The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, December 14, 2009. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

Minutes:

Chair Hoenisch called the meeting to order at 6:30 p.m.

The Pledge of Allegiance was recited.

Chair Hoenisch requested a motion to approve bills payable. Supervisor Schoepke made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.

Clerk Walter explained that she has November 9th, November 16th and November 18th, 2009 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Schoepke. Motion carried.

Chairperson’s report:

Chair Hoenisch reported that this last month, we had three dog complaints. One complaint was about two dogs running loose and bothering people deer hunting so the Humane Society went out and visited the dog owner. The Sherriff’s Dept. was also called out and they won’t do anything because we don’t have an ordinance on these issues. Our nuisance ordinance doesn’t cover this. Chair Hoenisch explained that she’s spoken with Mr. Grefe our zoning administrator, about the possibility of him becoming the town’s humane officer.

Second complaint was regarding dogs running loose while owners are at work.

Third complaint was this last Friday about dogs and puppies not being properly taken care of. Chair Hoenisch had gotten a call from the Humane Society and the humane officer was not sure of what time she could make it out to this property. Chair Hoenisch explained that it was really cold out that day so she and Clerk Walter decided to take a drive to the property and found out that the people were giving away the puppies, so we took them to the Humane Society because they had no water, food too big for the puppies to eat and not adequate shelter. The Humane Officer assured us she would be going out to check on the older dogs.

Chair Hoenisch explained that we have a nuisance ordinance but not an animal ordinance. With all the different animal issues we are encountering, we need to adopt an animal ordinance. Chair Hoenisch has spoken with Lisa, Marathon County’s humane officer on getting some sample ordinance’s. If we have an animal ordinance, then the Sherriff’s Dept. and or a Town’s humane officer could be issuing citations.

Chair Hoenisch reported that she’s been working on the Comprehensive Plan. Public Hearing is scheduled for December 21st.

Chair Hoenisch reported that the amended Coordination Resolutions were mailed out on November 20th.

Chair Hoenisch reported that there were problems with the 911 system when Black Bear Way residents’ addresses are changed. She and Supervisor Schult worked with Preston at Marathon County, Verizon and the residents to resolve these problems. We found out that until the people update their address with

Verizon, it won’t show up correctly at 9-1-1. Verizon has to change their information, the County has to change their information and then the two systems synchronize.

Chair Hoenisch reported that she and Supervisor Schoepke have been working on the loan for the new Kenworth plow truck.

Chair Hoenisch reported that the Department of Transportation road aids packets have been sent in, so then the town can receive its funding.

Chair Hoenisch reported that she’s been working with Keith at People’s State Bank on the 2010 road project loan which we will finalize in January.

Chair Hoenisch reported that she and the Clerk attended a Town’s Association seminar on December 4th regarding Town’s going green, energy saving tips, NR115 and Broad Band communications.

Supervisor’s report:

Supervisor Schult reported that the yard waste site was moved up to the town garage, but some signs need to be put up yet in labeling the bins.

Supervisor Schoepke reported that the new Kenworth plow truck should be to us sometime in January.

Supervisor Schoepke reported that last week Wednesday, he went out plowing with John Marquardt to become a back up.

Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending November 30, 2009:

Supervisor Schoepke made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.

Zoning Report for November 2009 – Zoning Administrator Rich Grefe reported that he had issued one permit for a garage addition and completed four zoning and eleven building inspections in the month of November.

Other Business:

First item of business was discussion and possible action to approve Liquor, Amusement, Tobacco and Operator’s Licenses for S & R Mirage. Clerk Walter explained that she has all the paperwork in hand, background check completed and looks fine, ad was run in the Wausau Daily Herald and there were no phone calls regarding this new business. Supervisor Schult made a motion to approve Sue Schram with S & R Mirage for liquor, amusement, tobacco and operator’s licenses pending a satisfactory background check, seconded by Supervisor Schoepke. Motion carried.

