 The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, March 10, 2008.  Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

Board of Supervisors
 Minutes:
 Chair Hoenisch called the meeting to order at 6:30 p.m.
 The Supervisors reviewed the bills payable.
 The Pledge of Allegiance was recited.
 Chair Hoenisch explained to the audience that the meeting had been called at 6:30 p.m. to allow time for the Supervisor’s to review bills payable.
 Chair Hoenisch requested a motion to approve bills payable.  Supervisor Schult made a motion to approve bills payable, seconded by Supervisor Shore.  Motion carried.
 Clerk Walter stated that the Presidential Primary Election on Tuesday, February 19th had a wonderful turnout of 723 voters. Clerk Walter also explained that there will be a Spring Election on Tuesday, April 1st from 7:00 a.m. to 8:00 p.m.
 Clerk Walter explained she has February 11, 2008 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections.
 Supervisor Shore stated that she didn’t feel that the February 11, 2008 minutes reflected what she had said that evening in regards to the Brokaw Water Transmission Line Easement Agreement agenda item. Supervisor Shore gave Clerk Walter a typed statement she would like included in the minutes because she felt the Clerk had not documented her comments correctly. Chair Hoenisch asked for a motion to table the minutes to allow Clerk Walter to re-listen to the meeting tape and the make the revisions that Supervisor Shore is requesting.  Supervisor Shore made a motion to table the approval of the February 11, 2008 Board Meeting minutes until April 14, 2008, seconded by Supervisor Schult.  Motion carried.
 Chairperson’s report:
 Chair Hoenisch reported that the workers have been busy with snow plowing and pushing snow banks back in preparation for the usual March storms.
 Chair Hoenisch explained she’s had several requests from residents with help of their snow banks, who cannot see when pulling out of their driveways. The workers go the next day and push the snow banks back with the tractor.
 Chair Hoenisch reported she’s had many complements on the great job that John and Scott are doing on the winter roads.
 Chair Hoenisch explained she got a complaint from a resident that when it snows, they clean out their driveway in the morning before they leave for work and then when Scott comes through with the plow, some snow gets left in their driveway. This causes them to have to shovel again when they arrive home in the evening. Chair Hoenisch explained to the resident that Scott’s not doing it on purpose, it happens to everyone when the plow truck goes down the roads.
 Utecht, Brokaw’s Clerk stopped in the office on February 19th to pick up the signed Water Transmission Line Easement Agreement resolution. There was an article in the March 4th Daily Herald that Brokaw’s water bills will be tripling when they get their water from Wausau.
 Chair Hoenisch spoke with MSA planner, Kirk Skoog on March 4th and he hopes to have the draft ordinance to the Town by the end of the week. Chair Hoenisch will get copies to the Plan Commission and Zoning Ordinance Committee members for review, by the April 7th Plan Commission meeting.
 Chair Hoenisch explained that she attended an informational meeting in the Town of Texas on February 25th.  The developer that built the corn drying facility in Brokaw would like to do a storage facility along the Wisconsin River in Randy Weinkauf’s pit. Chair Hoenisch asked the Town of Texas to keep Maine informed so that the residents and Town Board members, across the river from the proposed operation, can be present at future meetings.
 Chair Hoenisch reported that she got a complaint on the donkeys being loose on N. 60th Avenue again. Chair Hoenisch called the owner to explain that animals running on the road could be a serious safety and liability issue and if the Humane Society is called, they will be responsible for that cost. She also explained that a few months ago, a car swerved to miss the donkeys and the car ended up in the ditch.   
 
Supervisor’s report:
 Supervisor Shore reported that the resident who called Chair Hoenisch, also called her about the snow being thrown in their driveway by the plow truck. They would like their road plowed earlier in the day.  Supervisor Shore explained to the resident that the road crew needs to get the main arteries plowed first.
 Supervisor Shore reported that a resident called her about an icy patch on Bayshore Drive. She called the workers and they fixed the ice issue very quickly.
 Supervisor Shore gave an update on the Comprehensive Planning. The legislature has approved an extension to 2013 for municipalities to adopt their plans. The bill is now in the senate and Senator Russ Decker has the bill right now.
 Supervisor Shore explained some of the benefits of the Charter Town Bill. Attorney Frokjer asked if the sewer service and police service clauses had been removed from the bill. Supervisor Shore talked to Don Frische about the Charter Towns Bill and he stated that no other municipalities have discussed the bill with him to date. Supervisor Shore suggested that people call or email their legislature.
 Supervisor Schult reported that he worked with Swiderski’s on the New Holland to get the 3 point sway bar issues straightened out. The braces were installed at no cost.
 Supervisor Schult explained that a water tank was being purchased from Arlon Schmidt for some of our road projects. Supervisor Schult asked Clerk Walter if Mr. Schmidt had been paid for the tank. Clerk stated that it was all taken care of.
 Treasurer’s Report: Clerk Walter filled in for the Treasurer and reported on the Town’s bank accounts ending February 29, 2008:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.                                                                                                                                                                                                                                                                                                                     
Zoning Report for February 2008 - Zoning Administrator Rich Grefe reported that he had issued one permit for a farm shed and completed nine inspections in the month of February. Mr. Grefe reported that he posted the Make Safe or Raze Order on the home at N. 60th Avenue and Rainbow Drive.
 Mr. Grefe also reported that he’s been going thru the 2005 and 2006 zoning / building boxes and found several building permits that had never been finalized. He has sent letters out to residents that had never gotten a final inspection on their project.
Mr. Grefe also reported that he attended a building inspection seminar in Madison this month.
Other Business:
             Discussion and possible action to approve a resolution withdrawing from the 
             Marathon  County  Comprehensive Planning Grant. Chair Hoenisch explained that
             in 2001 the Town had approved a memorandum of understanding to be part of the
             Countywide Comprehensive Plan. The Town has not adopted its Comprehensive
             Plan due to the Zoning Ordinance revisions and concerns on the Smart Growth
             Laws. We received a letter requesting that the Town approve a resolution
            withdrawing from the County’s Comprehensive Plan, so the County can close their
            state grant.   Supervisor Shore made a motion to approve a resolution,
             seconded by Supervisor Schult. Motion carried. 
 
Discussion and possible action to approve the 2008 – 2009 salt order with Marathon County Highway Department. Chair Hoenisch had compiled a salt order chart from 2001 – 2007 showing how many tons the Town ordered and used each year. Discussion followed on the recent winter conditions with more snow than previous years. Supervisor Schult made a motion to approve the Marathon County Highway Department salt order of 130 tons, seconded by Supervisor Shore. Motion carried.
Discussion and possible action to approve the Town Chairman to put out advertisement for sealed road bids for granite, asphalt, slag sealing, chip seal coating, crack sealing, crushed road base,  shouldering and screened granite. Supervisor Schult made a motion to approve the advertisement for sealed road bids, seconded by Supervisor Shore. Motion carried.
Open discussion from the audience.  
Skip Hoenisch asked if the road limits are to be followed by everyone, such as 3M. Discussion followed about the City approving 3M’s weight limit for their trucks. He asked if the town was contacted by 3M. Chair Hoenisch explained that the town is trying to set up a meeting with 3M to get some cost sharing on the reconstruction of N. 4th Avenue.
 Schedule the next Board of Supervisor Meeting for April 14, 2008 at 6:30 for bill approval and general business at 7:30 p.m. Annual Meeting will be April 15, 2008 at 7:30 p.m.
 Motion by Supervisor Shore to adjourn at 8:38 p.m., seconded by Supervisor Schult. Motion carried.
