May 14, 2003
A Special Meeting of the Board of Supervisors for the Town of Maine was held at 8:00 a.m. Wednesday, May 14, 2003, in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on May 9, 2003 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chairman Utecht, Supervisors Duane Grunenwald and Marty Zernicke, Treasurer Marilyn Grunenwald, Clerk Betty Hoenisch and community members.
Chairman Utecht called the meeting to order at 8:02 a.m.
Chairman Utecht stated that the first item of business was discussion on the roads that will be blacktopping in 2003. Chairman Utecht read the list of roads that the supervisors have decided to blacktop and those roads are:
1. 28th Avenue – Keller Drive to Maine Drive – (.75 mile)
Maine Drive – 28th Avenue to 20th Avenue – (.5 mile)
Bayshore Drive – 60 feet at south end to finish road – (60 ft.)
Cassidy Drive – 4th Avenue east to Burek Avenue – (.5 mile)
Belaire Drive – 4th Avenue east to Beecher Avenue – (.25 mile)
Brentwood Road – 4th Avenue east to Burlington Drive - (.075 mile)
Burlington Drive – Brentwood Road north to Belaire Drive - (.075 mile)
South 18th Avenue – South of Desert Drive – ( .1 mile)
Chairman Utecht stated that the approving of sealed bids for asphalt, recycled materials, granite, crack sealing and chip seal coating was the next item of business.
Asphalt:
1. American Asphalt bid $140,678.70 with the town workers grading the recycled base and American Asphalt shaping the material.
Mr. Zernicke made a motion accept American Asphalt’s bid, seconded by Mr. Grunenwald. Motion carried.
Pulverizing:
1. American Asphalt bid $12,780.00 to pulverize town roads being blacktopped.
Mr. Grunenwald made a motion to accept American Asphalt’s bid, seconded by Mr. Zernicke. Motion carried.
Dust Buster Dust Control:
1. Kafka bid $0.46 per gallon for Magnesium Chloride base dust buster plus.
2. Roehl Transport bid $0.49 per gallon for Calcium Chloride base dust buster.
Mr. Grunenwald made a motion to accept Kafka’s bid for dust buster plus, seconded by Mr. Zernicke. Motion carried.
Granite:
1. Roehl Transport bid $5.22 per yard for entire township.
2. Ladick Materials bid $5.24 for north Maine and $5.00 for south Maine.
3. Red Rock bid $5.24 for north Maine and $5.06 for south Maine.
4. Meverden Materials bid $5.25 for north Maine and $4.80 for south Maine
Mr. Zernicke made a motion to accept Roehl’s bid, seconded by Mr. Grunenwald. Motion carried.
Road Base:
1. Anderson Brothers and Johnson bid $5.55 a ton delivered or $4.80 if picked up by town workers.
2. Hanz Contractors bid $5.89 per ton.
Mr. Zernicke made a motion to accept Anderson Brothers and Johnson’s bid, seconded by Mr. Grunenwald. Motion carried.
Seal coating:
1. Fahrner Asphalt bid $13,508.00.
2. Scott Construction’s bid $14,190.63.
Chairman Utecht explained that due to the amount in the chip seal budget the town would only be able to do some of the roads on the list. Mr. Zernicke made a motion to accept Scott Construction’s bid, seconded by Mr. Grunenwald. Motion carried.
Crack Sealing:
1. Long Construction bid $7,614.60
2. Fahrner Asphalt’s bid $7,717.00.
Mr. Zernicke made a motion to accept Long Construction’s bid, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht explained that the next item of business was the Town Hall signs and after reviewing the estimate from Scenic Signs and Graphic house Mr. Utecht felt that the signs should be purchased from Graphic House because their signs are made of aluminum. The 120-inch x 12-inch sign for the canopy will be $580.00 and the 36 inch by 8 inch sign for the back hall door will be $165.00. Mr. Zernicke made a motion to approve Graphic House signs for a total of $745.00 installed, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht stated that the next item of business was a Town Hall phone for emergencies. After some discussion the item was tabled for further research.
Chairman Utecht stated that the next item of business was to hire a cleaning service for the Town Hall. Mr. Utecht reported that he had received estimates from 2 cleaning services and felt that Ed’s Cleaning would be the best quality and most economical for the hall rentals. Ed’s Cleaning has also offered to do the inspections between back-to-back parties, which would eliminate the need for a supervisor to check the hall after a rental. Mr. Utecht read Ed’s Cleaning contract and prices. Mr. Zernicke made a motion to approve "Ed’s Cleaning service", seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht explained that the new plow truck, belt conveyor and worker wages would be tabled until a later date.
Motion by Mr. Zernicke to adjourn at 9:20 a.m., seconded by Mr. Grunenwald. Motion carried.
