OFFICIAL NOTICE AND AGENDA
The Board of Supervisors of the Town of Maine will hold a regular monthly meeting in the Town Hall at 6:30 p.m. on Monday, August 8, 2005. Accounts Payable will be reviewed at 6:30 p.m. and General Business 7:30 p.m.

Minutes:
The Regular Meeting of the Board of Supervisors for the Town of Maine was held at 6:30 p.m. August 8, 2005 in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on August 4, 2005, at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chair Betty Hoenisch, Supervisors Dennis Wanke and Marty Zernicke, Clerk, Kimberly Freund, Treasurer, Marilyn Grunenwald, Zoning Administrator, Bob Christenson and community members.
Chair Betty Hoenisch called the meeting to order at 6:37.
Accounts Payable Bills were reviewed.
Pledge of Allegiance was recited.
The Board reconvened the Board of Review from June 8, 2005 due to changes in residents’ assessments. No residents were present to report discrepancies.
Chair Hoenisch asked for a motion to approve the accounts payable bills. Supervisor Zernicke Made a motion to approve the accounts payable bills, seconded by Supervisor Wanke, motion carried.
Clerk, Kimberly Freund reported on the municipal clerk conference she attended and reminded people of the SVRS-Statewide Voter Registration System that Wisconsin is now involved in. All residents will have to sign a form showing their driver’s license number being witnessed by a Board Member before voting in 2006. Chair Hoenisch asked for a motion to approve the minutes from June 15, 2005, June 29, 2005 and July 11, 2005 , Supervisor Wanke made the motion to accept these minutes, seconded by Supervisor Zernicke, motion carried. .
Chairperson’s report:
Chair Hoenisch gave a road update. Lincoln Drive was a gravel road which is blacktopped from 60th to 72nd Avenues and 60th Avenue from Lincoln to Naugart and Naugart from 60th to 72nd were pulverized and paved. The Town received $25,000 from a Local Road Improvement Grant from Marathon County. The Town also saved approximately $4,944.45 for doing roads that are close together.
Do to a problem with an order from Kafke Dust Buster Company, the funds set aside for this will now be used for additional granite instead.
Problems are occurring with the drought conditions and granite roads so consequently Hanz Contractors will allow the Town to use their water truck to grade and water 28th Avenue.
August 8, 2005
Chair Hoenisch gave an update on the Gene Roets property issues. Mr. Roets has been issued a waste disposal permit on July 20, 2005 after the partial lifting of the temporary injunction by Judge Howard, signed by Chair Hoenisch. The stipulation and order has been filed with Marathon Conty
Clerk of Courts. This permits Mr. Roets to crush existing road base and haul black dirt to complete his road. Chair Hoenisch thanked Mr. Roets for his cooperation.
Supervisor’s Report:
Supervisor Wanke checked on fee schedules in surrounding townships to compare prices for zoning and building permits. Supervisor Zernicke stated that he has had phone calls in regards to a property located on 32nd Avenue that has clean up issues.
Treasurer’s Report:
Treasurer Grunenwald reported that the Town Money Market has a balance of $448,368.62 as of July 31, 200. The Town Checking Account has a balance of $2,900.32 as of July 31, 2005. The Town Garbage/Recycling Fund has a balance of $32,117.53 as of July 31, 2005. The Fire Dept. Money Market has a balance of $11,483.42 as of July 31, 2005. The Fire Dept. checking has a balance of $1,934.20 as of July 31, 2005. She also stated that Jack Eckardt has contacted people in the Town that have unlicensed dogs at this time. Supervisors asked if Mr. Eckardt contact them one more time before being turned over to the County.
Supervisor Zernicke made a motion to accept the Treasurer’s Report, seconded by Supervisor Wanke. Motion carried.
Zoning Administrator, Bob Christenson reported on the totals of zoning and building permits. He suspects the Town will have a busy 4th quarter. He explained occupancy fees and how they’re refunded if the owners follow zoning and building regulations.
Other Business:
Item A: National Incident Management Systems Resolution is required in order to receive federal funding in case of a disaster. The Board signed a Resolution to prove our participation. The Supervisors will attend training sessions. Supervisor Zernicke made a motion to accept this plan, seconded by Supervisor Wanke. Motion carried.
Item B: The Board of Supervisors at last month’s meeting accepted Attorney Randy Frokjer as our Town Attorney. A resolution was signed to waive the conflict of interest with Attorney Frokjer representing Betty Hoenisch in a previous closed session. Supervisor Wanke made the motion to accept this resolution, seconded by Supervisor Zernicke. Motion carried.
Item C: A resolution will be signed to work with Marathon County with the Statewide Voter Registration System. Supervisor Zernicke made that motion, seconded by Supervisor Wanke to accept the motion. Motion carried.
August 8, 2005
Item D: Century Excavating Agreement/Bill Schade. Mr. Schade would like to meet with the Board on his property to discuss clean up of this property in the near future. This item was tabled until further notice.
Item E: Chair Hoenisch stated that she had several residents that would like to volunteer to research Town of Maine issues and concerns. This committee will assist the Board in collecting of information. Chair Hoenisch asked for a motion to put this committee together. Supervisor Wanke made a motion to appoint this committee, seconded by Supervisor Zernicke. Motion carried.
Open discussion from the audience without action from the Town Board took place. Zoning and building fees were explained by Bob Christenson to residents.
The next Board of Supervisors Meeting date is September 12, 2005 with bill approval at 6:30 p.m. and general meeting at 7:30 p.m.
A motion to adjourn by Supervisor Zernicke made a motion to adjourn the Board of Supervisors and the Board of review, seconded by Supervisor Wanke. Motion carried.
Adjournment was at 8:50 p.m.
