May 14, 2007 Board of Supervisors Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:30 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch requested a motion to approve bill payables.
Supervisor Shore made a motion to approve bills payables, seconded by Supervisor Schult. Motion carried.
Clerk Walter requested a motion to approve the previous months minutes. Chair Hoenisch asked the supervisors to dispense the reading of the minutes and make any changes or corrections. Corrections were made to the April 27th, May 2nd, and May 4th minutes. Supervisor Schult made a motion to approve the minutes as changed or corrected, seconded by Supervisor Shore. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that she received a new map from the City of Wausau showing a change to the Wausau/Brokaw water main. The City has been contacted by some land owners who may need services in the future, consequently they are going to request easements from property owners on the south side of Lower Circle to run the proposed line thru their property.
Chair Hoenisch reported that the new burn permit process which requires the resident holding the permit to call the DNR’s 1-800 number to check burn conditions has been working really well.
Chair Hoenisch also reported on all of the meetings that had been held in the last month due to Smart Growth, road projects and hiring of a new public works employee.
Supervisor’s report:
Supervisor Shore reported that there had been two fire calls in the southeast portion of the township where she lives. She thanked the firefighters for the great job they do.
Supervisor Shore reported that while walking, she found one of the Belaire Drive signs down and called John at public works, who immediately put the sign back up.
Supervisor Shore introduced a boy scout, named Tyler, who was attending the meeting to get credit towards a communication merit badge.
Supervisor Schult reported that he had met with Grove Drive residents on May 12th, to discuss possible solutions for their road issues. Some of the possible solutions include a rock lift and adding a cross culvert.
On April 28th he met with James Kraimer who lives on the northwest corner of Decator and Merrill Avenue to discuss the removal of a large tree limb that the Town feels may be a visibility issue. The workers will be removing that limb, however Mr. Kraimer would like to be notified in advance of when the work will be done.
Supervisor Schult also talked to Carla Waldvogel on April 28th regarding her concerns about her ditch. He explained that the Town will be replacing the Decator Drive culvert in the near future and may have to put granite along the Waldvogel ditch line.
Supervisor Schult reported that he had received a call on May 5th from Sharon Harder regarding dumping in the ditch on North 64th Avenue. He worked with Chair Hoenisch and the Sheriff’s Department to track down the people doing the dumping and they had gotten permission from the property owner to dump at that site. Mr. Schult was going to talk to the landowner regarding the dumping because some of the materials being dumped should be going to the landfill and property owners can not fill in a ditch line.
Treasurer’s Report: Marilyn Grunenwald reported on the Town’s bank accounts ending April 30, 2007:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore. Motion carried.
Zoning Report for April 2007- Zoning Administrator Rich Grefe reported that he had issued six permits and one inspection in the month of April.
Other Business:
A. Discussion and possible action to approve the Rakow/Voelker petition to rezone two parcels of land from AG – Agriculture to BP – Business Park. Chair Hoenisch
explained that this petition had been discussed at two Plan Commission meetings
and there also had been a Public Hearing meeting on May 7th. The Plan Commission has recommended that the Town Board approve this rezoning because the adjacent properties are BP and this would be good planning for the expansion of the current Business Park area.
Supervisor Schult made a motion to approve the Rakow/Voelker rezoning,
seconded by Supervisor Shore. Motion carried.
B. Discussion and possible action to authorize an ACH from the Town’s Checking account for the Lord Abbett retirement plan deposits. Chair Hoenisch explained that the Town Clerk has been working with Don Wild from Edward Jones to establish procedures for depositing retirement funds. Because all checks need to be approved by the Town Board and these deposits need to be made at the end of the month, the Town Board needs to authorize the Clerk to pay Lord Abbett retirement funds, to eliminate having to hold a special bill approval meeting.
Supervisor Shore made a motion to authorize the Town Clerk to create a
check to Lord Abbett on the last payday of each month without authorization
from the Town Board, seconded by Supervisor Schult. Motion carried.
C. Discussion and possible action to approve Public Works employee and the personnel policy for that employee from May 21, 2007 to December 31, 2007.
Chair Hoenisch explained that Scott Cyzan took his job physical and drug test today. Mr. Cyzan will start as soon as the Town gets his Overland test results back. We need to approve Mr. Cyzan as the new Public Works employee and the revised personnel policy which includes Mr. Cyzan’s starting wage and pay increases during the probationary period.
Supervisor Schult made a motion to approve Scott Cyzan as the new Public Works employee and approve the revised personnel policy to include a probationary period and wage increases for Mr. Cyzan, seconded by Supervisor Shore. Motion carried.
D. Discussion and possible action regarding the Town’s reserved Liquor License –
Cindy Hubert and Wayne Lodholz. Chair Hoenisch explained that the Town Clerk and herself have researched liquor license for a possible new establishment with the Department of Revenue and Town’s Association. Chair Hoenisch and the Clerk then called the City Deputy Clerk to check if the City had taken the Town’s license when annexing Chapter Two. Discussion followed on whether the Chapter Two license was a regular or reserved license. Attorney Frokjer will check State Statue’s and advised the Clerk and Chair to contact Attorney Nawrocki at the Town’s Association for a Town liquor license list. Attorney Frokjer also explained the procedures to Mr. Lodholz and Mr. and Mrs. Hubert.
This item was tabled until license applications are submitted to Town Clerk.
E. Discussion and possible action to approve the 2007 – 2008 salt order with Marathon County Highway Department. Chair Hoenisch had compiled a salt order chart from 2001-2006 showing how many tons the Town ordered and used each year. Discussion followed on the recent winter conditions with more freezing rain, consequently more salt is being used.
Supervisor Schult made a motion to approve the Marathon County Highway
Department salt order of 150 tons, seconded by Supervisor Shore. Motion
carried.
F. Discussion and possible action to approve Town Board Members as Board of Review Officials.
Supervisor Shore made a motion to approve the Town Board members as Board of Review Officials, seconded by Supervisor Schult. Motion carried.
Open discussion from audience without action by the Town Board – Judy Bayba asked for clarification on the May 2nd minutes, regarding upgrading of Campus Drive. Attorney Frokjer will check assessment requirements in the State Statute and report back. Skip Hoenisch made the comment that possibly the City was planning to upgrade Campus Drive because of Monk Botanical Gardens, it is a bus route, and there is a problem with heavy trucks driving over the manholes.
Doris Rhoda brought up a problem with logging on County Road K, behind her property. She feels that them starting at 6:00 a.m. is too early. Tad will contact the logger to start at 7:00 a.m. instead.
The next Board of Supervisor’s Meeting will be June 11, 2007
Motion by Supervisor Shore, seconded by Supervisor Schult to adjourn meeting at
9:07 p.m.
