from County Material’s and mixed with salt for the winter roads. The worker stated that the 3M rock granules will work well to sand the roads and it will be a huge savings for the Town.

Supervisor Schult explained that he has been working with the workers to try out used or demo tractor backhoe / loaders. Mr. Marquardt and Mr. Czyan explained the problems with the current Ford tractor / backhoe and possible serious maintenance issues should the Town decide to keep it much longer. Supervisor Schult said that the workers prefer the JCB demo tractor from Service Motors. The quote on the JCB demo tractor was $60,000.00 minus a $15,000.00 trade in for the old Ford tractor. The JCB tractor would have a four one bucket, which would be helpful for future large item cleanup projects, it has seat controls and the extend-a-hoe feature. The Board decided to look at funding options for a new tractor / backhoe. This item will be on the November 10, 2008 Board of Supervisor meeting agenda.

Mr. Marquardt asked if the new fuel tank was going to be delivered soon. Chair Hoenisch explained that the State of Wisconsin Department of Commerce had recently approved the Town’s building setback variance. She said there had been delays in the state issuing the variance permit because all of the Town’s buildings are on one parcel and it has never been surveyed. Discussion followed on cement barriers for the new tank and a salt storage area.

Next the Town Board members talked to the workers about current equipment, future needs and possible purchases that should be considered. Discussion followed on the importance of good equipment to prevent too many maintenance and break down issues.

Supervisor Schult asked about the condition of the one ton truck. Mr. Marquardt said that the truck has approximately 100,000 miles, but is very sound.
Mr. Marquardt stated that the Town should consider purchasing a larger brush chipper. Chair Hoenisch explained that she was searching for a new yard wastes site and custodian. It would be helpful to have a larger chipper and have the custodian chip the brush as residents drop it off. Discussion followed on possible sites for the yard waste.

Next item on the agenda was for the Town Board to work on the other areas of the budget to determine the amounts needed in all of the Town’s accounts.

When estimating the Town Board salaries there was a lengthy discussion on the chairman and supervisor required duties, all the issues this Town Board has addressed and the time devoted to the jobs. Chair Hoenisch asked Clerk Walter to check how many special Board of Supervisors meetings were held in the last year. Clerk Walter replied that she posted 21 extra meetings so far this year. Supervisor Shore stated that residents must be made aware that good officials need to be adequately compensated for their work. Different scenarios, suggestions and concerns were discussed by the Town Board. Supervisor Schult suggested drafting an official’s salary chart. Payment per diems for office hours, seminars, extra posted Town Board meetings and hours worked for public works projects were estimated for the proposed official’s budget. Chair Hoenisch said she would draft an Official’s Salary / Wage chart for the November 19, 2008 Budget Public Hearing.

Captain Bob Pound arrived. He discussed all of the Fire Department budgeting accounts and the amounts needed for next year’s purchases.

Discussion followed regarding the Fire Department training per diem and officer’s salaries. The Board decided to increase the 2009 training per diem from $20.00 to $22.00 per training session.

Mr. Pound suggested that the Town budget for a yearly maintenance inspection on the Fire Department vehicles. He explained the cost for that service. The Town Board thought the inspections were a good idea because it limits the Town’s liability exposure.

Mr. Pound explained what Fire Department items he had used to submit a grant to receive funding for some of the Fire Department needs.

The Town Board also asked about future Fire Department equipment and vehicles purchases. Mr. Pound explained the age and replacement parts issue for their oldest tanker truck.

After Mr. Pound left the Board continued their review of the budget and set proposed amounts for the different accounts. Chair Hoenisch explained that she and Clerk Walter would create a expense / revenue budget based on the estimates from tonight’s meeting. She suggested that the Town Board meet before the Budget Public Hearing to review the budget before presentation to the public at that meeting.

Meeting adjourned at 9:50 p.m.
