The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, February 9, 2009. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

F. Discussion and possible action to approve the “Request and Authorization to Transfer Domain Name” for Town’s website.

Board of Supervisor Meeting


Minutes:

Chair Hoenisch called the meeting to order at 6:30 p.m.

The Pledge of Allegiance was recited.

Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.

Clerk Walter explained that she has January 12th and 13th, 2009 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Shore made a motion to approve the minutes, seconded by Supervisor Schult. Motion carried.

Chairperson’s report:

Chair Hoenisch reported that the road workers have been pushing back the snow banks in anticipation of March snow storms.

Chair Hoenisch reported that the road workers have picked up some more 3M roofing granules which are black in color and used on the icy roads instead of sand. She said that the workers are using a lot less this year since the black granules absorb the sunlight and melt the snow and ice better.

Chair Hoenisch reported that the road workers have also been out cutting trees and brush in the town road right of way area.

Chair Hoenisch reported that she had gotten a complaint about a junky yard.

Chair Hoenisch reported that last week’s Plan Commission meeting with guest speaker Jay Verhulst presenting the Coordination Land Use Plan, went very well.

Chair Hoenisch reported that she’s been working on the address signs. She said that approximately 700 out of 1018 residents / businesses have paid for their sign by January 31st. She also explained that recently she was researching minutes and had stumbled across the October 9, 1995 minutes that have a motion stating the Town was going to install address signs at the homeowner’s expense, back then.

Chair Hoenisch also reported that she’s been working with County Planning and Town residents on new addresses and new proposed private ways.

Supervisor’s report:

Supervisor Shore reported that she attended the Coordination Land Use Plan meeting with Jay Verhulst. She explained that the meeting went very well and that this is a great way to protect the Town’s autonomy.

Supervisor Schult reported that he’s gotten a lot of good comments on the black granules being used on the roads this winter.

Supervisor Schult reported that he and the road workers have been out trimming trees and brush in the town’s right away along the roads.

Supervisor Schult reported that he’s working with Northwest Petroleum on getting in the new fuel tanks; but not until the old tanks are emptied out.


Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending January 31, 2009:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore. Motion carried.


Zoning Report for January 2009 – Zoning Administrator Rich Grefe reported that he had issued zero permits and completed two inspections in the month of January.

Other Business:

First item of business was a presentation by Allan Grischke, candidate for Marathon County Circuit Judge.

Next item of business was discussion and possible action to approve Liquor, Amusement and Tobacco Licenses for The Mirage; agent – Kevin Jari. Clerk Walter explained that Mr. Jari came into the office a couple weeks ago to fill out the paperwork, the ads have been run in the newspaper and that she’s done a background check in C-Cap. Clerk Walter explained that no calls came in due to the newspaper ad and C-Cap did not show anything bad. Treasurer Grunenwald did say that the personal property taxes had not been paid yet. Supervisor Shore made a motion to approve the licenses for the Mirage; agent – Kevin Jari, subject to personal property taxes being paid for 2008, seconded by Supervisor Schult. Motion carried.

Discussion and possible action to approve rental fee for Supervisor Schult’s tree removal equipment. Chair Hoenisch explained that when she was Clerk, the Board had tried brushing companies for the ditches. She said that they would come in with very large mowers and make a shredded mess and then the Town would get a lot of complaints. So this past year, Supervisor Schult has been working with the

road workers because his tractor with grapple pushes the trees over and can grab a whole tree, which is very time saving and body saving for the workers.

Chair Hoenisch explained that the road workers have stated that every time Supervisor Schult works with them, they get a lot done. What would have taken all day, only takes a couple of hours. Chair Hoenisch explained that the Town should rent this equipment; to protect Supervisor Schult and his equipment. Supervisor Shore made a motion to pay Supervisor Schult his hourly rate of $12.65 an hour and $20.00 an hour for renting his equipment when helping the road workers with tree / brush removal, seconded by Chair Hoenisch. Motion carried.

Discussion and possible action on termination of Joel Grohman’s Road Development Agreement and possible reversal of four lot land division to prior status of one Agriculture lot. Attorney Frokjer gave a background on this issue. Back in 2004 the Town entered into a road agreement with Mr. Grohman and took one parcel that was in agriculture and made it into a four lot subdivision with a proposed town road. The road development agreement was entered, the subdivision CSM was recorded and unfortunately the CSM was not signed by the owner and Town Clerk, which is required. Secondly, the lots were less than the 3 acres. Attorney Frokjer said that for the Town, they shouldn’t set the precedence of sub standard lots or approving CSM’s that aren’t properly done. And then on top of that, if you undo this, you’ll be consistent with the Town’s rules. Only way to go is to go back to where this started. Supervisor Shore made a motion to approve the resolution, seconded by Supervisor Schult. Motion carried.

Discussion and possible action to approve the note, certificate and resolution for the $200,000 road project loan for 2009. Tabled until February 16, 2009.

Discussion and possible action to approve the “Request and Authorization to Transfer Domain Name” for Town’s website. Attorney Frokjer stated that he needs to read the 100 page “hold harmless” book before the Board can go any further with this. Tabled until February 16, 2009.

Schedule the next Board of Supervisor Meeting for March 9, 2009 at 6:30 for bill approval and general business at 7:30 p.m.

Motion by Supervisor Schult to adjourn at 8:42 p.m., seconded by Supervisor Shore. Motion carried.
