MINUTES: December 11, 2006
Call to order at 6:05 p.m. – Betty Hoenisch-Chairperson
Chairperson Hoenisch entertained a motion to convene into closed session at 6:30 p.m. pursuant to State Statute 19.85(1)(e)(g) for the purpose of conferring with legal counsel for advice concerning strategy to be adopted with respect to litigation or possible litigation in which the Town is or is
likely to become involved and also to gather more information relative
to the Roets.
Chair Hoenisch requested a roll count vote to enter into closed session.
Supervisor Wanke responded with a yes
Supervisor Zernicke responded with a yes.
Supervisor Wanke made a motion to enter into closed session, seconded by Supervisor Zernicke. Motion carried.
Chair Hoenisch requested a motion to enter back into open session.
Supervisor Wanke made a motion to enter into open session at 7:30 p.m., seconded by Supervisor Zernicke, motion carried.
The Pledge of Allegiance to the Flag was recited
The Supervisors reviewed accounts payable and Motion for Approval. Supervisor Wanke made a motion to accept the accounts payable, seconded by Supervisor Zernicke motion carried.
Clerk’s Report: Clerk Freund requested to dispense of the reading of the minutes and asked for approval of the previous month’s minutes: Nov. 13, Nov.15, Nov. 28 & Nov. 29. Copies were available for residents. Supervisor Wanke made a motion to accept the Nov. 13, 15, 28 and 29, 2006 minutes., seconded by Supervisor Zernicke motion carried.
Chair Hoenisch’s Report:
Chair Hoenisch reported of the new cleaning person, Eric Suderland, who is doing a great job cleaning and also taking care of the Town Hall floor.
Chair Hoenisch said the process for the two properties that have had made safe or raze orders are making progress, also with no expense to the Town as the Town will be reimbursed at closing.
Chair Hoenisch reported she spoke with Brokaw in regards to the repair 32nd Avenue. Brokaw will be getting back to Chair Hoenisch.
Roets Inspection- The Judge issued an order to inspect the property on Highway K. State Inspectors, County Inspectors, Lester Krueger, Attorney Randy Frokjer, and the Board were involved with this inspection.
One complaint on the intersection of Rainbow Drive and Hwy. K – There are dangerous insections on Highway K in which the Town is trying to address with the County. Supervisor Wanke has contacted the County in hopes of having flashing yellow lights at these dangerous intersections. The County insists it is driver error.
Supervisor Report:
Supervisor Wanke noted East Crabtree is being annexed to the City, he saw it in the paper. The Town has not received official noticed as of yet. Chair Hoenisch stated she instituted a petition that was signed trying to prevent any other Town of Maine properties located near this property being annexed to the City of Wausau at this time.
Attorney Frokjer stated there is a $14 a thousand difference evaluation in the Town of Maine as opposed to the City of Wausau. Attorney Frokjer stated if a neighborhood does not want to annex to the City they can oppose.
Supervisor Zernicke reported a complaint that a sign was taken down on Emery Drive and 20th Avenue due to an accident. The Sheriff’s Department was notified and a repair will be made.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported these figures for the month ending November 30. 2006:

Supervisor Wanke made a motion to accept the Treasurer’s report, seconded by Supervisor Zernicke, motion carried.
Zoning Administrator’s Report: Two permits have been issued and several re-inspections have taken place on properties being torn down in the Town. He had a complaint on Keller Drive from a neighbor stating a neighbor clear cut his own lot and now the neighbor can see items sitting outside the house. He can’t see any violations at present.
Mr. Krueger stated this will be his last Board meeting as he is retiring. He hopes the new inspector will work as well together as he has with the present Board. He appreciates the work that Betty and Kimberly have given him this past year. Chair Hoenisch and the Board wished him well.
Other Business:
A. Discussion and possible action on Roets matter discussed from the closed session. As stated the 2004 case. An inspection took place with State Inspectors. Letters have been received with their opinions. A status conference on Dec. 4, 2006, Mr. Roets was not there, it is adjourned until February 20, 2007. Attorney Frokjer stated the recommendation for this case is to allow Mr. Roets a chance to comply with the six UDC code violations.
Supervisor Wanke made a motion to give an opportunity for Mr. Roets to comply with the six Uniform Dwelling Codes in violation by February 20, 2007 and to do an annual inspection thereafter, seconded by Supervisor Zernicke, motion carried.
Attorney Frokjer will document this with a letter to all parties involved.

