MINUTES:
 
Chair Hoenisch called the Board of Supervisors meeting to order at 6:00 p.m.
 
The Board reviewed the 2006 road project chart to date. Chair Hoenisch stated she is currently working on the five year plan and when this chart is completed it will be posted on the Internet on our homepage.    
 
The Pledge of Alliance was recited.
 
The Board Reviewed Accounts Payable and Motion for Approval. Supervisor Wanke     made a motion to approve the bills, seconded by Supervisor Zernicke, motion carried.
 
Chair Hoenisch Adjourned the Board of Supervisors at 7:33 p.m. 
Chair Hoenisch  Reconvened the 2006 Board of Review at 7:33 p.m.
 Possible discussion by land owners regarding their assessment. The landowners were not present.
Chair Hoenisch Adjourned the Board of Review at 7:35  p.m.
Chair Hoenisch reconvened the Board of Supervisors at 7:35 p.m.
 
Clerk Freund asked to dispense of the reading of the minutes and for the Board to approve the minutes. Copies of the minutes are provided for electors. Clerk Freund also stated that she will not be investing the taxpayer’s money this year to attend the week long Municipal Clerk’s School as she did last year as her plans for the future are unsure. She is only a few points away from becoming a Certified Municipal Clerk which she plans to obtain by this fall.
Supervisor Wanke   made a motion to accept the minutes of May 8, May 10, May 18 and May 22, 2006 with corrections, seconded by Supervisor  Zernicke, Motion carried.
 
Chairperson’s Report- The Dustbuster was applied early this year to roads. We are receiving complaints at this time due to dry conditions.
The Town is working with 3M to pave 4th Avenue in the future as this road needs repaving about every 15 years.
The Town workers have been working on culverts before roads are paved.
The Fire Department bylaws were submitted to the Town and will be reviewed in the future.
 
Supervisor’s Report-Supervisor Wanke stated there was a complaint in regards to a building being torn down without a permit. Lester Krueger was not here tonight. Mr. Krueger was unaware of our ordinance requiring a wrecking permit and fee as he was new to his position.  Chair Hoenisch explained that we’ll contact Mr. Zahn and ask him to come to the Town for the appropriate permits and pay the appropriate fees. It was an oversight on Mr. Krueger’s part and he will work to resolve it.
 
Supervisor  Zernicke-Nothing tonight.
 
Treasurer’s Report-Marilyn Grunenwald reported these figures for month ending May 31, 2006:
Town of Maine Money Market Account:                               $311,483.92
Deposits and Interest:                                                                  31,229.09
Expenses:                                                                                     45,705.60
Money Market Balance:                                                             297,007.41
Town of Maine Checking Account:                                              4,461.23
Certificate of Deposit-Garbage and Recycling:                          57,066.77

Town of Maine Fire Dept. Money Market:                                  15,897.69
Municipal NOW Account Loan Amount:                                  203,817.91
Supervisor  Zernicke made a motion to accept the Treasurer’s report, seconded by Supervisor Wanke, motion carried. Treasurer Grunenwald stated that there are 50 dogs unlicensed in the Town so Jack Eckardt, our Constable, will contact these residents.
 
 
Zoning Administrator’s Report-Lester Krueger submitted a Town of Maine Zoning and Building Report as he was on vacation this week.
 
 
Other Business:
 
 A. Discussion and possible action to accept the chip sealing bid for roads for 2006: Supervisor Wanke made a motion  to accept Scott Construction’s bid, seconded by Supervisor Zernicke, motion carried.  $7,429.32 will be the cost for Lower Circle and $11,831.88 for N. 14th Avenue.   
 
 
B. Discussion and possible action on Dan Frei’s road agreement:
The Plan Commission approved Dan Frei’s land division subject to a road reservation on lot 1 and 2 of the CSM and also subject to Mr. Frei and Mr. Prentice entering into a road agreement.  They will be requested to comply with State Statues:  19.02 & 19.03 (1).  A resolution will be prepared by Attorney Frokjer.
Supervisor Wanke made a motion to approve the Prentice’s road agreement with one party or both parties with modifications being made by Attorney Frokjer, seconded by Supervisor Zernicke, motion carried.
 
 
 
C. Discussion and possible action to appoint Plan Commission Members to a term
ending May 2009. Steve Zahn did volunteer for another term ending May 2009. Supervisor Zernicke to appoint Steve Zahn, seconded by Supervisor Wanke, motion   
carried.   
 
 
 
D. Discussion and possible action to purchase floor maintenance machine for the   
Town Hall.  After several demonstrations and much discussion the Supervisors are     ready to approve a floor machine. Supervisor Wanke made a motion to purchase the Windsor Electric Model for $2,636.00 with accessories, seconded by Supervisor Zernicke, motion carried.
 
E. Discussion and possible action in regards to obtaining Town Records from the 
Hess Law Firm. The Hess Law Firm inventoried the thirty boxes of records they have in their possession.  They would like us to select which records we need which they will then copy for the Town. Attorney Frokjer stated ethics rules support the client receiving them. The Hess Law Firm proposal stated the Board review the list and they will have copies made at 10 cents per page. Supervisor Wanke feels we should request all the records and if the ethics board needs to be contacted than the Town will move forward. 
Attorney Froker will ask for originals and the State Bar will be contacted if all records are not surrendered. Supervisor Wanke made a motion to request all records from the Hess Law Firm if not the Ethics Board will be contacted, seconded by Supervisor Zernicke, motion carried.
 
F. Discussion and possible action on the Gene Roets case.
There have been several complaints on the property located on Highway K owned by Mr. Gene Roets in regards to lack of permits. There is $17,000-18,000 in legal fees to date and can be substantial if this case continues.  Attorney Frokjer states the Board should do an inspection soon and move forward with this case.  The trial is set for August 30 and 31, 2006.  Supervisor Wanke stated the Board has been on the property and he has obtained the waste disposal permit for the grinding that has taken place.
 
The next Board of Supervisors meeting will be July 10, 2006.  
 
Supervisor Wanke made a motion to adjourn the meeting at 9:06 p.m., seconded by Supervisor Zernicke, motion carried.
