Board of Supervisor Meeting


Minutes:

Chair Hoenisch called the meeting to order at 6:00 p.m.

The Pledge of Allegiance was recited.

Chair Hoenisch requested a motion to approve bills payable. Supervisor Schult made a motion to approve bills payable, seconded by Supervisor Shore. Motion carried.

Clerk Walter explained that she has February 9th, 16th and March 2nd, 2009 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Shore. Motion carried.

Chairperson’s report:

Chair Hoenisch reported that the road workers have been working on opening up frozen culverts.

Chair Hoenisch reported that she’s had one complaint on the 3M roofing granules and even though she explained the benefits and cost savings, the resident would like the Town to not use the granules next winter because he said they are getting dragged into their home and garage. Attorney Frokjer went on to explain that the town is using less salt, due to using these 3M granules, which is great because too much salt kills the vegetation.

Chair Hoenisch reported that Clerk Walter and she met with Attorney Swid and Keith Baars at People’s Bank on March 2nd to close the 2009 road project loan.

Chair Hoenisch reported that she called Jack this last weekend regarding two stray dogs and he took care of it.

Chair Hoenisch reported that the new website is up and running.


Supervisor’s report:

Supervisor Shore reported that she attended an “American Dreams” seminar in Milwaukee. She reported that it was a fantastic meeting on property rights and landowner rights. She explained that it was put on by Fred Kelly Grant. She also reported that thirteen more townships have signed on to the coordination plan out west and stated that the plan must be consistent with local law.

Supervisor Schult reported that he’s gotten a lot of good comments on the black granules being used on the roads this winter; from residents who travel a lot of Town roads.

Supervisor Schult reported that he’s been cutting brush with the road workers.

Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending February 28, 2009:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.


Zoning Report for February 2009 – Zoning Administrator Rich Grefe was absent.

Other Business:

First item of business was discussion and possible action to approve a Coordination Plan resolution. Chair Hoenisch explained that Jay Verhulst recently attended the Plan Commission meeting. Chair Hoenisch explained that the Town wants to get the larger entities around us to work with us and not against us; not just blow us off. She explained that when the larger entities around us work on bigger projects, such as Brokaw’s water line, there is a huge effect on our Township and unless we pass this plan, we will never have a say. With this plan, they would need to talk with our Township before they act. Supervisor Shore made a motion to approve the Town to enter into the Coordination process, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action to approve culvert pipes or box culverts for Saber and Sandy Drive. Chair Hoenisch explained that the road workers have met with a DNR representive to talk about this project and the DNR stated that they prefer the box culvert. Chair Hoenisch explained that she’s been working with Kevin Lang from the Marathon County Highway Department on this project and he’s recommended the box culvert due to having a longer life span.

Discussion came up about how long these roads will be closed. Chair Hoenisch explained that the County figures the roads will be closed for approximately 3 days / a piece. She also went on to explain that in case of emergencies, there will be access to fields to drive on. And, she explained that there’s no way to not close these roads because they want to excavate the entire site to do the least damage to the creek.

Question was brought up if the Town would have to make a road through one of the fields, but Attorney Frokjer said that is not required and other townships don’t do that. Chair Hoenisch said she will let the residents know ahead of time, so in case they need to make arrangements. Supervisor Schult made a motion to approve a box culvert for Saber and Sandy Drive, seconded by Supervisor Shore. Motion carried.

Board of Supervisor Meeting


Discussion and possible action to approve the salt order from Marathon County for 2009-2010. Chair Hoenisch explained that so far this year, the Town has only used approximately 100 ton due to using the black granules. But unfortunately a person can never predict what kind of winter it will be, so it would be safer to go a little above then not have enough. Supervisor Schult made a motion to approve the Marathon County Highway Department salt order of 150 tons, seconded by Supervisor Shore. Motion carried.



Open discussion from the audience. Bob Pound brought up that there was a complaint made to the Wausau police department regarding 7th Avenue by the NTC. One day in the last couple weeks, there was so much going on at the NTC, that this road was parked full with cars on both sides of the road and in the intersection, which is a liability. Chair Hoenisch explained that she will call the City since they own half the road, to talk about posting this road with restrictions.

Schedule the next Board of Supervisor Meeting for April 13, 2009 at 6:30 for bill approval and general business at 7:30 p.m.

Motion by Supervisor Shore to adjourn at 9:50 p.m., seconded by Supervisor Schult. Motion carried.