B. Discussion and possible action to approve election inspectors and chief
Inspectors: Janet Baltz, Joyce Christian, Pat Echardt, Sandra Fletcher, Deb Gerum, Tom Gerum, Wendy Goffin, Lavern Grunenewald, Marilyn Grunenwald,
Betty Hoenisch, John Jorgensen, Lois Jorgensen, Caryl Marone, Jim Marquardt, Chris Ollhoff, Charles Patten, Doris Rhoda, Dorothy Rutz, Sue Shore, John Stroesenreuther, John Stubbe, Karen Toppen, Bev Ziegel, Joyce Zernicke, Kimberly Freund and Veronica Portath.
Supervisor Zernicke made a motion to accept these Election Inspectors for the January 1, 2007 thru December 31, 2009, seconded by Supervisor Wanke motion carried.
C. Discussion and possible action to approve a new road improvement loan for 2007-2008. Electors of the Town of Maine at the November Public Budget Hearing and Special Meeting approved the $200,000 road improvement loan with a two year loan and are a part of the tax levy. The loan will be used to reconstruct some of the roads that are rated 1 and 2 according to the State Paser Program. Peoples State Bank quoted 4.65% for two years. The money will go into the Town’s CD account where it accrues a good interest rate. Payments will be $8,735.00 per month. The Electors approved this loan at the Public Budget Hearing and is in the budget and the tax bills. Supervisor Zernicke made a motion to approve the road loan, seconded by Supervisor Wanke motion carried.
D. Discussion and possible action to approve the 2007 tax levy: After the Share Revenues, Dept. of Transportation aids and other Town Revenues the amount levied on the tax roll is $612, 612.00 Tax payers approved this amount at the November 15, 2006 Public Budget Hearing and Special Meeting.
Supervisor Wanke made a motion to approve the 2007 tax levy, seconded by Supervisor Zernicke, motion carried.
E. Discussion and possible action to approve the 2007 personnel policy. Workers were given a 50 cent hourly increase. Their wage increased from $16.00 to $16.50 an hour. Also, a 2% retirement package they received was included in the budget. Chair Hoenisch suggested tabling this issue until the next meeting. Chair Hoenisch stated after talking with the Town’s Association the Board doesn’t have to approve each health care subsidy. She asked the Supervisors to review the personnel change and discuss at the next meeting . Attorney Frokjer stated the new retirement package can be chosen by each employee. He suggested that it be 100% immediate vested.
Supervisor Wanke made a motion to table this issue until the December 27, 2006 bill pay meeting, seconded by Supervisor Zernicke, motion carried.
F. Discussion and possible action on 2007 Yard Waste Site
Mr. Erdman requested a $1,500 for the 2007 land lease. Supervisor Wanke made a motion to increase the yard waste site fee to $1,500 for 2007 , seconded by Supervisor Zernicke, motion carried.
G. Discussion and possible action to approve 2006 year end audit with Krause and Howard Company. Supervisor Zernicke made a motion to accept the audit by Krause and Howard, seconded by Supervisor Wanke, motion carried.

H. Discussion and possible action to approve the Londsdorf’s/Janish Road Agreement. Chair Hoenisch explained she feels we have strong specs for new roads for the future. The new road specifications 19.04 of the Town’s Municipal Code were approved at the November 13, 2006 Board of Supervisor’s Meeting. Attorney Frokjer has drafted a road agreement for George Lonsdorf, Chris Lonsdorf and Dale Janisch for the proposed new road just south of Julian Drive. Supervisor Wanke made a motion to table this issue until the January 8, 2007 Board meeting , seconded by Supervisor Zernicke, motion carried.
The Supervisors scheduled a special end of the year bill pay meeting and January Board of Supervisor’s on December 27, 2006 at 8 a.m.
The next Board of Supervisors Meeting will be on January 8, 2007.
The meeting adjourned at 9:45 p.m.
