The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, July 9, 2007.  Accounts Payable will be reviewed at 6:00 p.m. with General Business at 7:30 p.m.
 Minutes:
 Chair Hoenisch called the meeting to order at 6:00 p.m.
 The Supervisors reviewed the bills payable.
 The Pledge of Allegiance was recited.
Chair Hoenisch explained to the audience that the meeting had been called at 6:00 to allow time for a zoning project review with the Zoning Administrator and Attorney Frokjer.
 Chair Hoenisch requested a motion to approve bills payable.
Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried. 
 Clerk Walter stated that she has June 11th, June 18th and June 25th meeting minutes that will need to be approved.  Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. No corrections were made. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Shore. Motion carried.
 Chairperson’s report:
Chair Hoenisch reported that she had sent out our yearly road survey to County Surveyor so they are aware of what roads the Town is working on.
 Chair Hoenisch reported that Marathon County Highway Department has implemented a new procedure for culverts 36 inches and larger. Public Workers John and Scott have sized a few culverts on Rainbow Drive that will fall under this program. There are two on Rainbow Drive, one on Sandy Drive and one on Saber Drive.
 Chair Hoenisch reported that due to the publicity on fireworks permits she had issued 8+ permits.
 On June 30th Willow Springs had a family 4th of July function to raise money for their round barn. Town Board Members and Fire Department Members volunteered their time at that event.
 Chair Hoenisch reported that at the June 25th road review meeting, the Supervisors decided to try something new this year. We are going to prep the roads this summer, which will be paved the following summer. This method has been recommended for years by road contractors. The roads need time to settle after the culverts are installed and road base is pulverized into existing blacktop. She stated that we had not done it in the past because we were worried about the complaints. Chair Hoenisch said we need to be worrying about the money end of it and want to do the roads right. In the past we got divots where the culverts were replaced because it hadn’t settled properly.
 Chair Hoenisch also stated that she is still working on the large item cleanup. It will go forward but still looking for a garbage truck.
   Supervisor’s report:
Supervisor Shore reported that she had issued 1 fire permit.
 She also got a call from a resident that the neighbor’s dog was using their lawn for a potty break and had a chat with the neighbor.
 Supervisor Shore reported on a Taxpayers for Fair Zoning meeting that was held at the Town Hall. The meeting presenters were Michael Shaw and Jay Verhulst. They reported on property rights and an overview of “Smart Growth.”
 Supervisor Shore also reported that she had been to meetings on Town roads and had toured some roads.
 Supervisor Schult reported that he had some issues with the brush hog.
 Supervisor Schult reported that he is working with the road workers on Brandenburg Avenue and Rainbow Drive culvert installations.
 Treasurer’s Report:  Marilyn Grunenwald reported on the Town’s bank accounts ending June 30, 2007:

Supervisor  Shore made a motion to approve the Treasurer’s report, seconded by Supervisor  Schult. Motion carried.
Zoning Report for June 2007- Zoning Administrator Rich Grefe reported that he had issued four permits and thirteen inspections in the month of June. 
 Other Business:
 A.   Discussion and possible action to approve the liquor license, amusement license and tobacco license for the new Cassidy Club. Cindy Hubert and Wayne Lodholz were present. Mr. Lodholz has an offer of purchase pending for the Lakeview Heating building at 2008 Cassidy Drive in Monk’s business sub division. The Clerk published the notices in the Wausau Daily Herald announcing the address and it being a new establishment. The Clerk did the background searches and they came back satisfactory.  
     Supervisor Schult made a motion to have the Clerk issue their license upon satisfactory completion of zoning, building and occupancy requirements,               
     seconded by Supervisor Shore. Motion carried.            
B.   Discussion and possible action on Public Works/Fire Department fuel tank replacement. The Town Board discussed REI’s quote for new tanks. Scott Cyzan and John Marquardt, Public Works employees were present to answer questions on the fuel tanks and usage. Captain Bob Pound requested new meters on the pumps because the old meter face is not readable.
Supervisors decided to table this item to allow time to research other options such as double walled tanks.
C.   Discussion and possible action to approve Town Board mileage. Chair Hoenisch asked Supervisor Shore to explain her request for a mileage reimbursement. Supervisor Shore wanted to bring this up because of all the meetings they have to attend. Chair Hoenisch looked up the state statute and it states that the Town Board can change the mileage reimbursement rate at any time.  
     Supervisor Schult made a motion for all Town Board members to get mileage  for all other meetings than the regular Board of Supervisors meeting. This includes mileage for special   meetings, road inspections, and plan commission meetings. The mileage rate is set at .36 cents a mile,                                                  seconded by Supervisor Shore.                Motion carried.
           D. Discussion and possible action on Campus Drive road aid payments to the City of
    Wausau. Attorney Frokjer sent a letter to the City of Wausau regarding the  
    Town’s position on their 2008 Campus Drive project. We received the City’s June      
    22nd letter from Joe Gehin. The letter states that the City agrees to rebuild and take    
    care of Campus Drive. The Town’s portion of Campus Drive that we receive
    Department of Transportation road aids on is approximately 665 feet. The Town,   
    in our June 19th letter to the City agreed to give them our road tax which amounts
    to approximately $119.56 a year. Attorney Frokjer agreed to write a letter to the
    City stating the road tax amount and if they are agreeable to the terms he   
    suggested. This should become a contract that both municipalities can approve.
    Supervisor Schult made a motion approving Attorney Frokjer to draft a   
    letter stating the road aid and a new contract, seconded by Supervisor Shore.     
    Motion carried.
 
          Open discussion from audience without action by the Town Board. Chair
          Hoenisch announced that Brokaw would like to set a meeting with the Town.
          Town of Stettin has invited the Town to attend their July 10th meeting at
          7:00 p.m. Van Der Geest have again invited the Town Board to tour their dairy.
          Winston and Sarah Ryan have hired their own consultant, they will be holding
           a informational on July 17th or 18th and have invited the Town Board to attend.
           The official DNR public hearing regarding Van Der Geest Air Qualiy Permit
           will be held on July 24th at 7:00 p.m. at the State Patrol Headquarters. These
          are dates and info that she needed to share with the Town Board.                    
          The next Board of Supervisor’s Meeting will be August 13, 2007. Chair Hoenisch announced that there were some meetings coming up that would be discussed with the Supervisors and Attorney, and invited the audience to stay if they wished. The meeting would be adjourned after the discussion.
          Adjourned meeting at 9:30 p.m.
