The Board of Supervisors of the Town of Maine will hold a special meeting in the Maine Town Hall on Monday, July 6, 2009 at 7:30 a.m.

Agenda


1. Call to order - Betty Hoenisch, Chairperson
2. Discussion regarding replacement of the Saber Drive and Sandy Drive culverts – Kevin Lang, Marathon County Highway Department.
3. Discussion and possible action to approve culvert pipes or box culverts for Saber and Sandy Drive and possibly rescind the March 9, 2009 motion.
4. Adjournment

Special Board of Supervisors Meeting


A Special Meeting of the Board of Supervisors for the Town of Maine was held at 7:30 a.m. Monday, July 6, 2009.

Present were Chairperson Betty Hoenisch, Supervisor Tad Schult, Supervisor Wes Schoepke and public works employees John Marquardt and Scott Czyan. Kevin Lang from Marathon County Highway Department was also present.

Mr. Lang explained the difference between box culverts, round culverts and the cost for each. He also explained the Army Corp of Engineers and DNR requirements for the Saber Drive and Sandy Drive streams.

Mr. Lang said that it is hard for Marathon County to justify the extra cost for box culverts when round culverts will handle the flow of water. This project is a 50% - 50% cost share for the County and the Town. He said most of the additional cost for box culverts is because the County will need to hire a crane to set the box culverts. The County’s excavator can handle the eight foot round culverts he is recommending.

Supervisor Schult asked Chair Hoenisch what the Town had budgeted for this project. Chair Hoenisch explained that part of the project had been budgeted in 2008 and part in 2009.

John Marquardt explained the fall 2008 on-site meeting with Tony from the DNR. At that meeting Tony felt a box culvert would be a good solution for Saber Drive and Sandy Drive due to fish issues. Mr. Lang stated the County could accomplish the same thing by burying a eight foot round center culvert deeper and installing two six foot side culverts with all three culverts at the same top height. Mr. Lang drew a diagram to illustrate the culvert installation.

Chair Hoenisch said one of the reasons the Board approved box culverts was to prevent culvert separation issues the Town has experienced with multiple culverts. Mr. Lang explained the procedure for connecting multiple concrete culverts.

Discussion followed on culvert length, end walls and whether guard rails would be necessary. Mr. Lang explained the forty foot length which will give a safer slope and how the County rip raps around the culvert to eliminate the need for end walls or guard rails.

Mr. Lang stated they are tentatively planning the project for late July or early August.

Discussion followed on having the County haul culvert installation materials with their quad axle dump trucks verses the town workers doing the trucking because it will be more cost effective.

Chair Hoenisch asked if the pedestrian bridge would be available while the project is in progress. These roads are dead end roads and residents may have to park their cars on one side and use a bicycle or four wheeler to get to their homes. Chair Hoenisch asked Mr. Lang to inform the Town of the project start date as soon as possible. The Town Board will schedule a meeting with property owners on Saber Drive and Sandy Drive to address any questions or concerns.

There was additional discussion on DNR permits and issues when working in streams to replace culverts.

Supervisor Schoepke stated that it made sense to follow the recommendation of the County regarding the installation of round culverts verses box culverts.

Chair Hoenisch explained that the meeting was noticed to allow the Supervisors to make a decision so the project can move forward. If you decide to approve round culverts today then the March 9, 2009 motion to approve box culverts for Saber Drive and Sandy Drive must be rescinded.

Supervisor Schult made a motion to rescind the March 9, 2009 approval of box culverts for Saber Drive and Sandy Drive. The new motion is to have Marathon County Highway Department install eight foot round center culverts with two six foot round side culverts, seconded by Wes Schoepke. Motion carried.

Mr. Lang had information on the County’s 2012 County Road K Improvement project. The Town Board requested that turn lanes be added when the County improves County Road K. Discussion followed on speed and safety issues that justify turn lanes being constructed as part of the 2012 project.

Motion by Supervisor Schoepke to adjourn at 8:45 a.m., seconded by Supervisor Schult. Motion carried.
