The Board of Supervisors of the Town of Maine will hold a regular monthly meeting at the Maine Town Hall on Monday, August 11, 2008. Accounts Payable will be reviewed at 6:30 p.m. with General Business at 7:30 p.m.

Board of Supervisor Meeting
Minutes:
Chair Hoenisch called the meeting to order at 6:30 p.m.
The Pledge of Allegiance was recited.
Clerk Walter explained she has July 14, July 23 and July 24, 2008 meeting minutes that will need to be approved. Chair Hoenisch asked Supervisor Shore to make a motion to dispense of the reading of the minutes and make any changes or corrections. No corrections were made. Supervisor Shore made a motion to approve the minutes, seconded by Chair Hoenisch. Motion carried.
Chairperson’s report:
Chair Hoenisch explained that the chip seal work was completed on Falcon Drive and Emery Drive.
Chair Hoenisch explained that the workers are installing the culverts for next years paving project roads.
Chair Hoenisch explained that she’s been working with Tigerton Lumber and Rib Mountain Bowmen’s Club on a possible cul de sac at the east end of Julip Drive.
Chair Hoenisch explained that she’s been working with the Wausau and Merrill Post Office on changing the location of some new mailboxes that have been placed at the bottom of a dangerous hill on N. 28th Avenue.
She explained that the Town continues to have a lot of animal issues.
Chair Hoenisch explained that she held a meeting with the road workers and Shannon Geurink from Northwest Petroleum regarding placement of the new fuel tanks. Mr. Geurink is currently creating the site map with the location of the new tanks and he’s in the process of submitting the setback variance to the State of Wisconsin on behalf of the Town.
Supervisor’s report:
Supervisor Shore reported that she went to the Eastern/Western Towns & Villages Association Meeting.
Supervisor Shore reported that she took a trip to all the areas that were chip sealed.
Supervisor Schult was absent.
Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending July 31, 2008:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Chair Hoenisch. Motion carried. Zoning Report for July 2008 – Zoning Administrator Rich Grefe was absent.
Other Business:
First item of business was discussion and possible action on a road agreement for N. 44th Avenue with Roehl’s and Radant’s. Chair Hoenisch explained that this issue was brought to her attention approximately 3 weeks ago when the party that has a second offer of purchase on the Roehl property called regarding road access to the property. Chair Hoenisch explained that she has gotten many calls from this woman’s attorney, the Roehl’s, the party that has the first offer of purchase and the Title Insurance Company. So because of this second offer of purchase, the Town has put this road on the top of the cul de sac to do list.
Chair Hoenisch explained that she’s done a lot of research and decided to call an onsite meeting on August 4th with the Plan Commission, road workers and property owners to get suggestions and ideas for this property.
Since that time, Chair Hoenisch has talked with David Renaud from REI on where the Town should go with this cul de sac since the Town wants to find a location that impacts people the least and he came up with three options.
Attorney Frokjer stated that the landowners and Town need to work well together to get this issue cleaned up. The Town wants to do what makes sense for the town; town doesn’t want to set a bad precedence.
David Renaud from REI was present and explained that while REI was doing work for the county, they found the actual document of this road in the old town road book. Mr. Renaud stated that in the old document, it explains that the road is 3 rods wide and is centered on the section line. Abstractors don’t even have this info about the road. Mr. Renaud stated that the Town should defiantly check with the DNR and Army Corp of Engineers because of the wet lands issue.
Some of the Radant family was present and stated that they don’t want the cul de sac put where their wood pile is because that is the only level ground in all of their acres.
Attorney Frokjer stressed that 44th Avenue, south of Roehl’s home, years ago, was not maintained because of the big boulders sitting in this road.
Mr. Bill Freund stated that when he first came in the office, Chair Hoenisch had said that there were 38 of these unbuilt cul de sacs and how come this road got put to the top of the list. Chair

Hoenisch explained that what happens, these become an issue, and it’s then put on the hot burner. We had an insurance audit last year and one of their first questions is does Town use private property because the Town should not. This became a hot issue because of the second potential buyer.
Chair Hoenisch explained that she would schedule another meeting with all people involved, after she’s spoken with the DNR and Army Corp of Engineers. This item was tabled.
Discussion and possible action to approve REI to survey N. 44th Avenue for creating a cul de sac and determining location of Town road. This item was tabled.
Open discussion from the audience.
Wayne Krueger from the Maine Lions talked about a Veteran’s Memorial that the Lions are proposing. Discussion followed about placement of this monument on the Town Hall’s property.
Schedule the next Board of Supervisor Meeting for September 8, 2008 at 6:30 for bill approval and general business at 7:30 p.m.
Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Chair Hoenisch. Motion carried.
