Minutes:
Chair Hoenisch called the meeting to order at 6:30 p.m.
The Supervisors reviewed the bills payable.
The Pledge of Allegiance was recited.
Chair Hoenisch requested a motion to approve bill payables.
Supervisor Wanke made a motion to accept bills payables, seconded by Supervisor Zernicke, motion carried.
Clerk Freund requested a motion to approve the March 12, 2007 minutes. Supervisor Wanke made a motion to accept the minutes, seconded by Supervisor Zernike, motion carried.
Chair Hoenisch’s report:
Chair Hoenisch reported there will a meeting with Brokaw officials, Mayor Tipple, Public Works Director, Joe Gehin, and Council Member, Ed Gale on Wednesday, April 11, 2007 at 1 p.m. They will discuss the City of Wausau to Brokaw water main.
This past winter season has been the worst for frost and our roads. A section of N. 72nd Avenue south of Cty. Road A, Brandenbrug from Town of Scott Town Line and a portion of Hillcrest east of 32nd Avenue have fallen apart with the heaving due to the frost. The new Board of Supervisors will be traveling roads to determine which roads will be repaired and paved this summer.
There was a crane accident on Monday, April 2 on N. 28th Avenue. Dawes Rigging and Crane Rental of Milwaukee were fined $8,500.00 for violating road weight limits.
Chair Hoenisch reported our road worker, Mike Wanke, has resigned from the Town of Maine. His last day will be April 15, 2007. The public works employment ad was in the paper on Sunday. Applications will be available this week, the Board will review and interview in the near future.
Supervisor’s report: Supervisor Wanke said the crane accident was due to the driver trying to turn around on N. 28th Avenue. There was not much damage to the road, but the ditch needed repair and the company at fault will pay for these damages. Supervisor Wanke stated that he thinks flags should be placed by phone, gas and electric lines to avoid damage during mowing.

Supervisor Zernicke stated Mark Bauer called and there was a ditch wash out and also the culvert on 12th Avenue needed repair. There was also damage to a telephone pole on 28th Avenue by the Zick residence.

Supervisor Zernicke made a motion to accept the Treasurer’s report, seconded by Supervisor Wanke, motion carried.
Zoning Report- Rich Grefe reported one permit for an accessory garage, three inspections, and he sent out three new construction packets.
Other Business:
A. Open and read sealed road bids/Schedule road bid approval meeting. The special road bid meeting will be April 23, 2007 at 5:00 p.m.
Bids were as follows:
Asphalt Bids:
RC Pavers--- $44.77 to 47.96 per ton. Ryan explained the price per ton changes due to gas mileage.
American Asphalt: Bid by the job not by the ton. The price will be figured at a later date.

Crack Filling:
T.A.Z. - $1.04 a pound to route and rubber crack fill

Bergman Co. $1.13 per pound to route and crack fill
Granite:
Ladick Road Materials- S. of Hwy A - 6.38 a cubic yard
N. of Hwy. A- 6.82 a cubic yard

Chair Hoenisch asked the new Supervisors to set a date of April 23, 2007 at 5 p.m. to approve the bids.
B. Discussion and possible action on petition from residents to pave Grove Drive. Mark Buntin had stopped in the office on March 13 with pictures and a petition. Residents explained they took pictures during the thaw and they had very deep washouts of their driveways. They also have deep washouts during major rain storms. They feel the granite being put down is just washing away due to the way the water flows.
The State Pacer rated program is a guide for rating roads. She explained many of the granite roads were approved by former boards.
John Juedes asked if they would have to widen the road, would they have to lose trees. Chair Hoenisch explained it would take three years of road budget to repair one mile of road.

