The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, January 12, 2009. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

Board of Supervisor Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:30 p.m.
The Pledge of Allegiance was recited.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.
Clerk Walter explained she has December 8th and December 29th, 2008 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Shore. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that the road workers have been out plowing pretty much every day; and even throughout the holidays.
Chair Hoenisch reported that she’s still working with 3M on funding for the N. 4th Avenue project. She said they’ve been working on a TEA grant to the State for part of the funding.
Chair Hoenisch reported that there was a complaint on a junk filled yard and illegal business.
Chair Hoenisch reported that she was informed of an illegal building being moved into the Town and both of these illegal issues have been turned over to Mr. Grefe.
Chair Hoenisch also explained that she’s been working with a new company for the Town’s website.
Supervisor’s report:
Supervisor Shore reported that she had gotten some calls from concerned residents about snow plowing but had found out that Supervisor Schult and road workers were taking care of it.
Supervisor Shore reported that she and her husband have called road worker John to let him know the tournament schedule for the Bowmen’s Club, so that the roads are taken care of well.
Supervisor Schult reported that he’s been helping with all the town’s trucks breakdowns these last few weeks.
Supervisor Schult reported that he and the road workers have been looking at new and used trailers for the Town to purchase.
Supervisor Schult reported that he just finished a project at the Town Hall. He explained that he was putting new flashing on the building because water was coming in behind the bricks on the building. Chair Hoenisch and he explained the problems the water has caused; such as molding the walls which allowed a lot of ants to get in this past summer.

Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending December 31, 2008:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore. Motion carried.
Zoning Report for December 2008 – Zoning Administrator Rich Grefe reported that he had issued one permit and completed seven inspections in the month of December. Mr. Grefe reported that he had issued forty-one permits in 2008.
Other Business:
First item of business was discussion and possible action to approve the note, certificate and resolution for the $200,000 road project loan for 2009. This item is tabled.
Discussion and possible action on the Laub and Horton 2009 Insurance Package. Chair Hoenisch explained that rates have stayed stable so she didn’t search around for price quotes. Supervisor Shore made a motion to approve the 2009 Insurance package with Laub and Horton for $16,264.00, seconded by Supervisor Schult. Motion carried.
Discussion and possible action on purchasing a Felling trailer for the public works department. Supervisor Schult explained that he’s been checking around for a trailer for the last year and has now found one at Service Motor. He explained that the trailer is a 2004, not rusted, great shape but a couple of tires will need to be replaced in the future. Supervisor Schult explained that this trailer will come in handy; especially when the road workers go to the other end of the Town, the workers can have everything with them at once and won’t have to make trips back and forth. He explained that the trailer could be used for such things as to haul the water tank around and could be used for future large item cleanups. Supervisor Schult made a motion to purchase the Felling Trailer from Service Motor, seconded by Supervisor Shore. Motion carried.
Discussion and possible action to reimburse Dave Bychinski for address sign. Chair Hoenisch explained the background on the address signs. She explained that when she got the letter from the County, Supervisor Wanke and public works employee Mike Wanke were both aware of the fact that she had been working with County Planning regarding the sign issue. She explained that County Planning doesn’t care

what type of sign the Town chooses but that all sings must be uniform. Chair Hoenisch stated that the signs had been on the agenda several times while she was the Clerk but was always tabled and the reasons it was tabled was because the majority of the Towns people said they didn’t want the plain sign like townships around us. Chair Hoenisch explained that residents wanted a nice sign to match their nice homes. Mike and Dennis Wanke were well aware that Chair Hoenisch was doing research into an alternate sign and then all of a sudden green address signs started popping up in the town; especially on Naugart Drive.
Chair Hoenisch said there was a survey out at the February 19th election (in the front entry way) for people to vote. The fancy sign out numbered the plain sign, 6-1. Last summer, Chair Hoenisch sent out surveys to resident’s homes, and again the fancy sign out numbered the plain sign. Dave Bychinski said that when he had gotten the survey this last summer, he had had only 1 day to get it back. But, Chair Hoenisch explained that all residents had 5 days to respond by mail or email which seemed adequate. However, she and the Clerk had gotten surveys back for 2 months after the deadline, and all were counted into the final count. Chair Hoenisch said that there was a 40% response in the surveys that were mailed out. The signs were talked about at a lot of meetings, the annual meeting and in newsletters.
Chair Hoenisch explained to Mr. Bychinski that the Board had made the decision months ago to go with the majority vote, as to which sign to go with. Chair Hoenisch stated that how could you in good conscience expect the Board to go against the majority vote. Chair Hoenisch said that she went out and got the nice sign because she was listening to what the people wanted, but then you get a select group of people that feel that because they went and did something on their own, that the will of the rest of the people don’t count. Supervisor Schult made a motion that the Town does not reimburse Dave Bychinski for his first address sign, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on address sign costs for the 2009 tax levy. Chair Hoenisch explained that she’s been up at the Town Hall trying to collect for the signs. Originally the Board thought the County could put this charge on everyone’s tax bill, but the County said it would be a big deal so the Town is taking in the money. Discussion followed about if there should be special charges for residents that don’t willingly pay for their address signs.
A resident asked if these address signs were tax deductible, but Chair Hoenisch said it’s not because it’s not part of a person’s property tax. Supervisor Schult made the motion for a special charge of $30.00 to residents that don’t pay for their address signs after a notice is given, seconded by Supervisor Shore. Motion carried.

Schedule the next Board of Supervisor Meeting for February 9, 2009 at 6:30 for bill approval and general business at 7:30 p.m.
Chair Hoenisch reminded the residents that the Town Caucus is Tuesday, January 13th at 7:30 p.m.
Motion by Supervisor Shore to adjourn at 8:50 p.m., seconded by Supervisor Schult. Motion carried.
