November 15, 2006 NOTICE OF SPECIAL TOWN MEETING OF THE ELECTORS
NOTICE OF PUBLIC BUDGET HEARING
FOR THE TOWN OF MAINE, MARATHON COUNTY
Notice is hereby given that on Wednesday, November 15, 2006 at 7:30 p.m. the Board of Supervisors of the Town of Maine will hold a PUBLIC HEARING on the PROPOSED 2007 BUDGET, at the Maine Town Hall. Public comment on the Proposed Budget is welcomed.
NOTICE OF SPECIAL TOWN MEETING OF THE ELECTORS
OF THE TOWN OF MAINE, MARATHON COUNTY
Notice is hereby given that on Wednesday, November 15, 2006, immediately following the completion of the Public Hearing on the Proposed 2007 Budget, the Board of Supervisors of the Town of Maine will hold a Special Meeting of the Town of Maine Electors, in the Town Hall for the following purposes:
1. To approve the total 2007 Highway Expenditures
2. To adopt the 2006 Town of Maine Tax Levy to be paid in 2007 pursuant to Section 60.10 (1)(a) of Wisconsin Statutes
3. To approve salary increases for elected officials from April 2007 to April 2009
4. To approve mileage reimbursement amount for elected officials from April 2007 to April 2009
Minutes:
Chair Hoenisch called the Public Budget Hearing to order at 7:32 p.m.
Present were Chair Hoenisch, Supervisors Dennis Wanke and Marty Zernicke, Treasurer Marilyn Grunenwald, Clerk Kimberly Freund, and community members.
The 2007 proposed budget was presented to the Electors. Chair Hoenisch explained the 2% levy limit and also pointed out the Wausau School District had lowered their levy amount causing property taxes to decrease. Taking a new loan out would enable approximately three miles of pavement for 2007, without a new loan the Town could not pay for 1 mile.
This loan allows the Town to conform to the Department of Revenue’s 2% tax levy and still accomplish goals and will not increase taxes, including three miles of asphalt. If the taxes were lowered dramatically, it would be detrimental for next year’s tax base if we are again locked in at the 2% levy.
Chair Hoenisch reviewed the Budget Summary for the Town of Maine.
Chair Hoenisch adjourned the Public Budget Hearing at 9:00 p.m.
Chair Hoenisch called the Supervisors meeting to order at 9:01 p.m.
Dave Bichinski made a motion to approve the 2007 Highway expenditures pursuant to section 81.01(3) of Wisconsin Statues in the amount of $366,380.00, seconded by Tom Gerum, motion carried.
Wes Schoepke made a motion to adopt the 2006 Town of Maine Tax Levy to be paid in 2007 pursuant to Section 60.10 (1)(a) of Wisconsin Statutes in the amount of $511,750.00 with new loan payment.
Wes Schopke made a motion to accept the Town of Maine Tax Levy, seconded by Roger Voight motion carried.

C. Approve salary increases for elected officials from April 2007 to April 2009.
Dave Bichinski made a motion to not increase the Board salaries, seconded by Melissa Springer.
A discussion amongst the electors took place.
LaVerne Grunenwald called for a show of hands. A paper vote was taken. The motion stands.
Judy Bayba made a motion to change the elected officials from salary to hourly for chairman and supervisors…Judy Bayba rescinded the motion.
Discussion took place from the residents with other possibilities, including a business administrator. That decision cannot be made tonight as the budget must be completed tonight.
D. Approve mileage reimbursement amount for elected officials from April 2007 to April 2009. Dave Bysenski made a motion to keep the gas mileage at 36 cents per mile, seconded by LaVern Grunenwald. Motion carried. Judy Bayba opposed.
Chairperson Betty recommended a date for the next Budget Public Hearing. Kurt Rowe made a motion to schedule the Public Budget Hearing to be held on November 14, 2007 at 7:30 p.m., seconded by Bud Gore.
