Board of Supervisors
Minutes:
Chair Hoenisch called the meeting to order at 6:00 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch explained to the audience that the meeting had been called at 6:00 p.m. to allow time for the Supervisor’s to review bills payable.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.
Clerk Walter stated that she has December 10, 2007, December 27, 2007, January 7, 2008 and January 10, 2008 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Shore stated that on the December 10th minutes, there are two changes she would like. Supervisor Shore made a motion to approve the minutes with the changes, seconded by Supervisor Schult. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that road worker John came in and said Brandenburg has some wash boarding going on because of all the traffic on this road. John then asked if he could get a traffic counter from Marathon County to do a daily car count on this road.
Chair Hoenisch reported that this morning, a car cut off road worker Scott while he was plowing and he hit a mailbox instead of the car. The workers replaced the mailbox.
Chair Hoenisch reported that the Humane Society had received a call on an injured dog on County Road U which they responded to. She said that we are using their service for special situations and it is working very well.
Chair Hoenisch reported that as of today, signed mutual release letters from all property owners affected by the new proposed cul de sacs at the end of 53rd, 55th and 57th have been received.
Chair Hoenisch reported that Scott Frank from the 3900 Decator Drive property had called to discuss the Raze Order he had received for that property. It sounds like Mr. Frank is going to let the Town proceed to tear down the house.
Supervisor’s report:
Supervisor Shore had nothing to report on.
Supervisor Schult reported that he had been working with the road workers to remove some trees that were in the Town right away.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending December 31, 2007:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore. Motion carried. Zoning Report for December 2007- Zoning Administrator Rich Grefe had a family emergency so he will not be here this evening. Mr. Grefe will present his year end report at February’s Board Meeting.
Other Business:
Discussion and possible action on the 2008 Brokaw Emergency Services Agreement. Chair Hoenisch explained that Mr. Ohrmundt checked with the Village of Brokaw in mid December and they will approve the 2008 Emergency Services Agreement with the Fire Dues payable to the Town. Chair Hoenisch stated that a few items were changed: # 3 in the contract regarding the 2008 contract fee is $19,810.00 which is a 3% increase, # 5 regarding the fire dues was added, # 8 regarding insurance was added, # 9 regarding indemnification and hold harmless was revised and # 10 was removed. She explained that all of the 2008 Emergency Services Agreements have been revised so they are fair to all parties involved. Supervisor Schult made a motion to approve the 2008 Brokaw Emergency Services Agreement with the revision stated, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on hall rental fees, contract and security deposit. Chair Hoenisch explained the proposed new hall rental fees to off set the maintenance and utility costs. She explained the hall rental problems this past summer. Chair Hoenisch also suggested lowering the capacity from 100 to 75 for functions that have a dance. She stated that a laminated sheet with the hall rental rules and security deposit forfeitures will be handed out when people pickup the keys for a function. The Board and the audience discussed that the way to prevent problems was to enforce the contract by withholding some of the tenant’s security deposit if the rules are not followed. A discussion followed on the fee structure for the different rental situations. Supervisor Shore made a motion to approve the fees for all functions without a dance at $150.00 for residents and $200.00 for non-residents. Functions with a dance will remain at $200.00 for residents and $275.00 for non-residents. All security deposits will increase to $250.00. Baby / Bridal Showers will remain the same. Capacity will remain at 100, seconded by Supervisor Schult. Motion carried.
Discussion and possible action to appoint election inspectors for 2008 and 2009 elections.Chair Hoenisch explained that she and Clerk Walter had recently attended an election seminar. The state has changed the rules for appointing election inspectors. Clerk Walter contacted the current inspectors to check if they would like to continue to work at the polls. Chair Hoenisch read the list of residents that have agreed to be inspectors or chief inspectors. They are: Janet Baltz, Joyce Christian, Pat Eckardt, Deb Gerum, Tom Gerum, Lavern Grunenwald, Marilyn Grunenwald, Betty Hoenisch, John Jorgensen, Caryl Marone, Jim Marquardt, Veronica Porath, Doris Rhoda, Dorothy Rutz, Sue Shore, John Stroesenruether, John Stubbe, Karen Toppen, Joyce Zernicke, Bev Ziegel and Ken Ziegel. Chair Hoenisch explained that the State Election Board recommended that the Town Board approve inspectors nominated by the Chairperson and give the Clerk the authority to hire the number of inspectors needed to run the election with a minimum of three inspectors as long as it is an odd number. The State Elections Board also recommended that the Clerk appoint a Deputy Election Clerk to help with absentee ballots. Supervisor Schult made a motion to approve the election inspector list, appoint a deputy clerk and give the clerk the authority to hire the needed odd number of inspectors for an election, seconded by Supervisor Shore. Motion carried.
Discussion and possible action to amend Assessor’s contract. Chair Hoenisch explained that Mr. Anderson has taken over his in-law’s assessment business. Mr. Anderson has renamed his business to Up North Assessment, LLC. Mr. Anderson has requested that he be paid on a quarterly basis. We need a motion to amend Mr. Anderson’s 2008, 2009 and 2010 contract that was approved in October 2007. Supervisor Shore made a motion to amend Mr. Anderson’s Assessor’s Contract to include the name change and allow the Town to pay Mr. Anderson quarterly, seconded by Supervisor Schult. Motion carried.
Discussion and possible action to schedule the 2008 Open Book and Board of Review. Chair Hoenisch explained that Assessor Todd Anderson has contacted her and Clerk Walter with a tentative date of Tuesday, May 6, 2008 for the 2008 Open Book and Board of Review. Supervisor Schult made a motion to schedule the 2008 Open Book at 4:00 to 6:00 p.m. and the 2008 Board of Review at 6:00 p.m. to 8:00 p.m. on Tuesday, May 6, 2008, seconded by Supervisor Shore. Motion carried.
Open discussion from the audience. No discussion was heard.
Schedule the next Board of Supervisor Meeting for February 11, 2008 at 6:00 for bill approval and general business at 7:30 p.m.
Motion by Supervisor Shore to adjourn at 8:47 p.m., seconded by Supervisor Schult. Motion carried.
