The Board of Supervisors of the Town of Maine will hold a special meeting on Thursday, August 13, 2009 at 6:30 p.m.
Agenda
1. Call meeting to order - Betty Hoenisch, Chairperson
2. Travel to Faith Lutheran Church parking lot to meet with Saber Drive and Sandy Drive residents and Town Emergency Services officers regarding culvert replacement projects, access issues and alternate route during the construction.
3. Travel back to Town Hall.
4. Adjournment

Special Board of Supervisors Meeting
A Special Meeting of the Board of Supervisors for the Town of Maine was held at 6:30 p.m. Thursday, August 13, 2009.
Present were Chairperson Betty Hoenisch, Supervisor Tad Schult, Supervisor Wes Schoepke, Fire Chief John Ohrmundt, Captain Bob Pound, First Responder Captain Jim Sala, Faith Lutheran Church Trustee Leroy Sense and Saber and Sandy Drive residents and property owners.
Chair Hoenisch stated that the meeting had been called to bring everyone up to date on the culvert project timeline, Emergency Services access route and alternate route for residents to use during the construction period.
The Town received a notice from Marathon County’s engineer Kevin Lang that Saber Drive will be closed starting Monday, August 17th at 6:30 a.m. and will be closed until the County bridge crew completes the culvert installation late Thursday, August 20th. Sandy Drive culvert installation project is scheduled to start on Monday, August 24th at 6:30 a.m. and be completed late Thursday, August 27th.
Chair Hoenisch explained that Faith Lutheran Church requested a letter and copy of the Town’s insurance certificate in case there was any damage to the church’s property from vehicles traveling across their property. Chair Hoenisch contacted Laub and Horton the Town’s insurance carrier and learned that residents on a dead end road are responsible for their own access when a road is closed for reconstruction. The Town needs to have a route for emergency services and plans to have an agreement to indemnify and hold Fox’s, Radtke’s and Faith Lutheran Church harmless for any damage that may occur when Town vehicles travel on the temporary path. Saber Drive and Sandy Drive residents are able to use that same route; however they need to enter into agreements with Fox’s, Radtke’s and Faith Church, also. The Town Board discussed the liability and access issues at their August 10, 2009 Board Meeting and Attorney Frokjer has drafted the agreements.
Residents had questions on the routes and Supervisor Schult explained that the path will be marked with painted wood stakes.
The Fire Department officers discussed how they would access the properties for a fire or medical emergency. Mr. Sala explained that Wausau Ambulance will not go off road, but the Fire Department could use the Polaris six wheeler to bring patient to the ambulance that would be staged in Faith Lutheran Church’s parking lot. Pumper are too heavy to travel across the alternate access routes; however LDH hose could be laid across the fields for fire control.
Discussion followed regarding rainy conditions and Chair Hoenisch explained that residents may need to park their vehicles in Faith Lutheran Church’s parking lot and use their four wheelers to travel across the fields. Supervisor Schoepke said the Town could research the cost to rent matting that could be used to span the wet area on Faith Lutheran Church’s property.
The agreements were distributed and signed by all parties.
Mr. Radtke questioned why there was no agreement with the Sommi’s. He explained that a portion of the field he farms is owned by Sommi’s; therefore all Saber Drive residents will be crossing Sommi’s land also. Chair Hoenisch stated that she would create an agreement with the Sommi’s and Sandy Drive residents. Evelyn Sommi offered her husband Roger’s help distributing the agreements to obtain the necessary signatures.
Discussion followed on the routes and whether they would be passable with a car. Jim and Adair Lewis explained that they did a trial run with their car and if you went slowly it was passable. Brian and Louise Fox offered to travel the path with Joanne Bronsteatter who was concerned about traveling across the alternate field route and how much time she needs to allow to get to work on time.
The Fire Department officers, property owners and supervisors walked the Sandy Drive route.
Captain Bob Pound asked Chair Hoenisch to notify the Sheriff’s Department and request that the 9-1-1 dispatchers also page the Fire Department when they page the First Responders for a medical emergency. The fire department personnel will bring the six wheeler to Faith Lutheran Church for the First Responders who will be tending the patient.
Motion by Supervisor Schoepke to adjourn at 7:45 p.m., seconded by Supervisor Schult. Motion carried.