He also asked if the road were to get paved would that make Schwede’s land more valuable and could be a subdivision. Chair Hoenisch explained plans would have to submitted and approved by the Plan Commission after presented with a plat. John Juedes asked if taxes would go up if the road was paved, Chair Hoenisch responded no they would not.
Mr. Garvett on Grove Drive stated he has safety concerns, especially on the shoulders. He also stated the present management and cost of this management of this road is significant with grading and granite.
There are also challenges with snow removal. He asked the process for Grove Drive to get rated according to the State Pacer program.
Chair Hoenisch stated the number of homes and cars also assists to determining which roads get fixed. Sue Juedes asked if there was an alternative to paving. Chair Hoenisch said the Town did try different techniques such as double chip seal last year and stated it has not held up as they expected.
Chair Hoenisch explained the crushed rock in the Billy Goat Hills isn’t holding up well either, and dust control has to be applied.
Steve Zahn, a Plan Commission Member, shared his thoughts: If this comes to the plan commission, and if Walt Schwede were to push for a development and/or if you pave Grove Drive narrowly, he feels the safety would go out the window.
Attorney Frokjer stated if the zoning code is such, the developer has to follow code and pay for the cost of it too. Attorney Frokjer suggested to check the ordinances now to help with the future. Steve Zahn stated the other consequences of paving the road, will invite more traffic and possible development. Mr. Garvett commented there are definitely safety issues.
Mr. Vignali stated he’s not interested in developing his land but Grove Drive has a culvert that needs repair.
Tad Schult asked if the road could be made safer by grading it now and a new culvert.
Jan Endres stated she thinks the dust control ruined the gravel road (Grove Drive).

Supervisor Wanke suggested the Board, workers and neighbors, work together to repair the road and put in a culvert and perhaps pave the following year or so.
Attorney Frokjer stated there is recycled blacktop available. Tad Schult will check into this.
Supervisor Wanke made a motion to table, seconded by Supervisor Zernicke, motion carried.
C. Discussion and possible action to vacate Joel Grohman’s Road Agreement. Mr. Grohman requested a road agreement for his N. 4th Avenue proposed subdivision. There was a fence dispute and the Town encouraged him to wait-he proceeded. The fence dispute is settled and Mr. Grohman would need to amend his lot CSM to conform to the ordinance. Mr. Grohman has requested the Town to vacate the current agreement and he may sell the entire parcel. Supervisor Wanke made a motion to vacate the Joel Ghohman road agreement, seconded by Supervisor Zernicke, motion carried. It is recorded Attorney Frokjer stated. He should be preparing the documents at his expense and it will be brought to the Board at a later date.
D. Discussion and possible action to approve mutual aide box alarm system resolution/MABAS. Bob Pound explained the resolution. The MABAS allows the Town to participate in the mutual aide box alarm system. The agreement standardized agreement started in IL 20 years ago to move anywhere they are requested and visa versa. Currently the Town has a mutual aide agreement since 1982 and we can go anywhere in the County and visa versa.
Attorney Frokjer questioned the liability coverage to make sure the Town is covered, Chair Hoenisch stated the Town is insured. Mr. Pound stated this resolution cannot be changed by an Attorney. The Governor has approved this resolution. Attorney Frokjer thought you could bill out on it, Mr. Pound stated this is no charge to a third party unless it’s hazardous waste.
Supervisor Zernicke made the motion to accept the resolution, seconded by Supervisor Wanke, motion carried.

E. Discussion and possible action to appoint Board of Appeals Members to another term.Leroy Ollhoff has agreed to another term. Kathy Schultz has agreed to take Sue Shore’s place as Board of Appeals secretary. Supervisor Zernicke made a motion to accept these members to another term, seconded by Supervisor Wanke, motion carried.
F. Discussion and possible action to appoint Plan Commissions members from May 2007- April 2010. Tom Ellias has agreed to serve another term. Kurt Rowe is leaving so Wes Schopke will take his place. Supervisor Zernicke made a motion to approve these members, seconded by Supervisor Wanke, motion carried.
G. Discussion and possible action to approve Clerk/Chairman/Treasurers’ tasks that are eligible for reimbursement ($5,000 per year above regular wage) under State Statue 60.10(1)(g).
Chair Hoenisch explained this will be addressed at the Annual Meeting tomorrow evening. The office hours were approved and our Attorney requested that we bring a more detailed list for the Supervisors to approve.
Supervisor Wanke made a motion to draw up a resolution with specified items to earn an addition $5,000 per year according to State Statues, seconded by Supervisor Zernicke, motion carried.
Supervisor Wanke made a motion to adjourn the meeting at 9:28p.m., seconded by Supervisor Zernicke motion carried.
The next Board of Supervisors meeting will be May 14, 2007.
