The Supervisors traveled to the Village of Brokaw Hall to discuss the water main from Wausau to Brokaw.
 
The Board to discuss options with the Village Board in regards to a municipal well instead of City of Wausau as a water source. Attorney Frokjer stated there are options available to the Village of Brokaw which could be less costly than Wausau Water.
 
Village President, Jeff Weisenburger,  stated they are under time restraints from the DNR to get their second water source rectified. The deadline is June 1, 2008.
 
Attorney Frokjer stated there is well site available which the Board did not disclose at this time.  If there was a commitment from the Village of Brokaw, the Town of Maine Board would proceed.  The Village of Brokaw Board again reiterated they are under time restraints from the DNR and to allow this avenue to happen would take too long. The Village could stand a chance to lose the grant money available if they changed their decision from the City of Wausau to a municipal well.
 
Chair Hoenish stated in the Town’s defense the Town went to Brokaw a year ago.
 
Jeff Weisenburger asked who would pay the costs of finding a municipal well.
 
Attorney Frokjer stated if the Town of Maine were to invest in assisting Brokaw find a municipal well the Village would have to show good faith and commitment.
 
Jeff Weisenburger said they only have until June 1, 2008 to meet the DNR’s deadline.
 
The meeting did not seem to sway the Village of Brokaw for other options for their water source, it seems they have decided to connect with the City of Wausau. Their Board did say if the Town of Maine would like to invest their money to become a secondary source of water of Brokaw that would be great.
 
 
The Town Board, residents, and engineers from MSA traveled back to the Town hall for a meeting at 8:07 p.m. Chair Hoenisch called the meeting to order.
 
Discussion took place in regards to  why  the Town of Maine would spend up to $10,000.00 to support testing our well site only, which would be  a secondary well for Brokaw.  It sounds if they have their decision made to have a water main from Wausau be their primary source of water.
 
The Engineers from MSA were most helpful to the Town Board in estimating dollar amounts for the cost of finding and approval of a municipal well.  The investment is too great without commitment from the Brokaw the Board felt.
 
After in depth discussion the Board made this motion:
 
Supervisor Wanke made a motion to allow Brokaw to install the City of Wausau water main thru the Town of Maine provided these conditions are followed:
 
1. Any town road disturbed by the construction is entirely repaved.  Sufficient amounts need to be escrowed to repave the entire road, not just on lane.
2. The contract between the Village of Brokaw and the City of Wausau contain a provision that prohibits involuntary annexation of any Town of Maine property by the Village of Brokaw or the City of Wausau at any time.
3. Any property of the Town of Maine that is lost to annexation as a result of this main pipeline will provide property tax revenue at the current level to the Town of Maine for a period of ten (10) years instead of the statutory five (5) years.
4. The contract between the Village of Brokaw and the City of Wausau contain a provision providing for a moratorium on annexation by either party for a period of ten (10) years.
Supervisor Zernicke seconded the motion, motion carried. 
 
 
The Town of Maine Board authorized the Town Attorney, Randy Frokjer to send a letter to the Brokaw Board stating the above motion.
 
Supervisor Wanke made a motion to adjourn the meeting at 9:40 p.m., seconded by Supervisor Zernicke, motion carried.
