August 18, 2003
A Special Meeting of the Board of Supervisors for the Town of Maine was held at 7:30 p.m. Monday, August 18, 2003, in the Town Hall, 6111 North 44th Avenue, Wausau, WI 54401.
Agenda for this meeting was posted on August 15, 2003 at the Chapter Two Restaurant, Northside Citgo, Richard’s Supper Club, Schmidt’s Bar and the Town Hall.
Present were Chairman Utecht, Supervisors Duane Grunenwald and Marty Zernicke, Treasurer Marilyn Grunenwald, Clerk Betty Hoenisch and community members.
Chairman Utecht called the meeting to order at 7:35 p.m.
Chairman Utecht stated that the first item of business was discussion on the 2003 road budget and handed out a Road Work Report that showed the amounts budgeted and spent for asphalt, brushing, crack sealing, culverts, dust buster, granite, seal coating and stripping. Chairman Utecht explained that there were outstanding bills from Dale Janisch and Ben Gruetzmacher for the subdivision road construction and landscaping. Chairman Utecht also explained that there had been complaints on Lincoln Drive because it is in need of granite. Anderson Brothers and Johnson has made a offer to put 5 inches of road base on that road for $12,000.00 to $13,000.00 and will bill $4,000.00 this year and will invoice the balance in 2004. After discussion the supervisors decided not to do work on Lincoln Drive this year.
Chairman Utecht stated that 2003 Legal Budget was the next item of business and handed out a legal expense chart. The budget areas are general legal and there is $4,426.55 left to spend however the monthly retainer for rest of the year will be $8,400.00. Zoning legal is $8,418.78 over budget and the zoning enforcement budget has $10,000.00 left so if the Town would do just the minimum amount of legal work the total legal budget will be $2,392.23 over budget. Mr. Zernicke questioned who should do the zoning enforcement and the clerk stated that there is too much enforcement for the zoning administrator to do since he is only part time. Chairman Utecht suggested that the supervisors visit residents on enforcement issues and turn it over to the attorney after residents do not comply. There was discussion on cuts in the town’s revenue and the need to spend only amounts budgets. There was also discussion on the necessity for legal counsel, however the attorney’s time is valuable and they needed to be reimbursed for the work that they do for the Town. Motion by Mr. Grunenwald, seconded by Mr. Zernicke to have Chairman Utecht meet with Atty. Hess and discuss the importance of staying within the budgeted legal amounts of $51,000.00 for 2003.
Chairman Utecht stated that the next item of business was the township wide curbside garbage and recycling quote and explained that the supervisors had accepted IROW’s quote for the Town. Lenny Neely of Onyx Waste called and stated that the clerk had never notified them that the Town was looking for garbage and recycling services. The clerk had documentation that letters and maps were sent to Deluxe Disposal, Industrial Recyclers and Superior Waste requesting a quote, however Lance Tesch at Superior Services called and requested to meet with the Town Board and would match the lowest quote. Chairman Utecht explained that he felt it was not fair to the businesses that took the time and effort to quote if the contract was given to Superior Waste. Motion by Mr. Zernicke to stay with the IROW quote, seconded by Mr. Grunenwald. Motion carried.
Motion by Mr. Zernicke to adjourn at 8:10 p.m., seconded by Mr. Grunenwald. Motion carried.
