August 4, 2003
Chairman Utecht called the meeting to order at 7:05pm. Plan Commission members present were: Vernon Utecht, Paul Anderson, Ed Bohte, Mark Stubbe, Steve Zahn, Tom Ellias, and Deb Klopp. Atty. Hess and Jeff Krueger also attended this meeting along with members of the public.
Deb Klopp read the minutes of the July 7, 2003 Plan Commission Meeting. Changes to the minutes included replacing Beecher and Hoppe with Becher and Hoppe, and replacing the amount of $464 with $4640. Motion to accept the minutes with the changes by Paul Anderson, seconded by Steve Zahn. Motion carried.
Jeff Krueger distributed and discussed the zoning report for July 2003. A total of six permits had been issued in the month of July. Mr. Krueger and Atty. Hess reviewed the enforcement report.
Vernon Utecht reported that letter A on the agenda has been removed.
Charles Pasnecker was present for discussion and possible action to allow the building of a garage to an existing home at 3205 Hwy U. Vernon Utecht stated that Mr. Pasnecker would like to add a garage; however, the lot isn't meeting the requirements for the building. Mr. Pasnecker states neither neighbor is willing to sell him some land. A certified map of the property, dated April 23, 1990 was distributed along with a diagram of the property and a letter from Khoua Thao, dated May 29, 2003. Atty. Hess stated he would work with Vernon Utecht to get more information on the options for Mr. Pasnecker.
Randy Springer was present for a discussion and possible action on moving permit for a garage. Mr. Springer stated he would like to move a 24x32 garage, currently in Weston, to the Town of Maine. Mr. Springer showed pictures of the garage he wanted to move. The zoning permit application, along with a letter from Northwinds Inspection LTD, a certificate of liability insurance, and a Wisconsin Uniform Building Permit application were distributed to the Plan Commission members. Atty. Hess stated his lot is big enough for this structure, and the Plan Commission needs to make a recommendation. Motion to accept this action and recommend to the Town Board by Steve Zahn, seconded by Ed Bohte. Motion carried.
Vernon Utecht stated he was concerned about the "look of the business park". He stated it will take a lot to get it cleaned up. There were questions from the Plan Commission members about the five-foot ditch. Atty. Hess stated he would check the elevations. It was also mentioned that palettes were stacked up, and there were no grading permits. Jeff Krueger stated he would follow through on the items.
Numerous handouts were distributed to the Plan Commission. Chapter 10 and Chapter 11 were distributed and the Plan Commission members were asked to read them for the next meeting. A handout, Town of Maine Conditions and Issues, draft June 2003 was distributed. Atty. Hess stated that handout would be the main topic of the meeting scheduled at the Town Hall on August 26, 2003.
Motion to adjourn at 7:55 p.m. by Steve Zahn, seconded by Ed Bohte. Motion carried.
