The Regular Meeting of the Board of Supervisors for the Town of Maine was held at 5:30 p.m. June 13, 2005 in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on June 9, 2005 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chair Betty Hoenisch, Supervisors Dennis Wanke and Marty Zernicke, Clerk, Kimberly Freund, Attorney Brunner and Attorney Reinertson, Treasurer Marilyn Grunenwald and community members.

Review Accounts Payable
Chairperson will entertain a motion to convene into closed session pursuant to State Statute 19.85(1)(g) for the purpose of conferring with legal counsel for advice concerning strategy to be adopted with respect to litigation in which the Town is or is likely to be involved.

Chair Betty Hoenisch called the Board of Supervisors meeting to order at 5:30 p.m. on Monday June 13, 2005.
The Supervisors Reviewed accounts payable.
Chairperson Hoenisch entertained a motion to convene into closed session pursuant to State Statute 19.85(1)(g) for the purpose of conferring with legal counsel for advice concerning strategy to be adopted with respect to litigation in which the Town is or is likely to be involved.
A motion was made by Supervisor Zernicke, seconded by Supervisor Wanke. Motion carried.
There was discussion in regards to the litigation of the Town.
Chairperson Hoenisch entertained a motion to reconvene to open session.
Supervisor Zernicke made that motion, seconded Dennis Wanke. Motion carried.
Open Session June 13, 2005
Item A:
Chair Hoenisch stated that the Board has made progress with the Century Case and requested that Century Excavation/Schades will meet with the Board to discuss resolution in the near future.
Supervisor Wanke made a motion to agree to set a date for further discussion, Supervisor
Zernicke seconded the motion, motion carried.
Chair Hoenisch asked Gene Roets if he read the latest paperwork from Attorney Reinertson. Attorney Reinertson explained to Gene Roets that his attorney had received the paperwork for
a partial lifting of the injunction allowing Gene Roets to dump the black dirt. Mr. Roets will be requested to submit a site plan and zoning permit application plus fees to Bob Christenson for approval. The Board requests that Gene Routs meet with Bob Christensen to set future deadlines. Gene Roets agreed.
Supervisor Wanke made a motion to have partial lifting of the injunction to allow Gene Roets to allow the dumping of the black dirt, Seconded by Supervisor Zernicke. Motion Carried.
Item B on the Agenda:
There has been much discussion on how the Town should handle the issue of driveway/mailbox address numbers. Signs from Rent a Flash Company will cost $8.10 each with post. The total cost to the Town would be $12,912.00 for approximately 900 signs needed.

Chair Hoenisch spoke with Captain Bob Pound about the address sign issue and Mr. Pound stated that there would also be the man hour cost to install the signs and the need to have Diggers Hotline mark all the properties so that the workers do not disturb any wires. Further discussion on putting the numbers on top of the mailboxes and Mr. Pound thought that would be a great idea however, some people may not be able to install those sign brackets. The Town will check into a volunteer team or with road workers on installing the address sign for elderly residents. Residents without mailboxes by their driveways will need to install a post for their sign.
Chair Hoensich stated that the Board will more than likely put this to a survey and get a response in the near future from the residents. This issue is tabled until survey is complete.
Item C:
Discussion followed about the action on Town’s enforcement of signs or grandfathering issue. Attorney Brunner stated that we cannot grandfather indefinitely. Most terms are 7-12 years. 17.09.4(2) Statue states that after the five year period the sign shall be removed or moved onto premises.
Supervisor Zernicke made a motion to extend the ordinances five years. Seconded by Supervisor Wanke. Motion carried.
Steve and Cindy Laufenberg from Down to Earth were present and stated that they will be petitioning to allow their seasonal business sign become permanent on the corner of Hwy. K and Hillcrest Drive. Willow Springs and Down to Earth would be happy to work together to have a permanent sign together. Down to Earth will sign a petition and proceed as needed.
Chair Hoenisch asked for a motion to approve the May 9, 2005 minutes and dispense the reading of the minutes. A motion was made by Supervisor Zernicke to dispense the reading of the minutes and approve the May 9, 2005 minutes, seconded by Supervisor Wanke. Motion carried.
Chair Hoenisch asked for a motion to approve the May 11, 2005 minutes and dispense the reading of the minutes. A motion was made by Supervisor Wanke, seconded by Supervisor Zernicke. Motion Carried.
Chair Hoenisch asked for a motion to approve the May 24, 2005 minutes and dispense the reading of the minutes. A motion was made by Supervisor Wanke, seconded by Supervisor Zernicke. Motion carried.
Chair Hoenisch asked for a motion to approve the June 1, 2005 minutes and dispense the reading of the minutes. A motion was made by Supervisor Wanke, seconded by Supervisor Zernicke.
Chair Hoenisch asked for a motion to approve the June 8, 2005 minutes and dispense the reading of the minutes. A motion was made by Supervisor Zernicke, seconded by Supervisor Wanke. Motion carried.
Chairman’s Report:
Chair Hoenisch and Supervisor Wanke met with road workers John Marquardt and Mike Wanke to work on the road projects. They met with Jerid at American Asphalt on June 6, 2005 to go over the 2005 and 2006 road project estimates. A future meeting will be held with Supervisor Wanke and Supervisor Zernicke to discuss those estimates.
Chair Hoenisch had a meeting with Joe Gehin and Brad Marquardt on May 16, 2005 at the City of Wausau to discuss Bovine, Cassidy Drive, Boot Lane and Overlook which are all roads that are shared and need repair.

