OFFICIAL NOTICE AND AGENDA
The Board of Supervisors of the Town of Maine will hold a special meeting on Wednesday, November 4, 2009 at 5:15 p.m.
Agenda
1. Call to order - Betty Hoenisch, Chairperson
2. Travel to the Village of Rothschild yard waste facility center and meet with Dan and Jeff Babl from Tito, Inc.
3. Travel to the City of Schofield yard waste facility center and meet with Dan and Jeff Babl from Tito, Inc.
4. Travel back to Town Hall.
5. Discussion and possible action on handling of yard waste and types of containment systems for yard waste materials.
6. Adjournment

Special Board of Supervisors Meeting
A Special Meeting of the Board of Supervisors for the Town of Maine was held at 5:15 p.m. Wednesday, November 4, 2009.
Present were Chairperson Betty Hoenisch, Supervisor Tad Schult, Supervisor Wes Schoepke and public works employees John Marquardt and Scott Czyan.
Chair Hoenisch called the meeting to order and explained that Dan Babl had contacted her and the best site to view would be the City of Schofield site.
The group traveled to the City of Schofield yard waste site on Drott Street to meet with Mr. Babl. Introductions were made.
Mr. Babl explained the service that Tito, Inc. provides to the City of Schofield to dispose of their yard waste. Mr. Babl showed them the 40 yard containers his company uses for the yard waste material. The municipality calls when their containments units are full and Tito’s will bring a 40 yard container for the public works employees to fill. After the container is full Tito’s will pick up the container and haul it to their composting site. The charge is $110.00 per round trip to bring container, pickup container and dispose of the material.
Mr. Babl explained how the City of Schofield handles its brush. He said it is most cost effective to have his company bring a 40 yard container for the brush and take it to his compost site to be chipped in their large chipper verses the public works employees chipping the brush on site.
The group viewed the site, the containment bins, signage and the different types of yard waste materials. Discussion followed on containment size, type and number of bins needed.
The group traveled to the town garage to view the proposed area for the new yard waste site. Discussion followed on installing a light for the area, installing a security camera, putting gates on the bins and a cover over the leaf bin.
The group traveled to Honey Bee Lane to view the current yard waste site. The cement barriers were viewed and it was determined they could be hauled to the garage and used for the side walls of the new bins. Mr. Marquardt suggested that the Town purchase new larger, stronger cement units for the back side of the bins.

Special Board of Supervisors Meeting
The group then went to the Town Hall to discuss the yard waste site moving process.
Chair Hoenisch printed a copy of the e-mail she received from Michael Wenholz, the DNR Waste and Materials Management Specialist. The group read the e-mail and discussed the DNR’s requirements for yard waste materials and site.
Mr. Schoepke and Mr. Schult questioned if the cement type containment would comply with Mr. Wenholz’s reference to containers. Chair Hoenisch said the DNR requires a letter describing the type of facility, types of yard waste, how the yard waste is disposed and the contract hauler’s license. She said she will draft the letter to Mr. Wenholz who will inspect the site and determine if it meets the DNR permit requirements.
The supervisors asked Mr. Marquardt and Mr. Czyan to move the containment walls to the north side of the garage. This will be a temporary site until the final permit is received from the DNR. The containment system will work best until it is determined if the new site will work for the yard waste materials.
Mr. Marquardt asked about signs and Chair Hoenisch said she would order signs from Scenic Signs. Discussion followed on the number of signs needed and size of those signs. It was determined that a sign was needed at the old site to direct residents to the Town garage site. A sign is needed for the two sorting bins and a large yard waste site sign would be needed for the north side of the public works building. A notice will also be included in the resident’s tax bill informing them of the new site.
Motion by Supervisor Schoepke to adjourn at 7:35 a.m., seconded by Supervisor Schult. Motion carried.
