The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall
on Monday, December 10, 2007. Accounts Payable will be reviewed at 5:30 p.m. with General Business at 7:30 p.m.

Board of Supervisors
Minutes:
Chair Hoenisch called the meeting to order at 5:30 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch explained to the audience that the meeting had been called at 5:30 p.m. to allow time for
the Supervisor’s to review and discuss items that were on the agenda.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Schult made a motion to
approve bills payable, seconded by Supervisor Shore. Motion carried.
Clerk Walter stated that she has November 12th, 26th and 28th meeting minutes that will need to be
approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes
and make any changes or corrections. Supervisor Schult stated that on the November 12th minutes
there was a spelling mistake. Supervisor Shore made a motion to approve the minutes with that
correction, seconded by Supervisor Schult. Motion carried.
Chairperson’s report:
Chair Hoenisch reported that the workers have done some brushing along Town roads before it snowed.
The workers have also been doing a lot of grading on Brandenburg and Rainbow Drive to help the wash boarding.
Chair Hoenisch reported that when it snowed, a few mailboxes fell over because of the weight of the snow
that we had gotten.
Chair Hoenisch reported that we had gotten some calls on donkeys being out on North 60th Avenue. She
stated that we’ve had multiple complaints about these donkeys and the Humane Society was called.
Chair Hoenisch reported that there was some dogs running loose on North 28th Avenue and Jack Eckardt
took care of it.
Supervisor’s report:
Supervisor Shore reported that she had given out two fire permits and would like a new map that covers
roads north of the Town Hall.
Supervisor Schult reported that the workers and he have been working on a drainage trench for Tom Roberts
to handle spring water along North 9th Avenue.
Supervisor Schult reported that Rainbow Drive is in much better shape but a little wash boarding is still
going on where Rainbow and County Highway K meet.
Treasurer’s Report: Marilyn Grunenwald reported on the Town’s bank accounts ending November 30,
2007:

Supervisor Schult made a motion to approve the Treasurer’s report, seconded by Supervisor Shore.
Motion carried.
Zoning Report for November 2007- Zoning Administrator Rich Grefe reported that he had issued three
permits and completed eleven inspections in the month of November.
Other Business:
Discussion and possible action to adopt the 2007 tax levy due in 2008. Total tax levy which
includes State, County, Wausau School District, North Central Technical College and the Town
levy equals $3,888,798.47. Town electors at the November 26th Budget Public Hearing and
Special Town Meeting approved the Town Tax Levy of $627,617.72 and now by state statutes
the Supervisors must approve the total tax levy. Supervisor Shore made a motion to approve
the 2008 tax levy of $3,888,798.47, seconded by Supervisor Schult. Motion carried.
Discussion and possible action to approve People’s State Bank as the lending institution for the 2008
$200,000.00 road project loan. Supervisor Schult made a motion to approve People’s State
Bank for the 2008 $200,000.00 road project loan, seconded by Supervisor Shore.
Motion carried.
Discussion and possible action to approve an amendment to the Industrial Recyclers of
Wisconsin’s 2008 contract and garbage / recycling fees. The contract has not been revised
since 2004 and there are a few items that need to be revised. The items that need to be
revised are weekly recycling, hours of operation due to increased number of stops and time
needed to unload at the Ringle landfill, regarding noise and disturbance, yearly report for
recycling grant and the 2008 fees.
Vern Utecht was present and questioned what time IROW was able to start their route. Chair
Hoenisch explained that they would be able to collect after 4:00 a.m. Mr. Utecht explained the
problems with the noise when the truck picks up their garbage which wakes him and his son.
Discussion followed by the Town Board about the great service IROW provides at a very low
cost. Mr. Mosher from IROW was present and explained the steps their driver has taken to
appease the Utecht’s. However, Chris Utecht has started calling Mr. Mosher at 4:30 a.m. at
his home, when the garbage truck awakens him. The Board commented that they can not work
around everyone’s schedule. Supervisor Shore made a motion to approve IROW’s
amended contract, seconded by Supervisor Schult. Motion carried.
