The Board of Supervisors of the Town of Maine will hold a special meeting on Monday, June 23, 2008 at 7:00 a.m.

Agenda

1. Call the meeting to order at 7:00 a.m. at Emery Drive and N. 28th Avenue – Betty Hoenisch, Chairperson
2. Town Board will meet with town residents, business owners and American Asphalt representative to discuss the N. 28th Avenue, N. 29th Avenue, Empire Lane and Dixie Avenue road paving project.
3. Town Board will travel back to the Town Hall.
4. Discussion and possible action to approve Liquor, Amusement and Tobacco Licenses for J. D’s Mirage, owner Diane Dahlke–Myers.
5. Discussion and possible action to approve Tetra Tech’s quote for engineering and bore testing of N. Fourth Avenue.
6. Discussion and possible action to approve a 30 day extension to the Town of Maine’s May 12, 2008 approval of 3M’s 90,000 lb road weight limit for N. Fourth Avenue subject to a road maintenance agreement between 3M and the Town of Maine.
7. Adjournment

Special Board of Supervisor Meeting

The Board of Supervisors of the Town of Maine held a Special Meeting on Monday, June 23, 2008 at 7:00 a.m.
Present were Chair Betty Hoenisch, Supervisor Sue Shore, Supervisor Tad Schult and Public Works employees John Marquardt and Scott Cyzan. Also present were town residents and Craig Schaefer from American Asphalt.
The meeting was called to order at 7:00 a.m.
The group walked N. 29th Avenue, Empire Drive, N. 28th Avenue and Dixie Avenue to discuss the reconstruction of those roads. Discussion followed on the blending and cutting of driveway approaches, the width of the new asphalt surfaces, the width and configuration of corners at the end of N. 28th and 29th Avenues, the cul de sac area at the end of Dixie Avenue and the amount of crushed rock to be added before pulverizing was determined.
The Supervisors traveled to the Town Hall.
Chair Hoenisch stated that the first item of business was approval of Liquor, Amusement and Tobacco Licenses for J.D.’s Mirage Bar. Chair Hoenisch explained that Philip Harter’s Liquor License for the Mirage Bar had been denied at the June 16th Board of Supervisor Meeting. Due to the denial of Mr. Harter’s license the owner of that property Diane Dahlke-Myers decided to submit the necessary applications to Clerk Walter for those licenses. Ms. Dahlke-Myers is in the process of selling the bar and would like to keep the Liquor License current until it can be transferred to a new owner. Motion by Supervisor Schult to approve the Liquor, Amusement and Tobacco Licenses to Diane Dahlke-Myers for J.D.’s Mirage Bar, seconded by Supervisor Shore. Motion carried.
Chair Hoenisch stated that the next item of business was discussion and possible action to approve Tetra Tech’s quote for engineering and bore testing on N. Fourth Avenue. She explained the quote that Andy Walters from Tetra Tech had submitted for the project. Chair Hoenisch suggested that the quote be approved with the exception of the asphalt patching for $225.00, which she felt the workers could do at a much lower cost. She said that the total job would be $2,466.00 with an additional charge of $85.00 per hour to have Mr. Walters attend meetings with the Town and 3M. Mr. Walters’s attendance at meetings will be very helpful since Tetra Tech is compiling an engineering report to determine the percentage of damage that is done to N. 4th Avenue by the 3M trucks. This may be money well spent if it increased the amount of 3M’s cost share toward that project. Motion by Supervisor Schult to approve Tetra Tech’s quote of $2,691.00 minus the $225.00 for the asphalt patching which the workers will do, seconded by Supervisor Shore. Motion carried.
Chair Hoenisch stated that the next item of business was discussion and possible action to approve a 30 day extension to the Town of Maine’s May 12, 2008 approval of 3M’s 90,000 lb road weight limit for N. Fourth Avenue subject to a road maintenance agreement between 3M and the Town of Maine. Chair Hoenisch explained the extension was needed to allow Tetra Tech sufficient time to complete their testing and reports. Additional time was also needed to draft a road maintenance agreement for 3M’s Corporate Office to approve before the 90,000 lb weight limit can be finalized with the State Department of Transportation. Chair Hoenisch said she has been in contact with Joe Gehin from the City of Wausau and Jeff Osterhuis from 3M regarding the test borings and possible timeline extension. She suggested that an August 15th extension be approved. Motion by Supervisor Shore to extend 3M’s 90,000 lb weight limit until August 15, 2008 pending a road maintenance agreement between 3M and the Town of Maine by that date, seconded by Supervisor Schult. Motion carried.
Supervisor Schult made a motion to adjourn at 9:23, seconded by Supervisor Shore. Motion carried.
