TOWN OF MAINE COMMUNITY PLANNING COMMITTEE
Monday, June16, 2003
7:00 p.m.
The meeting was called to order by Chairman Utecht at 7:08 p.m. Present were Paul Anderson, Tom Ellias, Lavern Grunenwald, DuWayne Kleinschmidt, John Marquardt, Bob Pound and Betty Hoenisch.
Chairman Utecht explained that the Village Status committee had been renamed the Community Planning committee since that type of committee could do more for the community. Chairman Utecht explained that Atty. Hess, himself and the clerk had met with Brokaw’s Village President Judy Rose and Atty. Jim Hawkins on May 23, 2003 and June 6, 2003. The clerk handed out a copies of the ideas and issues that had been discussed at those meetings. The issues that were listed were a sanitary district, a park with boat landing, bike and walking trails, northern ambulance center, zoning compatibility, business district items such as landscaping, lighting, outside paging, signage, speed limits, and Village-Town consolidation. Chairman Utecht explained that Judy Rose had requested that an Intergovernmental Cooperative Planning Committee consisting of 2 members from the Maine Community Planning Committee meet with 2 members from the Brokaw Community Planning Committee on sensitive issues such as a northern ambulance center, a sanitary district and Town-Village consolidation.
John Ohrmundt was present and spoke on the importance of a working with Brokaw on a possible sanitary district. Mr. Ohrmundt explained Brokaw’s TIFF district issues and trying to satisfy the TIFF requirements, which will save the Village of Brokaw. Mr. Ohrmundt spoke on the problem with a corn drying and ethanol plant being close to residential areas in Brokaw and Maine and stated that he is involved with 3 residential subdivision properties and will not move on any of those projects until he knows what Brokaw’s plans are.
DuWayne Kleinschmidt spoke on the corn drying and ethanol plant plans and financing package and how the Town of Maine could benefit from that type of business. Mr. Kleinschmidt questioned how the Town could form a sanitary district and how Wausau’s sewer service area affects the Town entering into a agreement with Brokaw because the Town needs to stop further annexation. Mr. Kleinschmidt asked if the Town could request copies of Brokaw’s plans on future development.
John Marquardt stated that the Brokaw subdivision might end up a business district as other businesses related to corn drying and ethanol move into the area. Mr. Marquardt stated that Brokaw’s number one objective was to save the Village and number two to save the TIFF district. Mr. Marquardt suggested that the south end of the Town of Maine annex to the Village and benefit from their development.
Bob Pound spoke on the impact on the Town due to annexation from Brokaw and Wausau and questioned Brokaw’s septic system capacity at present time.
Chairman Utecht questioned committee members on whether they would like to work on some of the other ideas listed or if they would like to dissolve the committee. Paul Anderson stated that most of the ideas listed could be items for the Plan Commission to discuss and suggested dissolving the Community Planning Committee and having the Intergovernmental Cooperative Planning Committee report back to the Plan Commission when progress has been made on the 3 critical items.