Discussion and possible action on the 2008 Brokaw Emergency Services Agreement. Chief John
Ohrmundt was going to check with the Village of Brokaw regarding the payment of fire dues to the
Town and report back. This was tabled from the October and November Board Meeting. This item
is tabled again because we haven’t heard anything from John Ohrmundt.
Discussion and possible action on the Brokaw Water Transmission Line Easement Agreement.
Supervisor Shore stated that she would like to have a Brokaw informational Meeting for our Town
residents before she makes any decision on this. This item was tabled. A special informational
meeting was scheduled for Monday, January 7, 2008.
Discussion and possible action on the Zoning Administrator / Building Inspector Rich Grefe’s contract.
Mr. Grefe has a one year contract and he is requesting a multiple year contract. Chair Hoenisch
explained that Rich has done a great job learning the ordinance; she’s gotten no complaints, works
very well with residents and the Town Board. Supervisor Schult made a motion to approve Rich’s
contract for 2 years and the compensation to stay at $20,000.00 with his office day changing to
Thursday, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the 2008 personnel policy for public works employees. There was a
meeting held with John and Scott during the October 24th Budget Workshop meeting. Chair Hoenisch
explained what the workers had requested at this meeting. Chair Hoenisch also explained other townships
personnel policies. Supervisor Schult made a motion to change the personnel policy to: increase
personal days from 3 to 4 days, give the workers 3 sick days a year but not to accumulate more
than 12 and the workers can not be paid out for sick days upon termination, a .50 cent an hour
raise for each worker and to raise the health care subsidy to $5040.00, seconded by Supervisor
Shore. Motion carried.
Discussion and possible action on the Laub and Horton 2008 Insurance package. Chair Hoenisch explained
that we do not request quotes every year and the State Statute’s does not require us to. She explained
there was a time when the Town tried another company and ended up going back to Laub and Horton
because they have given great service. Supervisor Shore made a motion to approve the 2008 VFIS
Insurance package with Laub and Horton for $16,331.00, seconded by Supervisor Schult.
Motion carried.
Discussion and possible action to approve Wunsch’s 28th Avenue sub division road as a Town road.
The Town approved a road agreement/sub division with Keith Kolbe on March 11, 2002. Keith sold the
property to the Wunsch’s who built the road in 2006. An additional rock lift was added in the fall of 2006
per the Town’s suggestion. The road settled for 12 months and was paved this fall. Developers paid for
the road construction and paving. One new home is currently being built in this sub division. The Board
took a moment to read Attorney Frokjer’s resolution for this road. Supervisor Schult made a motion to
approve the resolution for this new 28th Avenue, seconded by Supervisor Shore. Motion carried.
Discussion and possible action on the condemnation process for 3900 Decator Drive. This has been an
ongoing project since receiving a complaint in August of 2006. Chair Hoenisch explained all of the inspections
she’s been on with the Sheriff’s Department, Marathon County Health Department, Humane Society and
the Town Board at this home. She explained that the bank is unable to get the owner to sign the property over
to them for cleanup and sale. She explained that her last inspection was on November 28, 2007 to take
pictures to compare with the August 23, 2006 inspection and nothing has changed. To date, the Town has
recouped all its costs. Chair Hoenisch has gotten estimates for large dumpsters and a tractor with a 4 in 1 bucket.
She’s hoping on doing the demolition in the cold winter months because then there are less germs and odors.
She said that the costs will be charged against this property through a special assessment or a lien. Hopefully
the Town will be reimbursed for the demolition costs when the County sells the lot at a sheriff sale for delinquent
taxes. Attorney Frokjer had a resolution and raze order prepared. He explained the process that the Town must
follow for the raze order. Supervisor Schult made a motion to proceed with the resolution and raze,
seconded by Supervisor Shore. Motion carried.
Open discussion from the audience. No discussion was heard.
Schedule the next Board of Supervisor Meeting on January 14, 2008 at 6:30 for bill approval and general
business at 7:30 p.m.
Motion by Supervisor Shore to adjourn at 9:05 p.m., seconded by Supervisor Schult. Motion carried.
