Minutes:
The Wanke’s Attorney called Attorney Frokjer to make the Town aware that the meeting could not be held tonight at 6 p.m. as Attorney Kareken has been on vacation.
1. Chair Hoenisch called the Board of Supervisors meeting to order at 6:00 p.m.
2. The Pledge of Allegiance was recited
3. Review of Accounts payable. Supervisor Wanke made a motion to accept the bills, seconded by Supervisor Zernicke. Motion carried.
4. Clerk’s Report. Clerk Freund presented the January 9 and 12, 2006 minutes and requested to dispense of the reading of the minutes and approve them.
Supervisor Zernicke made a motion to accept the minutes, seconded by Supervisor Wanke, motion carried.
5. Chairperson’s Report- Chair Hoenisch gave an update on the zoning ordinance committee. She also reported on the Town’s Association Seminar. The zoning committee would like to meet every week to accomplish their goal of revising the ordinances. Chair Hoenisch said they have a great blend of residents to accomplish this task. Attorney Frokjer has submitted a name of a township that he suggested. Betty, Kimberly and Marilyn will be attending a Town’s Association meeting this Friday and become certified for this year’s Board of Review.
The Town of Rib Mountain alerted Town Officials that the Town of Stettin may retain services from the City of Wausau once Rib Mountain relocates its Fire Department building in the future. A letter from Rib Mountain’s Fire Chief, Paul Wirth, which encourages the Town of Stettin to continue to contract emergency services with Rib Mountain and Maine. The letter summarizes the type of services that Rib Mountain could provide after their relocation.
On January 12, 2006 the supervisors visited Weyers in Kaukauna to check the demo tractor/mower. Since that time Supervisors Wanke and Zernicke have visited several implement dealerships to obtain quotes. The Board started reviewing the tractor/mowers bids this evening.
Supervisor Wanke rode our Town roads with Gene Murray from Scott Construction and they rated the roads so that we could comply with the State Paser program. Chair Hoenisch copied the 2005 State Paser reports and submitted them to the DOT in December 2005. The Supervisors will be reviewing those reports to determine what roads the Town will be bidding for summer road projects.
6. Supervisor’s Report- Supervisor Wanke said they have seven different quotes for the tractor/sweeper/mower. Supervisor Wanke also commented on the report of the roads in the Town. Supervisor Wanke also mentioned that he drove the roads in the Town and several roads are rated number 2, which are not safe. We are 18 miles behind on road repairs. There will be further reports in the future and make decisions with residents’ input.
Supervisor Zernicke stated that he visited local and distance businesses for bids for the tractor/mower/sweeper. He stated that the mower/tractor/sweeper/ will cost approximately $92,000. The specs from Service Motors and Marathon Implement are similar and the warranty is the same on both units.
7. Treasurer’s Report- Marilyn Grunenwald reported these figures for the month of January 2006:

Supervisor Wanke made a motion to accept the Treasurer’s report, seconded by Supervisor Zernicke motion carried.
8. Zoning Administrator’s Report- Lester Krueger reported the month of January he gave out four occupancies refunds, which happens when a project is complete. He has completed 25 building inspections for the month of January.
9. Other Business:
A. Discussion and possible action on the City of Wausau 2006 Ambulance Service Agreement in the amount of $52,287.06. Supervisor Wanke made a motion to accept the City of Wausau’s ambulance agreement for this year, seconded by Supervisor Zernicke motion carried. The Town budgeted $54,000 based on their initial projection. The Supervisors discussed the fact that perhaps the Town should look into the Town of Rib Mountain for ambulance service for 2007.
B. Discussion and possible action to increase fees for basic life support and
advanced life support ambulance runs.
Chair Hoenisch asked for direction in how Treasurer Grunenwald should bill certain ambulance runs. Chair Hoenisch suggested we bill the same as the City of Wausau which would be $700 for advanced life support and $625.00 for basic life support. Supervisor Zernicke made a motion to charge $625 per run for basic life support and $700 for advanced life support. Supervisor Wanke seconded that motion, motion carried.
C. Discussion and possible action to have the Town purchase an overhead projector/Steve Miller. Mr. Miller stated that having a projector to show the audience the same map or material that the Board is viewing so all residents can see and understand the item being presented. The Supervisors recommended we research the prices and styles and will report back to the Board.
D. Discussion and possible action to approve the Memorandum of Understanding with Marathon County for them to purchase from the State of Wisconsin an ADA/ Accessible Voting Equipment. Clerk Freund gave an update on the Funding for Accessible Voting
Equipment from the State. $18,000,000 in HAVA (Help America Vote Act) funds have been allocated for the purchase of one accessible voting system per polling place by the State. A maximum of $6,000 will be granted to the Town for the purchase of one machine, system maintenance, programming, ballot costs or other charges related to the purchase and use of the accessible voting machine. Supervisor Zernicke made a motion to purchase this machine thru Marathon County, seconded by Supervisor Wanke, motion carried.
E. Discussion and possible action to approve a resolution to reaffirm the organization of the Town of Maine Fire Department. When working with Chief Ohrmundt and Attorney Frokjer on the suspension of a fire department volunteer we were unable to produce signed fire department organization papers. Attorney Frokjer recommended that we sign a resolution to reaffirm the organization of our fire department under State Statues.
Supervisor Zernicke made a motion to reaffirm that the fire department was organized as a Section 60.55. (sub 1) (sub A1) according to the Wisconsin Statues, seconded by Supervisor Wanke, motion carried.
10. Open discussion from residents with no action from the Board.
Mr. Olsen presented the Board with a situation where a the 3M gate he believes has been placed, at he end of north 20th Avenue, improperly and would like it relocated. Attorney Frokjer suggested we look into the matter further and report back to Mr. Olson.
At the January Board Meeting Lavern Grunenwald had questions regarding the 2005 surplus from our budget and whether Chair Hoenisch was going to pay down on the Town Hall/Fire Department buildings loans. As promised Chair Hoenisch listened very carefully to the November 16, 2005 budget meeting tapes. She made a statement at the budget public hearing and again in the special town’s meeting that “we were hoping to use about $70,000 to pay down on the building or put it towards more road projects next year.”
Chair Hoenisch explained that we have at least five miles of extremely tbad roads and with the cost of asphalt now and what had been budgeted in the past we will only be able to pave two miles. The last few years due to the Town’s legal fees and the high school tax levy the Town had not even been able to pave the three miles of blacktopping that is needed per year, so now we are trying to a catch up. She also made the same exact statement at the special Town Meeting before Dave Bychinski’s motion was seconded by John Ohrmundt to accept the Town’s 2006 budget.
The next Board of Supervisor’s Meeting will be March 13, 2006 with bill pay at 6:30 and the general meeting at 7:30 p.m.
Supervisor Wanke thanked the residents for coming and asked for them to bring a friend.
