The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, July 14, 2008. General Business will be held at 7:30 p.m.

Board of Supervisor Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.
Clerk Walter explained she has June 16th and June 23rd, 2008 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. No corrections were made. Supervisor Shore made a motion to approve the minutes, seconded by Supervisor Schult. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that Brandenburg Avenue and Rainbow Drive are totally paved. Also, N. 28th, N. 29th, Empire Lane and Dixie Avenue are totally paved. Shouldering on these roads will be done soon.
Chair Hoenisch explained that she’s been working with Andy Walters from Tetra Tech on the test boring and engineering for the proposed N. 4th Avenue project.
Chair Hoenisch explained that this last month, there were a lot of animal issues.
Supervisor’s report:
Supervisor Shore reported that she had gotten a call from a resident that was concerned that the asphalt was higher than their driveway. She checked with road worker Scott and all was taken care of.
Supervisor Shore reported that she looked at McEvoy’s new road and it looks very nice and also took a drive through Rakow’s subdivision.
Supervisor Shore reported that she had gotten a call from a neighbor wanting to know if people could still dump at the old Erdman property (now owned by McEvoy’s). Supervisor Shore called Chair Hoenisch and Chair Hoenisch explained to her the dates and times of the Town Yard Site.
Supervisor Shore explained that she had been sitting on N. 4th Avenue, counting trucks for the 3M project.
Supervisor Shore reported that she had gotten a call from a resident in her neighborhood, on Dover wanting to know about putting a sign on their home for a business. Chair Hoenisch explained to her that she or Rich could help this person with this.
Supervisor Schult reported that blacktopping is all done, even though a few culverts were added at the last minute.
Supervisor Schult reported that he bought a new level which was badly needed for the town.
Supervisor Schult reported that the workers and he had to do some extra work on the intersections on Playground Lane and Shoreline Drive.
Supervisor Schult reported that he’s been working with the road workers on getting a schedule down for 6 weeks out, to keep them busy and so they know in advance what’s coming up.
Supervisor Schult reported that the road workers and he have been ditching and working on a culvert issue with Van Der Geest on Emery Drive.
Supervisor Schult reported that the road workers are starting on replacing culverts on 60th Avenue, south of Highway A, and also on Hillcrest Drive, west of Highway K. Supervisor Schult explained that these roads may possibly not be pulverized till spring. Chair Hoenisch explained that because of the not kind remarks and threats from residents on the north end of Town, whom just got a new road, even though the Chair and Clerk sent out a newsletter to all residents explaining the upcoming road work and what the Town was trying to accomplish, this became a very trying time for all involved. So because of this, the Town will be looking at other options to keep our roads better, for a longer period of time.
Supervisor Schult reported that the Board is still working on the fuel tanks.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending June 30, 2008:

Treasurer Grunenwald explained that this evening, she gave the Constable a list of dog owners who have not yet registered their dogs.
Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore. Motion carried. Zoning Report for May and June 2008 – Zoning Administrator Rich Grefe reported that in the month of May, he issued eleven permits and completed nineteen inspections. In the month of June, he issued four permits and completed twelve inspections.
Other Business:
First item of business was discussion and possible action on the McEvoy’s Road Agreement.
Chair Hoenisch received the McEvoy’s letter of credit from United FCS. She explained that culverts, ditches and road base are all complete on their new road. Attorney Frokjer stated that a few items need to be clarified on the letter, so he will call FCS and take care of that. Supervisor Schult made a motion to approve the resolution and road agreement for Richard and Benjamin McEvoy, subject to a satisfactory letter of irrevocable credit, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the Rakow’s Road Agreement. Tom Radenz from REI
contacted Chair Hoenisch regarding the Rakow’s road and have created a new map with a
temporary cul de sac for the proposed road agreement. Attorney Frokjer asked Mike from Urban
Construction. what they are proposing happens in terms of a schedule for the construction and blacktop of the proposed road and cul de sac. Mike said that road that comes in. Randy asked what factors
are there to get the rest of the proposed road completed to where the cul de sac is? The sell of
properties. The building that going up is on the extreme north end of the road, what if some of
that land is broken off and used for business. Chair Hoenisch was working with the Rakow’s, in
means of having every parcel they are selling touch the road, because of no matter how the land
land is sold, they have road. Randy said the blacktop can go in here but dedicate this area for a cul
de sac, just in case what if someone. The road will need the road base put in this year, but 12
months to settle before paving. No contractor yet for this proposed road. Randy stated that nothing is approved beyond the hammerhead. Chair told Keith and Mike that they should meet with Rich and go over landscaping plans and go over Service Motor’s plans, than all should be ok to go for State approved plans. That is part of the building permit application approval, to make sure they follow Plan Commission ideas for landscaping. Keith mentioned that because of the size compared to Service Motor, Chair Hoenisch – the Plan Commission said they want some lower landscaping along the west boundary, because we want it to look pleasing along K and Hillcrest because it’s touching residential and the precedence we set here is going to make a difference in how many nice buildings you sell and how it looks for the town and how it looks for neighbors, want it to look nice. Supervisor Schult made a motion to approve Rakow’s road agreement as described with a dedicated temporary cul de sac at the east end of Hillcrest Drive with time frames of Town specs by end of construction season 2008, final pavement, shouldering and everything ready for Town to review no later than July 31, 2010, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on records request letter to the Town of Texas. Chair Hoenisch
explained that she received a letter from Strasser & Yde Law Firm stating that they represent the
Wisconsin Rapids Grain, LLC and the owners of Wisconsin Rapid Grain. The law firm wants
Chair Hoenisch to produce evidence that her statements at the Town of Texas Public Hearing on May 13, 2008 were accurate. Wisconsin Rapids Grain representatives felt her remarks were inflammatory and defamed their clients’ reputation.
Attorney Frokjer sent a records request to the Town of Texas on July 8, 2008 so we can respond to the Wisconsin Grain’s letter.
Attorney Shane Vanderwaal who represents the Town of Texas is concerned about the records
request due to the amount of work this will create for their clerk. Supervisor Schult made a motion to drop the request of #5 - #9 on the “open records request” letter for the Town of Texas, seconded by Supervisor Shore. Motion carried.
Discussion and possible action. Supervisor Shore made a motion to approve Bob Rogalla and Collette Brill as additional election inspectors for 2008 / 2009 elections, seconded by Supervisor Schult. Motion carried.

Motion by Supervisor Shore to adjourn at 10:20 p.m., seconded by Supervisor Schult. Motion carried.
