January 10, 2005
The Regular Meeting of the Board of Supervisors for the Town of Maine was held at 6:30 p.m. Monday, January 10, 2005 in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on January 6, 2005 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chairman Utecht, Supervisors Duane Grunenwald and Marty Zernicke, Treasurer Marilyn Grunenwald, Clerk Betty Hoenisch, Atty. Byll Hess and community members.
Chairman Utecht called the meeting to order at 6:30 p.m.
The Board of Supervisors reviewed the accounts payable bills.
Chairman Utecht asked the audience to stand for the Pledge of Allegiance to the flag.
Chairman Utecht called for a motion to approve the accounts payable bills that were presented. Mr. Zernicke made a motion to approve the bills presented, seconded by Mr. Grunenwald. Motion carried.
The clerk read the minutes of the December 13, 2004 Board of Supervisor meeting. Mr. Zernicke made a motion to approve minutes as read, seconded by Mr. Grunenwald. Motion carried.
The clerk read the minutes of the December 30, 2004 Special Board of Supervisor meeting. Mr. Zernicke made a motion to approve minutes as read, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht reported that he had received two letters from Gene Roets, which requested the same items as his last letter and the letter has been turned over to Atty. Hess. Chairman Utecht also reported that Maine residents had received an IROW newsletter with recycling information that was not correct because the Town has a 5 year contract with IROW. Mr. Utecht explained that he had meet with owner Cory Tomczik and a revised newsletter will be sent out.
Supervisor Grunenwald explained that he had been questioned at the Fire Department Christmas party on why the Town does not have house numbers. The first responders are having problems with homes that do not have numbers on the house or mailbox. Mr. Grunenwald showed the sample sign that Rent a Flash Company had given him a quote of $8.10 each with post. The total cost to the Town would be $12,915.00 for the approximately 900 signs needed.
Treasurer Marilyn Grunenwald reported that the December 31, 2004 Money Market account balance was $1,013,963.02, the checking account balance was $2,720.30 and the Garbage / Recycling CD balance was $1,000.00. The December 31, 2004 Fire Department petty cash checking account balance was $2,620.00 and the Fire Department Money Market for memorials and special donations was $9,816.77. Mr. Zernicke made a motion to approve the treasurer's report as read, seconded by Mr. Grunenwald. Motion carried.

Chairman Utecht introduced and welcomed Robert Christensen the Town’s new Zoning Administrator and Building Inspector. Mr. Utecht explained that Mr. Christensen lives in Wausau, would be holding
office hours, will meet with residents by appointment and hopefully this will help the permit process go more smoothly. Mr. Christensen stated that he had not issued any permits yet.
Chairman Utecht stated that the first item of business was to introduce and welcome Todd Anderson the Town’s new Assessor. Mr. Anderson explained that he was from Up North Real Estate in Mountain, WI and that he worked out of their Wausau office. Mr. Anderson encouraged residents to call or email him regarding their assessment issues.
Chairman Utecht stated that the next item of business was discussion and possible action to appoint Election Inspectors for the year 2005 and 2006. The clerk read the list which included Janet Baltz, Joyce Christian, Pat Eckardt, altenate chief inspector Sandra Fletcher, Deb Gerum, Tom Gerum, Wendy Goffin, Lavern Grunenwald, Marilyn Grunenwald, John Jorgensen, Lois Jorgensen, chief inspector Caryl Marone, Jim Marquardt, Chris Ollhoff, Charles Patten, Doris Rhoda, John Stroesenruether, John Stubbe, Karen Toppen, and Bev Ziegel. Mr. Zernicke made a motion to approve resolution 2005 – 001 which approves the appointment of the individuals named on the attached list as election workers for 2005 and 2006 in the Town of Maine, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht stated that the next item of business was discussion and possible action on the 2005 City of Wausau Ambulance contract. The clerk explained that at budgeting time she had received an estimate of $58,039.52 for the 2005 contract, however when the City finalized their budget the contract amount was decreased to $51,905.31. Mr. Zernicke made a motion to approve resolution 2005 – 002 which approves the proposed agreement with the City of Wausau for ambulance services during the 2005 calendar year, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht stated that the next item of business was discussion and possible action on the remuneration for Jeff Krueger to attend hearings on the Town’s behalf for zoning violation cases. Atty. Hess explained that this there had been a misunderstanding and Mr. Krueger had not understood the proposal last month. Atty. Hess reported that he had contacted Mr. Krueger, explained the proposal to him and that he will be happy to work with the Town if needed. Mr. Zernicke made a motion to adopt resolution 2005 – 003 that approves the payment of remuneration to Jeff Krueger for his attendance at hearing on zoning violation cases on behalf of the Town of Maine, seconded by Mr. Grunenwald. Motion carried.
Chairman Utecht asked if there was any discussion from the audience. Gene Roets questioned what Mr. Christensen fee would be and what the previous building inspector and zoning administrator had been paid for their services. Chairman Utecht stated that Mr. Christensen would receive $21,000.00 per year and Atty. Hess stated that the total fees paid to Mr. Pagel and Mr. Krueger had been $26,000.00. Mr. Roets also questioned what the new assessor would be paid and the clerk stated that Mr. Anderson would receive $8,100.00 for 2005, $8,500.00 for 2006 and $8,900.00 for 2007. Mr. Roets also questioned how the assessor would assess his house and Mr. Anderson stated that the value is set by the state.

Paul Hase questioned if homes were assessed by square footage, quality of homes, and type of siding or exactly how the value was determined. Mr. Anderson explained that the Department of Revenue has rules that determine how the assessor values the property.
Steve Miller stated that the Wanke’s public hearing on January 19, 2005 at 1:00 p.m. does not fit his work schedule. Atty. Hess explained that the public hearing has been rescheduled for 3:00 p.m. and they would be receiving a revised notice. The clerk stated that the revised public hearing notice had been mailed that day.
Bruce Schwede questioned if commercial businesses were able to get a garbage container and Chairman Utecht stated that they needed to contact IROW. Mr. Schwede also questioned why they had not received a notice when their zoning was changed. Atty. Hess stated that notices had been published in the Wausau Daily Herald and public hearings had been held before the new zoning map had been approved.
Gene Roets questioned Mr. Christensen’s qualifications and Mr. Christensen replied that he had been the assessor, building inspector, zoning administrator and planner for the City of Medford for six years.
Next meeting will be Monday, February 14, 2005 with Bill Approval at 6:30 p.m. and General Business at 7:30 p.m. Also the Town Caucus will be held on Tuesday, January 11, 2005 at 7:30 p.m.
Mr. Zernicke, made a motion to adjourn at 8:27 p.m., seconded by Mr.Grunenwald. Motion carried.
