Minutes:
1. Chair Hoenisch called the Board of Supervisors meeting to order at 6:00 p.m.
Present were Supervisors Wanke and Zernicke, Treasurer Marilyn Grunenwald, Clerk, Kimberly A. Freund, Zoning/Building Inspector Lester Krueger, Attorney Frokjer and community members.
2. Paser Charts and discussion of possible 2006 road projects were discussed.
3. The Supervisors reviewed accounts payable.
4. The Pledge of Allegiance was recited.
5. Supervisor Wanke made a motion to approve the accounts payable, seconded by Supervisor Zernicke motion carried.
6. Clerk Freund requested the February 13 and February 22, 2006 minutes be approved and dispense of the reading of the minutes. Copies of the minutes are available. Supervisor Wanke made a motion to approve the minutes, seconded by Supervisor Zernicke motion carried.
7. Chair’s Report-Chair Hoenisch gave an update on the Wanke case. The Town had a special meeting on February 22, 2006 to meet with Council. On March 6, 2006 the Plan Commission members approved the Wanke’s Conditional Use Permit for a residential business contingent upon Dennis Wanke deeding a portion of the land and a building to Michael Wanke’s residential property.
The Board reviewed the Paser chart and our roads our rated:
No. 2-Granite Roads – three tenths miles
No. 2 Paved Roads – 3.22 miles
No. 3 – Granite Roads-6.7 miles
No. 3 Paved Roads-9.81 miles
No. 4 – Granite Roads – 6.2 miles
No. 4 Paved Roads – 7.8 miles
No. 5 – Granite Roads – 2.1 miles
No. 5 – Paved Roads – 3.0 miles
Please note that a Paser 2 and 3 rated roads are in need of desperate repair.
8. Supervisor’s Report: Supervisor Wanke and road workers, John and Mike, went to a seminar in Rhinelander in early March. They stated that signs should be replaced every ten years. He feels signs in our Town need to be looked at and brought up to date. Very informative. He reported complaints are coming in regards to the Town Roads. The roads are in need of repair due to the winter.
Supervisor Zernicke-He stated many other townships’ roads are in need of repair also.
9. Treasurer’s Report: Month Ending February 28, 2006

Supervisor Zernicke made a motion to accept, seconded by Supervisor Wanke, motion carried.
10. Zoning Administrator’s Report: Two building permits were issued. Two occupancy bond refunds as homes were finished.
11. Other Business:
A. Approval of liquor license for Cathy and Richard Toldness. Clerk Freund explained that she contacted the Department of Revenue regarding the transfer of the Larry and Sandy Burns liquor licenses to the Toldness. The Burns submitted a letter of surrender, proper ads were run, and the fees were paid. Supervisor Wanke made a motion to approve the liquor license transfer effective April 1, 2006, seconded by Supervisor Zernicke, motion carried.
B. Approval of purchase for a tractor/mower/sweeper. The seven bids were:
Weyers at Kaukana-$103,000.00-used rental
Rew Motors-Birnamwood-$105,586.00
Service Motors-Wausau-$90,500.00
Reisterer and Schnell-$92,498.00
Rolland Machinery-$95.560.00
Stratford Coop-$90,960.67
Swiderski Implement- $88,200.00
Supervisor Zernicke presented the above bids. He recommended to purchase the tractor at Swiderski Implement at a price of $88,200.00. There is a $3,500.00 savings when purchased at Swiderski. A warranty can be purchased a year later to extend the warranty if desired. Supervisor Zernicke made a motion to purchase the New Holland tractor/mower/sweeper in the amount of $88,200.00 from Swiderski Implement, seconded by Supervisor Wanke motion carried.
C. Approval of salt purchase-Supervisor Wanke made a motion to approve the salt purchase in the amount of 130 tons of salt from Marathon County for 2006-2007, seconded by Supervisor Zernicke motion carried.
D. Approval of agreement between the Town of Maine and the Marathon County Humane Society. Attorney Frokjer stated the Town could have both services, the Constable and Marathon County. The cost can be passed onto the party with the complaint. The Town would not pay unless the service is used. Attorney Frokjer said to double check the ordinance and perhaps both can be used. Supervisor Wanke made a motion to table this matter until the April 10 meeting to research the Town’s ordinances, seconded by Supervisor Zernicke, motion carried.
E. Discussion took place in regards to riders in Town vehicles. Chair Hoenisch explained that a Town worker had asked to allow a child to ride along. She explained that Mike Wanke had an accident where glass broke into the vehicle which concerned her. Supervisor Zernicke made a motion to not allow people to ride in Town’s vehicles except for Town Officials, seconded by Supervisor Wanke, motion carried.
F. Approval of Sue Shore as election inspector and Betty Hoenisch as an election inspector/Chief Inspector. Supervisor Wanke made a motion to allow Sue Shore as an election inspector and Betty Hoenisch as an inspection/Chief Inspector, seconded by Supervisor Zernicke motion carried.
G. The 2006 Fire Protection Agreement between Rib Mtn., Town of Stettin and the Town of Maine. Supervisor Zernicke made a motion to accept the 2006 Fire Protection Agreement with Rib Mtn. in the amount of $55, 720.00, seconded by Supervisor Wanke. Motion carried.
H. The 3M gate issue involving Mr. Roy Olsen was discussed. The road workers and Supervisor Wanke measured North 20th Avenue to determine where the correct termination of that road should be. Attorney Frokjer stated that the Town had abandoned the road years ago and did not land lock the property, the property was land locked when the State built Highway 51 and terminated Emery Drive. Attorney Frokjer is speculating the land was owned by the Olsens which is why he could have first right of refusal. The Town will investigate from the DOT because Mr. Olsen wants to purchase the property from the State and would access to it. Supervisor Wanke made a motion to table this matter until the April 10 meeting, seconded by Supervisor Zernicke motion carried.
I. Floor maintenance machine was discussed. Chair Hoenisch suggested we have demonstrations in the near future. Supervisor Zernicke made a motion to table this until a special meeting, seconded by Supervisor Wanke motion carried.
J. Hadley gave the Town a quote for a projector at a price of $995.00 for a Buhl projector, this model does not accommodate PowerPoint. The Canon model support PowerPoint at a price of $1399.00. Supervisor Wanke made a motion to table this until April 10, seconded by Supervisor Zernicke, motion carried.
K. Discussion and possible action to amend the public works employee policy in regards to fire calls during work hours. Supervisor Zernicke stated he received a phone call complaining that the Town’s workers are answering fire calls during work hours. John Ohrmundt commented that he hopes the Board doesn’t let politics supersede safety in our community. He has two workers that are on the Maine Volunteer Fire Department and he continues to pay his workers while they answer fir calls. Supervisor Zernicke made a motion to have Attorney Frokjer create an amendment allowing the Town Employees who are members of the Town of Maine Fire Department to go on fire calls and to be paid the regular rate of pay as a Town employee during regular Town work hours for the employee while on such calls, seconded by Supervisor Wanke, motion carried.
12. Open discussion from audience without action from the Board. Steve Miller commented on the Wanke case.
13. The next Board of Supervisors will be April 10, 2006 with bill pay at 6:30 p.m. and the general meeting at 7:30 p.m.. The annual meeting will be
April 11, 2006 at 7:30 p.m. .
14. Adjournment. Supervisor Wanke made a motion to adjourn, seconded by Zernicke at 9:19 p.m motion carried.
