Chairman Utecht called the meeting to order at 7:05pm. Plan Commission members present were: Vernon Utecht, Paul Anderson, Ed Bohte, Kurt Rowe, Mark Stubbe, Steve Zahn, Tom Ellias, and Deb Klopp. Atty. Brunner and Jeff Krueger also attended this meeting along with members of the public.
Chairman Utecht welcomed Tom Ellias to the Plan Commission.
Deb Klopp read the minutes of the May 5, 2003 Plan Commission Meeting. Motion to accept the minutes with the addition of Mark Stubbe's name under plan commission members present, by Paul Anderson, seconded by Steve Zahn. Motion carried.
Jeff Krueger distributed and discussed the zoning report for May 2003. Mr. Krueger and Atty. Brunner reviewed the enforcement report.
Charles Pasnecker, Jr. was not present to discuss building a new garage to an existing house at 3205 County Road U. A certified survey map for the property, dated April 23, 1990, was distributed. The Plan Commission members questioned if the lot changes will it meet the new zoning requirements, or will it stay under the original zoning. It was stated that Mr. Pasnecker, Jr., might be able to purchase 20 feet from his neighbor. Jeff Krueger stated he would talk to Mr. Pasnecker, Jr., as well as Mr. Pasnecker Jr.'s neighbor. Motion to table this agenda item until the next Plan Commission meeting by Paul Anderson, seconded by Kurt Rowe. Motion carried.
Dale Carr was present to discuss his lot on Shoreline Drive. Mr. Carr stated this lot is zoned residential, and he purchased it approximately five years ago. Mr. Carr states, "I can't sell, it's been up for four years". He states it has been up for sale for the last four years. He states he "can't get past the county zoning". Atty. Brunner advised that this process is through the County, not the Town of Maine. A recommendation was made to contact Atty. Hess at his own expense.
Bonnie Lemke and Mary Dorsch were present to discuss the Village of Brokaw corn storage and ethanol energy conversion plant. They stated they attended a meeting on May 13, 2003 in regards to this development. Ms. Lemke expressed that "what they do in their village affects our Town". Various concerns were addressed including: the dust, the truck traffic, and the decrease in property value, possible health impacts, and water quality. It was stated that in the last three years there had been numerous litigations in regards to the plants attributing to physical ailments, being a public nuisance, and going beyond EPA emissions. Chairman Utecht advised that the community planning committee is meeting regularly, and is aware of the situation. Mary Dorsch and Bonnie Lemke gave a 35-page document, which will be distributed, to the Plan Commission members. A handout, Partners in Rural Wisconsin, was distributed to the Plan Commission members, as well as the Town of Maine Comprehensive Planning Survey, dated April 15, 2003. It was stated that the Plan Commission would read and review the survey, one section at a time beginning at the next Plan Commission meeting.
An open discussion included Mr. Dan Lemmer stating he would like to divide his parcel. Atty. Brunner advised it is zoned rural residential - single family and can have one accessory building. Mr. Lemmer stated he might be interested in applying to rezone his parcel to Ag. Mr. Lemmer was advised that he would need to be put on the Plan Commission Agenda.
Chairman Utecht stated the next meeting would be July 7, 2003 at 7 pm.
Motion to adjourn at 8:45 p.m. by Kurt Rowe, seconded by Steve Zahn. Motion carried. Respectively submitted,
