OFFICIAL NOTICE AND AGENDA
The Board of Supervisors of the Town of Maine will hold a special meeting on Friday, May 9, 2008 at 7:00 a.m. at the Town of Maine Town Hall.
Agenda
1. Call meeting to order – Betty Hoenisch, Chairperson
2. Discussion with 3M regarding possible reconstruction of N. Fourth Avenue and possible funding cooperation for that project.
3. Road tour if needed.
4. Adjournment.

Special Board of Supervisors Meeting
The Board of Supervisors of the Town of Maine held a Special Meeting in the Town Hall on Friday, May 9, 2008 at 7:00 a.m.
Present were Chairperson Betty Hoenisch, Supervisor Sue Shore, Supervisor Tad Schult and Attorney Randy Frokjer. Present from 3M were Angie Bodnar, Jeff Oosterhuis and Taylor Austin. Joe Gehin from the City of Wausau also attended.
Chair Hoenisch explained that she initially held a meeting with Jeff Oosterhuis in fall of 2006 and another meeting was held April of 2007 to discuss reconstruction of N. Fourth Avenue and possible funding cooperation from 3M for that project. Also, we needed to discuss 3M’s request for an increase to a 90,000 lb road weight limit on N. Fourth Avenue.
Chair Hoenisch explained that 3M is a great neighbor and we love having their quarry in our township. 3M has always helped out with funding for the paving of N. Fourth Avenue and provided chips for the chip sealing of that road. 3M representatives attended a Brokaw Meeting regarding the water line and even offered to help Maine site a well on 3M property along the river. Chair Hoenisch said that we will hopefully continue to work well together.
Angie Bodnar, 3M’s local General Manager said that they now have preliminary approval from corporate in St. Paul to cooperate in the proposed reconstruction project. However corporate did not give specifics as to what type of cooperation they were approving.
Attorney Frokjer asked for the volume of rock per year that is hauled from the N. Fourth Avenue pit.
Ms. Bodnar stated that 100,000 tons of rocks are trucked from that pit each year and another 100,000 tons of waste rock are also trucked each year.
Supervisor Schult said that with the I-39 construction project, there has also been a lot of crushed rock hauled to that project.
Chair Hoenisch explained that N. Fourth Avenue was extremely bad this year. She explained to the people that a 3M truck had stopped her and asked if a lane wedge would be possible until the road can be paved. Discussion followed that the Town has allocated its entire 2008 road budget to other road projects and has loans to cover the expense of those projects.
Supervisor Schult explained that if 3M wants to proceed with reconstruction this summer, they would need to cover the complete cost and the Town would reimburse 3M for a portion after property taxes are collected at the end of the year.
Ms. Bodnar stated that last summer there had been discussion regarding 3M furnishing the Town crushed rock for different road projects to cover 3M’s portion of the reconstruction project. If the Town wants funds toward the project, the Town would need to do a proposal that would be submitted to corporate in St. Paul for approval.

Special Board of Supervisors Meeting
Attorney Frokjer asked about the State Department of Transportation bill that would allow 3M to haul 90,000 lbs per trip instead of the current 80,000 lbs weight restriction.
Ms. Bodnar explained that the Department of Transportation passed the bill allowing 3M to travel a specific route for their granule production. One criteria is that 3M must sign a contract with local municipalities. 3M wants to work well with local municipalities because the state will review the bill in three years. This bill is very good for both 3M and the municipalities. This will take 31 trips off town and city roads a day.
Ms. Bodnar explained that they had met with Wausau’s Safety committee on Thursday evening and received tentative approval. The issue will go before the City Council at their next meeting. Ms. Bodnar stated that Wausau is asking for special exceptions in their agreement with 3M and suggested that the Town of Maine do the same to keep the contracts consistent since the Town and City share a portion of N. Fourth Avenue.
Joe Gehin explained that the City committee had approved the bill because if we are serious about protecting our environment, this is a good place to start. The savings in fuel, air emissions and road building is huge.
Discussion followed on the type of construction needed, such as test borings to check road base, culverts that may be needed, types of asphalt for heavy truck traffic and an alternate route for the construction phase.
Attorney Frokjer asked Ms. Bodnar for a timeline to get a contract signed and suggested that 3M’s weight limit increase be placed on the May, Board Meeting agenda.
Chair Hoenisch asked Mr. Gehin to e-mail Wausau’s 3M contract conditions to the office.
The meeting adjourned at 8:57 a.m.
