The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, November 10, 2008. Accounts Payable will be reviewed at 6:00 p.m. with General Business at 7:30 p.m.

Board of Supervisor Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Schult made a motion to approve bills payable, seconded by Chair Hoenisch. Motion carried.
Clerk Walter explained she has October 13th and October 30th meeting minutes only to be approved because of all the absentee voting she had. Chair Hoenisch asked Supervisor Schult to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Chair Hoenisch. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that the road workers have mixed the sand/salt pile for this winter. She wanted to let residents know that this year the sand/salt pile is a dark gray color. The Town is trying something new this year because of a big price difference. 3M has let the town purchase their roofing granules that do not except dye to mix with the salt. The cost for this is .50 cents a yard instead of $3.65 a yard (past years) for sand. Other townships have tried this mixture out and it has worked great for them.
Chair Hoenisch reported that the road workers are continuing to work on the 53rd, 55th and 57th Avenue cul de sacs.
Chair Hoenisch reported that the road workers and she planted 2 maple trees for Gerald Zoltowski on 53rd to replace the maple and hemlock trees that the road workers had to remove to create the cul de sac.
Chair Hoenisch also reported that the road workers have been mowing and brushing the ditches so that it is easier for them to wing the snow off the shoulders of the roads.
Chair Hoenisch also explained that Clerk Walter and she had pretty much lost a little over three weeks in work, due to the absentee / early voting that the State Elections Board allows. She explained that for the next big election (perhaps the Governor’s election), we will have election inspectors come in to take care of all the absentee voting, if the state keeps allowing this because it’s so time consuming. Chair Hoenisch explained that early voting is triple the paperwork compared to someone who comes in on Election Day.
Chair Hoenisch also explained that we had a great turnout on Election Day - 1382 residents and people only had a wait (which was no more than 5 minutes) at 7:00 a.m., otherwise no waiting to vote.
Supervisor’s report:
Supervisor Schult reported that he’s been working on the address/number signs.
Supervisor Schult reported that the cul de sacs are almost finished on 53rd, 55th and 57th Avenue.
Supervisor Schult reported that he’s been looking at new/used tractor backhoes.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending October 31, 2008:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Chair Hoenisch. Motion carried. Zoning Report for October 2008 – Zoning Administrator Rich Grefe reported that he had issued five permits and completed six inspections in the month of October.
Other Business:
First item of business was discussion and possible action on resolution approving Honey Bee Lane as a Town road. Chair Hoenisch explained that Honey Bee Lane has been completed to Town’s specifications, except for paving. She explained that the McEvoy’s have entered into a road agreement with the Town and have secured a letter of credit covering the paving costs. She explained that residents along the new road were issued new addresses effective October 1, 2008 and street sign and stop sign have been installed. Chair Hoenisch explained that the road workers will be plowing this road in winter.
Supervisor Schult made a motion to approve Honey Bee Lane as a Town road, seconded by Chair Hoenisch. Motion carried.
Discussion and possible action on resolution approving Laredo Lane as a Town road. Chair Hoenisch explained that Laredo Lane has been completed to Town’s specifications, except for paving. She explained that the Van Der Geest’s have entered into a road agreement with the Town and the original agreement was amended when Lee Van Der Geest wanted to build a new home at the end of the road. The building inspector has given Mr. Van Der Geest temporary occupancy until the road is paved.
Chair Hoenisch explained that residents along the new road were issued new addresses and street sign and stop sign have been installed. Chair Hoenisch explained that she had gotten an email from Mr. Van Der Geest that stated he had gotten 3 quotes from paving contractors and the contractors had told him that they think asphalt prices will be down a third in spring. So, Mr. Van Der Geest has asked if the Town can extend his road agreement.
Chair Hoenisch told Mary Van Der Geest that she will need copies of the asphalt bids, a letter of irrevocable credit and if it snows the Town will plow the road. This item is tabled until the December meeting.
Discussion and possible action to approve Krause Howard Company 2008 Year End Audit Agreement. Chair Hoenisch explained that 2007’s cost for the audit was $3001.55 and for this year the proposal has come in at $3250.00 for the year end review. Supervisor Schult made a motion to approve Krause Howard Company’s proposal of $3250.00, seconded by Chair Hoenisch. Motion carried.
Discussion and possible action to approve the purchase of a tractor / backhoe for the public works department and funding for that tractor. Supervisor Schult explained that the Town needs a new tractor because the one we have now is constantly breaking down and the road workers are constantly welding it.
Supervisor Schult gave a report on all of the tractors that the road workers and he have looked at or tried out in the last year. Mr. Schult explained that they found a great deal on a tractor at Service Motor that comes with a 1 year warranty and a 4 in 1 bucket that the workers really need. Supervisor Schult made a motion to purchase the JCB 214 tractor from Service Motor for $59,679.00, seconded by Chair Hoenisch. Motion carried.
Supervisor Schult made a motion to schedule the Budget Public Hearing and Special Town Meeting for November 19, 2008 at 7:30 p.m., seconded by Chair Hoenisch. Motion carried.
Open discussion from the audience. No discussion was heard.
Schedule the next Board of Supervisor Meeting for December 8, 2008 at 6:30 for bill approval and general business at 7:30 p.m.
Motion by Supervisor Schult to adjourn at 8:05 p.m., seconded by Chair Hoenisch. Motion carried.