Also discussed were the Brokaw and Wausau Water Line which could cause annexation of Maine to Brokaw and Wausau. Chair Hoenisch expressed the fact that she would like residents to come to the Town first in regards to their thoughts about annexation.
The Town has received the final approval from the State of Wisconsin that our LRIP grant has been accepted for the 60th Avenue and Naugart Drive road repair project, consequently an ad will run in the paper for that project.
Chair Hoenisch has attended two Smart Growth meetings and she has spoken to the Village of Brokaw and The Town of Stettin regarding working cooperatively together.
The City of Wausau requested to be on our June 6, 2005 Plan commission meeting to show their land use map, this map details the area that the City of Wausau is targeting for development up to the year 2050.
The Wausau School District for the 2005 and the 2006 budget will be held in the Nicholson Board Room at the Longfellow Administration Center, 415 Seymour Street on Monday, June 27, 2005 at 7:00 p.m.
Supervisor’s Report:
Supervisor Zernicke stated that there are a lot of trees down due to the recent storms.
Supervisor Wanke stated he is investigating the fees from surrounding townships and will report back with that information.
Treasurer’s Report as of May 31, 2005:
Town Money Market $210,162.21
Town Checking Account $2,900.32
Town Garbage/Recycling Fund $48,603.92
Fire Department Money Market $11,455.49
Fire Department Checking Account $2,333.95
A motion was made by Supervisor Zernicke to accept the Treasurer’s Report, seconded by Supervisor Wanke. Motion Carried.
Zoning Administrator’s Report:
There were 13 building permits issued in the month of May 2005, estimated total cost is $1,232.750.00
Open Discussion from audience without action by the Town Board.:
A resident asked if there are any farm preservation bills pending in Madison. The Board was not aware of any pending bills at this time. Discussion followed from the audience and Board regarding
the Charter Town bill but the Township needs 2,500 population in order to make a village.
To annex to Brokaw we would take on a huge debt and their well is contaminated. Brokaw has the capacity for the sewer for the Town of Maine to annex and could consequently stop annexation from the City of Wausau. Our Board will meet with Brokaw in the near future to discuss issues.

Clerk’s Report:
There is difficulty getting broadband to the Town Hall at this time. Clerk, Kimberly Freund is working with Charter Communications to try to obtain that goal in the near future.
Clerk, Kimberly Freund is now maintaining and updating the homepage and will have to purchase a program in the near future to continue updating.
There is good response from the residents wanting to be included in the Town of Maine Database which will allow Clerk Freund to update residents as warranted.
Training is going very well. As Chair Hoenisch discusses new procedures Clerk Freund is implementing them into a Town of Maine Clerk Manual for future clerks.
Clerk Freund will be attending Municipal Clerk’s School in Green Bay, WI the week of July 10, 2005.
The next Plan Commission Meeting will be cancelled due to the July 4th Holiday and the Board of Supervisors next meeting will be July 11, 2005 at 7:30 p.m. A special bill approval meeting will be held on July 7, 2005 at 10:00 a.m. as Clerk, Kimberly Freund will be attending Municipal Clerk’s Seminar the next week.
Adjournment did not take place until Supervisors finished reviewing the bills.
Supervisor Zernicke made a motion to approve the account payable bills. Seconded by Supervisor Wanke. Motion carried.
Supervisor Zernicke made a motion to adjourn at 8:35 p.m. Chair Hoenisch seconded the motion. Motion carried.