Next item of business was discussion and possible action on the 2010 Emergency Services Agreement with the Village of Brokaw for 2010. Chair Hoenisch explained that the Town has always gone up 3%.
Supervisor Schoepke made a motion to approve the 2010 Emergency Services Agreement with the Village of Brokaw by an increase of 3% which will then be $21,016.12, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action on the Emergency Services Agreement with the Town of Stettin for 2010. Chair Hoenisch explained that this is the contract between Maine and Stettin for the northern part of Stettin from County Road U to County Road O. Chair Hoenisch explained that the Town has always done a 3% contract price increase in the past. Supervisor Schoepke made a motion to approve the 2010 Emergency Services Agreement with the Town of Stettin, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action on the Emergency Services Agreement with the Town of Berlin for 2010. Chair Hoenisch explained that the Town has always done a 3% contract price increase in the past. Supervisor Schoepke made a motion to approve the 2010 Emergency Services Agreement with the Town of Berlin, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action on the Emergency Services Agreement with the Towns of Rib Mountain and Stettin for 2010. Supervisor Schoepke made a motion to approve the 2010 Emergency Services Agreement with the Towns of Rib Mountain and Stettin, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action on the 32nd Avenue Road Maintenance Agreement with the Village of Brokaw for 2010. Chair Hoenisch explained that this agreement was for plowing and general maintenance. Supervisor Schoepke made a motion to increase the 2010 Road Maintenance Agreement to $2,400.00, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action to approve the 2010 personnel policy for public works employees. Chair Hoenisch explained that the only change from the Budget meeting was an increase of $.25 per hour for full time workers. Supervisor Schult made a motion to revise the personnel policy to: Part Time – Lawn Mowing / non CDL equipment $13.00 per hour, Part Time – General Labor (for example - project help, summer help for large item clean up, brushing, cleaning, painting $10.00 per hour, Part Time – Snow Plowing / with a CDL $16.00 per hour and

give the full time public works employees a $.25 per hour increase, seconded by Supervisor Schoepke. Motion carried.

Next item of business was discussion and possible action to approve election inspectors for 2010 and 2011. Chair Hoenisch explained that according to state election laws the Town Chairman must nominate the election inspectors for the supervisors to approve for the following 2 year term. Clerk Walter read the list of residents that have agreed to be inspectors or chief inspectors. They are: Janet Baltz, Joyce Christian, Pat Eckardt, Deb Gerum, Tom Gerum, Lavern Grunenwald, Marilyn Grunenwald, Betty Hoenisch, John Jorgensen, Caryl Marone, Jim Marquardt, Veronica Porath, Dorothy Rutz, Sue Shore, John Stroesenreuther, John Stubbe, Joyce Zernicke, Bev Ziegel, Ken Ziegel, Katy Rogalla, Bob Rogalla, Collete Brill, Greg Janicek, Kim Freund, Jean Krause, Lynn Marone, Viola Seidler, Sandy Gilge and Sherry Messerschmidt. Supervisor Schult made a motion to approve the election inspector list, seconded by Supervisor Schoepke. Motion carried.

Next item of business was discussion and possible action to approve the 2009 tax levy due in 2010.
Chair Hoenisch explained that there was a great turnout at the November 18th Budget Public Hearing and the electors present approved the Town’s budget for 2010. She explained that the total taxes after the school tax credit that is levied for the Town of Maine, State of Wisconsin, Marathon County, Northcentral Technical College and the Wausau School District is $3,604,585.40. Supervisor Schoepke made a motion to approve the 2009 tax levy of $3,604,585.40, seconded by Supervisor Schult. Motion carried.

Next item of business was discussion and possible action on the Zoning Administrator / Building Inspector contract. Chair Hoenisch explained that Mr. Grefe has done a great job for the Town, great work ethics and has worked very well with residents and the Town Board.

Mr. Grefe explained that he’s happy with the same contract and compensation. He explained that a contract for two years is good. Supervisor Schult made a motion to approve Mr. Grefe’s contract for the next two years, seconded by Supervisor Schoepke. Motion carried.

Schedule the next Board of Supervisors Meeting for January 11, 2010 at 6:30 p.m. for bill approval and general business at 7:30 p.m.


Motion by Supervisor Schoepke to adjourn at 8:43 p.m., seconded by Supervisor Schult. Motion carried.
