The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, July 13, 2009. Accounts Payable will be reviewed at 6:00 p.m. with General Business at 7:30 p.m.

2. Travel to N. Fourth Avenue to meet with Craig Shaefer from American Asphalt regarding the N. Fourth Avenue reconstruction project.

Board of Supervisors Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.
Clerk Walter explained that she has May 11, June 8, June 15, June 29, 2009 and two meetings on July 6, 2009 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Schoepke. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that we’re moving forward on the TEA Grant.
Supervisor’s report:
Supervisor Schult reported that the fuel tanks are finally completed and the road workers have been working on installing culverts on 4th Avenue.
Supervisor Schoepke reported that he’s looking at buying a pump for the water tank to water roads.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending June 30, 2009:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Schoepke. Motion carried.
Zoning Report for June 2009 – Zoning Administrator Rich Grefe reported that he had issued six building permits and one wrecking permit and completed nineteen inspections in the month of June.

Other Business:
First item of business was discussion and possible action to award N. 4th Avenue TEA Grant Project to American Asphalt and authorize Town Chair to sign contract with American Asphalt. Supervisor Schult made a motion to award N. 4th Avenue TEA Grant Project to American Asphalt and authorize Town Chair to sign contract with American Asphalt, seconded by Supervisor Schoepke. Motion carried.
Next item of business was discussion and possible action to approve the Tranquil River sub division final plat. Attorney Frokjer explained that the Plan Commission, Mr. Grefe and himself have reviewed this and thought it was fine. Supervisor Schult made a motion to approve the Tranquil River sub division final plat, seconded by Supervisor Schoepke. Motion carried.
Next item of business was discussion and possible action to approve the Zahn / Zoltowski / Rosenau boundary CSM. Chair Hoenisch explained that Steve Zahn and Gerald Zoltowski have agreed on a boundary line which is going back to the old fence line; which the new CSM states. Supervisor Schoepke made a motion to approve the Zahn / Zoltowski / Rosenau boundary CSM, seconded by Supervisor Schult. Motion carried.
Next item of business was discussion and possible action on fee reduction for lean to shed. Mr. Grefe explained that he’s had requests from residents to review our fee structure on lean to’s. The Plan Commission recommended that because of the number of inspections that are required for such a project, a $100.00 fee seems more feasible. Supervisor Schoepke made a motion to approve the Plan Commission’s recommendation of a $100.00 fee for lean to’s, which includes $50.00 for zoning permit and $50.00 for building permit and is also subject to a $50.00 fee for each additional inspection that is needed to be compliant and a $50.00 fee if additional fees weren’t paid, seconded by Supervisor Schult. Motion carried.
Next item of business was discussion and possible action on expired permits and fee extensions. Mr. Grefe explained that the Plan Commission recommended a $50.00 fee per year for extending permits, with a 2 year max. Supervisor Schoepke made a motion to approve a $50.00 fee per year, with a maximum of 2 years to extend expired permits, seconded by Supervisor Schult. Motion carried.
Next item of business was discussion and possible action regarding enforcement and possible penalties. Mr. Grefe explained that right now he has an issue with Gene Roets building a structure without getting permits. He issued him a letter on June 8th and to date, has not heard from him. Supervisor Schoepke made a motion to approve Attorney Frokjer to send a letter to Mr. Roets and have 10 days to make contact with the Town or the Town will file suit and the fees for starting a structure without permits will be a double permit fee, seconded by Supervisor Schult. Motion carried.

Chair Hoenisch requested a motion to approve bills payable. Supervisor Schoepke made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.
Motion by Supervisor Schoepke to adjourn at 8:40 p.m., seconded by Supervisor Schult. Motion carried.
