OFFICIAL NOTICE AND AGENDA
The Board of Supervisors of the Town of Maine will hold a special meeting in the Maine Town Hall on Monday, March 2, 2009 at 6:00 p.m.
Agenda
1. Call to order - Betty Hoenisch, Chairperson
2. Discussion and possible action regarding Tetra Tech’s Cost Estimate for the N. Fourth Avenue Design Study Report, Environmental Report and TEA Grant Application Process – Andy Walters.
3. Discussion and possible action to approve a Road Maintenance Agreement with 3M for the N. Fourth Avenue reconstruction project.
4. Discussion and possible action to approve entering into a TEA Grant Agreement with the State of Wisconsin Department of Transportation for the N. Fourth Avenue reconstruction project.
5. Adjournment

Special Board of Supervisor Meeting
A Special Meeting of the Board of Supervisors was held Monday, March 2, 2009 at 6:00 p.m.
Chairperson Hoenisch called the Special Board meeting to order.
Present were Chairperson Betty Hoenisch, Supervisor Tad Schult, Supervisor Sue Shore, Clerk Tammi Walter, Attorney Randy Frokjer, Andy Walters from Tetra Tech, John Edwards and Taylor Austin from 3M.
First item of business was discussion and possible action regarding Tetra Tech’s Cost Estimate for the N. Fourth Avenue Design Study Report, Environmental Report and TEA Grant Application Process – Andy Walters. Andy Walters explained that he’s working on the 18 question environmental packet. He explained that they need to obtain a GIS map from the State, which is for archeological and historical locations near the project. To get this map, he explained will cost $250.00. He explained that until we know the yes’s on this packet, he’s not for sure about additional costs. He said that some yes’s will cost a significant amount of money because of work it will take to get it done.
Attorney Frokjer asked Mr. Walters that looking at these questions, are there any that you would anticipate. Mr. Walters explained that if survey’s need to be done, REI will take care of that and he thought that if the road doesn’t meet the State’s requirement on width for the shoulders, we may have to widen the shoulders. And, he also thought that wetlands could be a problem.
Chair Hoenisch asked if we’re going to run into an issue because we only own 49 ½ feet, because the State likes a 4 rod road. Mr. Walters said that he will check with the State.
Mr. Walters explained that this is a 3R project due to the resurfacing and based on that, we have to have certain criteria. For example, a minimum of a 22’ wide road and 4’ wide shoulders on each side with a 4-1 slope.
Mr. Frokjer asked Mr. Walters if he had any projections on the cost when you go out with a 4’ wide shoulder. Mr. Walters explained that they never priced shouldering. The bid he brought in only covers milling and repaving. Mr. Frokjer went on to explain that the Town doesn’t want any surprises down the road.
Chair Hoenisch stated that the Town will need from Mr. Walters and REI to determine what our options are and what are the costs. And then we will have to talk to the State to see if they will cover any additional costs.
Mr. Frokjer said that at some point we need to find out what additional work is involved with this road for as wide as we need it and will this be a problem with the road right of way. And will this cause an issue, but we need to check with the State.
Mr. Frokjer asked Mr. Walters about the liability limits of $3500.00, if they are doing the site design. Mr. Walters explained that this can be changed through their Pasadena legal office.

Special Board of Supervisor Meeting
John Edward’s requested that Attorney Frokjer do a draft agreement so 3M corporate, so that they would have some kind of idea on what’s being proposed for the road. Mr. Frokjer said he would take care of it. Supervisor Schult made a motion to recommend approval for Tetra Tech to proceed with the design study, seconded by Supervisor Shore. Motion carried.
Discussion and possible action to approve a Road Maintenance Agreement with 3M for the N. Fourth Avenue reconstruction project. This item was tabled.
Discussion and possible action to approve entering into a TEA Grant Agreement with the State of Wisconsin Department of Transportation for the N. Fourth Avenue reconstruction project. This item was tabled.
Supervisor Shore made a motion to adjourn the meeting at 7:15 p.m., seconded by Supervisor Schult. Motion carried.
