Minutes:
 
Chair Hoenisch called the meeting to order at 5:00 p.m.
 
Review accounts payable. The Supervisors reviewed the bills.
 
The Board had a discussion of the proposed 2007 budget and prepared the budget for presentation at the
 2007 Public Budget Hearing.
 
Steve McLeod and Leon Woller presented a proposal to insure the Town property and fire department/garage; buildings, equipment and vehicles. Rural Insurance now offers fire department insurance which they did not in the past.
 
Tom Ketchum of Laub and Horton gave a presentation and proposal to insure the Town property, which includes the fire department building and garage. They are our current insurance carrier. Laub and Horton’s insurance quote was the lower of the two.
The Board will make a decision in the near future.
 
Retirement package presentation by Donald Wild from Edward Jones. He answered questions in regards to different retirement options. A 457 retirement plan allows employees to make decisions of where they invest their funds. A decision will be made at the Public Budget Hearing on Wednesday, November 15, 2006.
 
The Pledge of Allegiance to the Flag was recited.
 
 Accounts Payable and Motion for Approval.
Supervisor  Wanke made a motion to approve the accounts payable, seconded by Supervisor Zernicke,  motion carried.
 
Clerk’s Report
A.  Approve the previous month’s minutes-October 9, 2006, October 30, 2006 & November 3, 2006. Clerk Freund requested to dispense of the reading of the minutes and to approve the minutes from the previous month. Copies were available for residents.
B.  Election Review-Clerk Freund stated the new voting box tabulator worked great. There were 500 new voters registered on Election Day.
Supervisor Zernicke  made a motion to accept the minutes, seconded by Supervisor Wanke,    motion carried.
 
Chair’s Report
A.  Road Update:
The workers attended a highway safety seminar on November 9 in Rhinelander. The workers have the sand and salt mixed and ready for winter roads. Chair Hoenisch stated after the Public Budget Hearing on Wednesday the Town will know how much money there will be available to blacktop roads next year.
B.  Complaints-There were complaints on parking on N. 12th Avenue south of Keller Drive and riding four wheelers in the Hanz pit and also hunting on St. Norbert College land.
Complaints on the condition of N. 12th Avenue and a resident inquired when the Town would be repairing them.
C.  Town Records-The records are now finished being reviewed from Attorney Hess’s office.
 
Supervisor Report-Supervisor Wanke checked with Marathon County about compaction rate in blacktop to help determine this rate for roads in the Town. The first pass is 89% and the second pass should be 91.5 %.  Supervisor Wanke  also talked with the County in regards to the intersections of A and K. The County said there isn’t much they can do about it. They say accidents are mostly driver error. The County does have a new planning committee and Supervisor Wanke requested this situation/intersection be put on that agenda. A request for a flashing yellow sign at that intersection is being requested also.
 
Supervisor Zernicke- He reported he had phone calls asking him why the plows were out when the snow was melting.
 
Treasurer’s Report- Marilyn Grunenwald reported these figures for month ending October 31, 2006:

Supervisor Wanke   made a motion to approve the Treasurer’s Report, seconded by Supervisor Zernicke,   motion carried.
 
 
Zoning Administrator’s Report-Lester Krueger reported he had four new permits and several re-inspections on 325 Maine Drive and 3900 Decator Drive.
 
Other Business:
   A.   Discussion and possible action to approve emergency services contract with Berlin with a 3% increase. Supervisor  Zernicke made a motion to approve emergency services with Berlin in the amount of $6,041.00, seconded by Supervisor  Wanke  motion carried.
 
   B.  Discussion and possible action to approve emergency services/Stettin with a 3% increase.
    Supervisor Wanke  made a motion to approve emergency services with Stettin in the amount of $7,715.00, seconded by Supervisor Zernicke motion carried.
 
   C.  Discussion and possible action to approve emergency services contract/Brokaw with a 3% increase.  Supervisor   Zernicke  made a motion to approve emergency services with Brokaw in the amount of $19,233.00, seconded by Supervisor Wanke motion carried.
 
   D.   Discussion and possible action on Brokaw/Maine 2007 road maintenance agreement for Falcon Drive and N. 32nd Avenue that we share. Supervisor  Zernicke  made a motion to increase the road agreement in the amount of $1,800.00 for 2007, seconded by Supervisor Wanke carried.
 
   E.  Discussion and possible action on Town Road Specifications from Plan Commission Meeting. A Roadbed construction specification sheet was introduced which specified requirements for new road construction. Attorney Frokjer clarified that if the Town owns a road at present this roadbed construction does not apply.
 
 
Supervisor Wanke made a motion to request 8” crushed aggregate base (12” or more in low areas), (additional 8” sand lift or pit run in unsuitable areas, in conjunction with Fabric being required in unsuitable or poor drainage areas.) be applied to new Town roads deleting# 15 from the present Roadbed Construction specifications, seconded by  Supervisor Zernicke seconded, motion carried.
 
 The next Board of Supervisors meeting will be December 11, 2006.
 
 Adjournment
 Supervisor Wanke made a motion to adjourn the meeting at 9:05 p.m., seconded by Supervisor motion carried.
