Present:  Chair Hoenisch, Supervisors Wanke and Zernicke, Clerk Kimberly Freund, Treasurer, Marilyn Grunenwald, Zoning/Building Administrator Lester Krueger and community members.
Agenda for this meeting was posted on or before January 6, 2006 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Minutes:
 
1.  Chair Hoenisch called the Board of Supervisors Meeting to order at 6:32 p.m.
 
2. Discussion took place regarding the meeting with the Village of Brokaw. Attorney Frokjer gave the Board and residents a brief presentation on the November 9, 2005 meeting with Brokaw. Supervisor Wanke made an advisory comment to check out every avenue and report back to the Board of Supervisors meeting and residents in the near future.
 
3. Accounts payable were reviewed.
 
4. The Pledge of Allegiance to the Flag was recited.
 
5.  Accounts Payable were reviewed. Supervisor Zernicke  made a motion to accept the bill payables, seconded by Supervisor  Wanke . Motion carried
 
 
6.  Clerk’s Report - Approval of December 12 and December 29 minutes. Supervisor  Zernicke  made a motion to accept those minutes, seconded by Supervisor  Wanke  motion carried.
 
7. Chairperson’s Report-Chair Hoenisch reported on the equipment/road project loan that was approved with People’s State Bank. It was approved on December 29, 2005. The Supervisors have been investigating this piece of equipment. The purchase will be made by the end of March 2006.
 
8.  Supervisor’s Report:  Supervisor Wanke stated there was a letter of appreciation of how the workers are caring for our roads in slippery the weather.  Chair Hoenisch stated the workers are doing a great job on the roads and keeping them safe. A resident stated that the roads in the Township are wonderful considering the weather conditions.
 
9.  Treasurer’s Report- Treasurer Grunenwald reported these figures for month ending December 31, 2005:
Town of Maine Money Market Account:  Balance:  $158,476.17
Deposits and Interest: (Taxes Collected)               $1,027,707.65
Expenses:                                                                       98,931.32
Money Market Balance:                                           1,087,252.50
Town of Maine Checking Account                                  3,165.54
Certificate of Deposit:                                                                  1,000.00
Town of Maine Fire Dept. Petty Cash Checking             2,457.59
Town of Maine Fire Dept. Money Market Acct.           13,795.81
Municipal NOW account loan amount:                        200,045.81
Supervisor Wanke  made a motion to accept the treasurer’s report, Supervisor Zernicke seconded that motion, motion carried.
 
10.  Other Business:
       A.  Lester Kruger was introduced to the Board and to the residents of the Town of Maine. He comes to the Town of Maine with many years of zoning/building experience from the Village of Kronenwetter. Welcome Lester!
 
      B.  Discussion took place on the Monk Business Park Road. Attorney Frokjer stated that this road has not been accepted by the Town. The residents have made some small improvements  and are responsible for the maintenance for that road.   If the Town jumps in and bails out these private road situations it will cause problems in the future setting a precedence for development and maintenance of future new roads. Our ordinance does state that the developer has to put up the money to complete the road. Attorney Frokjer stated that all residents need to be treated equally. If the residents buying property in the Monk Subdivision didn’t understand the development of the road was the developer’s responsibility they need to address this issue with Mr. Monk to obtain the money needed to construct the road and the road will need to meet Town. John Ohrmundt stated he vehemently opposes a dime from the Town be invested in that road. Attorney Frokjer stated that the Town will not finance it. The present Board discussed the fact that they would prefer to work with property owners to get roads constructed properly.
 
 
11. Open Discussion from the residents without action from the Board
John Ohrmundt stated that the Town of Maine has two emergency service  contracts with the Town of Stettin at present. The Town of Maine and the Town of Rib Mtn. cooperatively provide emergency services for the one contract with Stettin. The Town of Rib Mtn. is building a new fire department building and Stettin feels that when Rib Mtn. Fire Dept. moves to that location the emergency response time will be too great to provide adequate service from Rib Mtn. The Town of Stettin Board has voted to get their emergency services from the City of Wausau when Rib Mtn. relocates. Laverne Grunenwald questioned Chair Hoenisch regarding her statements from the November Budget Public Hearing in regards to how the 2005 surplus funds in the Town’s money market would be spent.  He stated that Chair Hoenisch had promised to pay down the town hall mortgage with that surplus. Chair Hoenisch replied from her recollection that that was one of the  possibilities and the other possibility was to use the surplus funds for reconstruction of Paser 1 and 2 rated Town roads that are a serious liability. Attorney Frokjer stated that the surplus would be well invested in the badly worn roads as these create serious liability issues. Mr. Grunenwald was adamant that Chair Hoenisch at the November meeting had promised to spend the surplus on the Town Hall loan but Chair Hoenisch rebutted by saying that that is not my decision along, that is the Boards determination.
 
12.  The next Board of Supervisors meeting will be February 13, 2006. The Concerned Citizens Committee will meet following the Board Meeting.
13. Chair Hoenisch adjourned the meeting at 9:01 p.m.   Supervisor Wanke made a motion to adjourn at 9:01 p.m., seconded by  Supervisor Zernicke,  motion carried.
