Board of Supervisors Meeting

The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, June 11, 2007. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.
Minutes:
Chair Hoenisch called the meeting to order at 6:30 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch reconvened the 2007 Board of Review and asked if any of the landowners were present regarding their assessment change notices. At the May 15th, 2007 Board of Review there had been some incorrect valuations on the Daniel Fiorenza, John Kempf, Mary Kempf and Sally Tauer properties. The Board of Review must be reconvened to give them the opportunity to dispute their revised assessment. No objections were heard so the 2007 Board of Review was adjourned.
Chair Hoenisch reconvened the Board of Supervisor meeting and called for a motion to approve bills payable.
Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.
Clerk Walter requested a motion to approve the May 14th and May 15th meeting minutes. Chair Hoenisch asked the Supervisors to dispense the reading of the minutes and make any changes or corrections. No corrections were made.
Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Shore. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that she had worked with the road workers to size culverts on roads that are proposed for re-construction this year.
Chair Hoenisch reported that she had received several calls on the Billy Goat Hills road dust problem. She explained that Kafka Company had promised a May 18th delivery of dust buster, however the magnesium chloride solution rail car has not arrived as of yet.
Chair Hoenisch reported on a meeting held with Zoning Ordinance Committee Chairman Keith Rusch, committee member Burnell Utecht and County Zoning Director Jim Burgener. Jim Burgener has given us some ideas on our proposed revised ordinance. At this time we’re going to call a planner.
There was a complaint on a camper in the Billy Goat Hills on Tigerton Lumber’s land. Chair Hoenisch went and checked on it and there is no license plate. She will talk with Supervisors on what to do with it.
A black Subaru attending a function at the Maine Lions shelter knocked over the guards and hit the office air conditioner. A sheriff deputy responded and will be sending a report. Chair Hoenisch called a local Trane dealer to replace the air conditioner.
Supervisor’s report:
Supervisor Shore reported that she had issued 3 fire permits and also had a few complaints on lack of road sweeping after winter sanding.
Supervisor Schult reported that he had worked with property owner, excavating company and road workers on a new driveway and culvert on Naugart Drive.
Supervisor Schult had also talked about working with Swidorski Marathon Implement on the maintenance and warranty of the brush hog.
Treasurer’s Report: Marilyn Grunenwald reported on the Town’s bank accounts ending May 31, 2007:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.
Zoning Report for May 2007- Zoning Administrator Rich Grefe reported that he had issued seven permits and eleven inspections in the month of May.
Other Business:
A. Discussion and possible action to adopt the Town of Maine Emergency Plan. Gaylene Rhoden, Rib Mountain Town Administrator needed to complete an emergency plan for her class credit. She offered to do an emergency plan for the Town and was present with a power point presentation. After the presentation she answered questions for the Board and audience.
Supervisor Shore made a motion to approve the Emergency Plan, seconded
by Supervisor Schult. Motion carried.
B. Discussion and possible action to approve liquor license, amusement license, tobacco license for Bryan’s IDK, JD’s Mirage, Red Granite Bar, Richard’s Supper Club, Schmidt’s Ballroom and Bar and Rib Mountain Bowmen. The liquor license applications were published in the Daily Herald and no vendors called with complaints of unpaid invoices. Consequently a motion is in order to authorize the Clerk to issue licenses by June 30th.
Supervisor Schult made a motion to authorize the Clerk to issue licenses,
seconded by Supervisor Shore. Motion carried.
C. Discussion and possible action on the City of Wausau’s request for Town cooperation on the 2008 Campus Drive street / curb / gutter improvement project. Chair Hoenisch explained that this issue was discussed at the May 14th Board of Supervisor meeting and Attorney Frokjer was asked to research the procedure for assessing costs of a joint road project. Attorney Frokjer explained that under Statute 66.0707 a city cannot force an assessment on town property owners and Statute 82.21 explains procedures for roads that are across Town and Municipal lines. Discussion followed on wanting to retain the Robert Monk property in the Town as long as possible. The Town does not feel it should assess curb and gutter to a Town resident for the City’s proposed improvements. Attorney Frokjer explained that the Town could retain their portion of Campus Drive and give the City the road tax, let the City upgrade Campus Drive and assessment would occur at the time the Monk property owner petitions for annexation. Chair Hoenisch suggested Attorney Frokjer send a letter to the City explaining the Town’s position on the matter.
Supervisor Schult made a motion authorizing Attorney Frokjer to send
the City of Wausau a letter, seconded by Supervisor Shore. Motion carried.
Open discussion from audience without action by the Town Board – Vic Rogers
had questions on driveway signs and Vern Utecht had questions on dust control.
The next Board of Supervisor’s Meeting will be July 9, 2007. Chair Hoenisch announced that there was business regarding proposed road projects that would be discussed with the Supervisors and invited the audience to stay if they wished. The meeting would be adjourned after the discussion.
Motion by Supervisor Schult, seconded by Supervisor Shore to adjourn meeting at 10:35 p.m.
