Special Board Meeting
 
 
The Town of Maine supervisors held a special meeting at the 3M Quarry Plant office on Friday, April 27, 2007 at 10:00 a.m. 
 
Present were Chairperson Hoenisch, Supervisors Sue Shore and Tad Schult.   American Asphalt representatives present were Matt Lokemoen, Craig Schaefer and Tom Burch.  3M representatives present were Jeff Oosterhuis, Taylor Austin and Bob Boeger. City of Wausau representative was Brad Marquardt, City Engineer.
 
Discussion followed regarding the reconstruction of N. 4th Avenue and 3M’s road into their plant.  Chairperson Hoenisch explained that the Town had overlaid N. 4th Avenue in 1994, a chip seal in 1999 and another double chip seal in 2002.  She explained that due to the heavy truck traffic N. 4th Avenue is the Town’s highest maintenance road.  She explained that in the past 3M has always contributed to those maintenance costs.
 
Questions followed on the method of reconstruction for the project.  Mr. Lokemoen from American Asphalt explained the 1.75 inch milling process to remove the rutting and reflective cracking.  A layer of E-10 super pave asphalt mixture will then be applied. 
 
Brad Marquardt explained that the City has not been successful when milling and overlaying a road.  He suggested milling off the entire old surface, bringing in road base and then paving with a super pave asphalt.  Mr. Lokemoen explained that should the entire surface be removed and we experience rainy weather conditions it could result in losing the entire road.
 
Brad Marquardt stated that the south end of N. 4th by Campus Drive should be pulverized down to the base due to the extensive cracking. 
 
Chairperson Hoenisch explained that she had gotten a second opinion on the reconstruction project due to the Town being criticized in 1994 for only overlaying that road and the reflective cracks that returned within a year.   The second opinion was to completely remove the six to nine inches of asphalt, excavate any bad base material and rebuild the road correctly.

Unfortunately the Town does not have a good alternate route for 3M to use during the lengthy construction period. 
 
Mr. Burch suggested that the E-10 which is used on major highway overlays should last approximately ten years and during that time the Town should check if there is any funding available to reconstruct N. 4th Avenue properly.
 
Chair Hoensich explained that part of the 10 year extensive reconstruction planning process would be for the Town to research and up grade an alternate route for the truck traffic.
 
Mr. Boeger asked if 3M’s contribution of the $12,000.00 milling refund or about a 15% contribution would be sufficient. Chair Hoenisch explained that it would not be fair to the taxpayers who wait 25 to 30 years to have maintenance on their roads to absorb the cost of a road that is requiring maintenance approximately every 4 years.
 
Mr. Austin asked if the Town would be able to use crushed road base on any projects to offset the construction charges for N. 4th Avenue.  Discussion followed regarding the AB&J bid for crushed road base.  Supervisor Schult stated that approximately 10,000 tons of rock could be donated to help supplement the town’s paving cost.  Mr. Schult  questioned if the Town could pickup the road base over a period of the next two to three years.
 
Mr. Austin explained that they would like the project completed by May 18, 2007 and American Asphalt representatives felt that the timeline was workable.  Discussion followed and the start date for milling to commence was Monday, May 7, 2007.  Mr. Oosterhuis volunteered to finalize the project by contacting Chairperson Hoenisch on Tuesday, May 1, 2007.
 
The meeting adjourned at 3M and reconvened at Chapter Two to allow the supervisors a lunch. 
 
The proposed 3M project and other 2007 road projects were discussed.

The job applications were reviewed and the supervisors selected nine individuals to be interviewed for the Public Works employee vacancy.  Chair Hoenisch was instructed to call the individuals for their interview
 
Motion by Supervisor Shore, seconded by Supervisor Schult to adjourn at 1:30 p.m.  Motion carried.
