The Regular Meeting of the Board of Supervisors for the Town of Maine was held at 6:30 p.m. May 9, 2005 in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on May 5, 2005 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chair Betty Hoenisch, Supervisors Dennis Wanke and Marty Zernicke, Clerk, Kimberly Freund, Treasurer, Marilyn Grunenwald and community members.
Minutes:
Chair Hoenisch called the Town of Maine Supervisors to order at 6:30 p.m.
Bills were reviewed and stamped for approval.
Chair Hoenisch asked for a motion to Adjourn the Board of Supervisors for the Board of Review, Supervisor Zernicke made a motion to adjourn at 7:32 p.m., second by Supervisor Wanke. Motion Carried.
Chair Hoenisch called the Board of Review to order at 7:33p.m. and the Board of Review notice was read. Open book will be June 8, 2005 from 4-6 p.m. with the Board of Review meeting from 6-8 p.m.
Supervisor Zernicke made a motion to adjourn the Board of Review at 7:33 p.m., seconded by Supervisor Wanke. Motion carried.
The Board of Supervisors Meeting reconvened at 7:33 p.m.
Supervisor Zernicke made a motion to approve the account payable bills, seconded by Supervisor Wanke. Motion Carried.
Clerk’s Report: Clerk Freund explained the new procedure for minutes. Board members will receive copies of the unapproved minutes previous to meetings. Each set of minutes will be accepted or revisions made, have them approved, and we will dispense of reading of the minutes.
A motion was made by Supervisor Wanke to accept the April 11, 2005 Minutes, seconded by Supervisor Zernicke. Motion carried.
A motion was made to accept the April 19, 2005 Minutes by Supervisor Wanke , seconded by Supervisor Zernicke. Motion carried.
A motion was made to approve the April 28, 2005 Minutes. Supervisor Zernicke made a time correction. Supervisor Wanke made a motion to approve the minutes as corrected, seconded by Supervisor Zernicke. Motion carried.
Chairperson’s report: Chair Hoenisch summarized that the supervisors have toured the roads to survey what needs to be done and what money is available. The Town of Maine has 18 miles of Paser rated 2 and 3 roads in need of repair. Jerid from American Asphalt toured the roads on May 4, 2005 and will get estimates for the road projects. Supervisor Wanke is putting a road report together for the next four years. Road workers will put in the culverts this fall for the roads that will be repaired next year. The LRIP Grant had to be re-submitted for 60th Avenue and Naugart Drive. The Town of Maine was awarded $25,000 from the LRIP to be used on Falcon Drive and 32nd. Brokaw cannot repair their half of the road at this time so the grant money will be used on 60th Avenue and Naugart Drive.
Internet update by Clerk Freund. We will be connecting to DSL soon and she will be updating the web page as needed instead of Hess Law Firm. The files and passwords have been turned over from Dee at Hess’s Law Firm.
Chair Hoenisch remarked that the attorney wasn’t present tonight because there were not any complicated items on the agenda and she felt the board could conduct the meeting to save on legal fees.
Chair Hoenisch met with Attorney Hess in regards to legal matters carried over from the previous Chair Utecht. There will be a closed meeting on May 17, 2005 with the Board of Supervisors to go over these legal matters.
Supervisor Wanke stated that the roads chosen for repair this year are 60th Avenue and Naugart Drive. This will be less costly due to the fact they are close together and can be repaired at the same time to save money.

Treasurer Marylyn Grunenwald reported that the Town of Maine Money Market Account has a balance of $225,342.82. The Town of Maine checking Account has a balance of $2,720.32, the Certificate of Deposit has a balance of $54,897.75, The Town of Maine Fire Dept. petty cash checking account has a balance of $2,317.76, and the Town of Maine Fire Dept. Money Market Account for Memorials and Special Donations has a balance of $11,791.21 (includes donation of $200 from 3-M Company).
Supervisor Zernicke made a motion to accept the Treasurers report, Second by Supervisor Wanke. Motion carried.
Bob Christenson, zoning administrator, could not be here tonight. Supervisor Wanke asked questions in regards to the difference in some zoning fees. Why three different prices for signs? This matter will be checked with Bob Christenson.
Other business:
Burnell Utecht will be Board of Appeals President, Lavern Grunenwald and Randy Spring will be Board of Appeals alternates. They will accept these positions for another term on the Board of Appeals Committee from May 2005 to May 2008.
Supervisor Zernicke made a motion to accept their positions, Second by Supervisor Wanke, Motion carried.
Liquor licenses, Tobacco and Operator Licenses for Bryan’s IDK, H&L Mirage, Red Granite Bar, Rib Mountain Bowmen’s Club, Richard’s Supper Club and Schmidt’s Ballroom and Bar were approved pending a satisfactory background search for operators and payment of Bryan’s IDK delinquent personal property taxes by June 30, 2005. The ads were run in the Wausau Daily Herald and there were no outstanding payments due to liquor vendors..
A motion was made by Supervisor Zernicke, second by Supervisor Wanke, motion carried.
A resident, Vic Rogers, stated that the building/zoning prices are too high, Demolition permits are too high also remarked Jack Eckardt, and that buildings aren’t being inspected.
Supervisor Wanke stated that he feels the fees are too high and that he would like to see that changed. Zoning Administrator, Bob Christenson, needs to check buildings that are being torn down or porches that are being built.
Gene Roets maps are lost. Jack Echert said that if you’re tearing a barn down it costs $250, the wrecking fee. This is too high. Chair Hoenisch stated that the companies were dumping into the Town of Maine dump, particularly from the City of Wausau. We have an ordinance now protecting that. John Ohrmundt stated that the fees are only going to get worse due to asbestos disposal. Asbestos has to be removed from the house before the house is demolished. It is an expensive removal system.
Also, John Ohrmundt mentioned that the deck fees are high also. There are serious injuries if not constructed properly.
Chair Hoenisch remarked that the cost of building fees should not exceed the project. There should be someone checking the progress of building projects.
John Ohrmundt said the inspectors need to check the projects so that they are being built to specs.
Steve Miller said that he thinks he happens more in the city not rural. John Ohrmundt said that wrong construction mishaps can happen in rural too. Uniform Building Code is what Bob Christenson goes by. Bob Christenson provided his credentials upon taking the zoning position with the Town of Maine.
The Board of Supervisors will be addressing these permits with Bob Christenson. Supervisor Wanke said that we would have some answers by the next meeting.

Resident, Steve Miller, requested that the driveway signs matter be brought back on the June agenda. We will contact Scenic Signs for samples of vertical or mailbox style signs.
Supervisor Zernicke made a motion to adjourn, Supervisor Wanke seconded. Motion carried.
Adjournment was at 8:40 p.m.
Next Board of Supervisors meeting will be June 13, 2005 with Bill Approval at 6:30 p.m. and General Business at 7:30 p.m.
