Board of Supervisor Meeting


Minutes:

Chair Hoenisch called the meeting to order at 6:00 p.m.

The Pledge of Allegiance was recited.

Chair Hoenisch requested a motion to approve bills payable. Supervisor Shore made a motion to approve bills payable, seconded by Supervisor Schult. Motion carried.

Clerk Walter explained that she has March 9th and March 19th, 2009 meeting minutes that will need to be approved. Chair Hoenisch asked the Supervisors to make a motion to dispense of the reading of the minutes and make any changes or corrections. Supervisor Schult made a motion to approve the minutes, seconded by Supervisor Shore. Motion carried.

Chairperson’s report:

Chair Hoenisch reported that she’s been working on road work. The Supervisors and herself have been working with 3M and have come to an agreement of 90% for 3M and 10% for the Town on a cost share for reconstruction on N. 4th Avenue. She explained that 3M had the Town go for a TEA Grant to help pay the costs for this reconstruction and the grant has tentively been approved by the State. Chair Hoenisch also explained that the Town just found out from the engineers that there is a site distance problem by 4th Avenue and Cassidy Drive which means the Town Board is back to the drawing board with 3M on who’s responsible for the additional costs in taking care of this intersection issue.

Chair Hoenisch reported that the road workers have been out grading the granite roads. The road workers have borrowed Stettin’s reclaimer to help in getting the granite out of the ditches and back onto the roads from the winter plowing. She explained that we do this because with the granite sitting in the ditches, it’s useless and wasting, so that’s why this method is used.


Supervisor’s report:

Supervisor Shore reported that road worker Scott had swept her road and had done a good job and reported that she attended a working lands workshop on March 12th.

Supervisor Schult reported that the road workers and himself have been out steaming culverts, working on grading and shaping of our gravel roads and cleaning out trees and brush in the town’s right-of-way along our roads.


Treasurer’s Report: Treasurer Marilyn Grunenwald reported on the Town’s bank accounts ending March 31, 2009:

Supervisor Shore made a motion to approve the Treasurer’s report, seconded by Supervisor Schult. Motion carried.


Zoning Report for March 2009 – Zoning Administrator Rich Grefe reported that he had issued zero permits and completed seven inspections in the month of March.

Other Business:

First item of business was discussion and possible action on N. 28th Avenue road agreement and road deed for proposed extension of N. 28th Avenue – Higar’s and DeBroux’s. Chair Hoenisch explained that the Plan Commission recommended that the Town Board follow Attorney Frokjer’s recommendation and do a road agreement with DeBroux’s saying they can use the Town right of way for a driveway provided they put the proposed sub division back to a 10 acre lot. After some discussion, Chair Hoenisch explained that she feels Roloff’s, Radtke’s, Oestreich and Gebhardt’s, surrounding land owners be contacted regarding this road.

Attorney Frokjer explained that what needs to be done is a deed of 60 feet for a road and a private use agreement. He explained this will not be a Town road and the Town is not obligated to build a road at any time. Table until the April 16th meeting with surrounding neighbors.

Discussion and possible action to approve the City of Wausau Ambulance contract. Chair Hoenisch explained that this contract was received a few days after the March Board meeting. She said it was slightly higher than the quote the City sent last fall; for budgeting purposes. She also explained that the City is doing the Town’s ambulance billing because the Town had no choice in the matter. Every township or village that has a contract with them, has to be under their new services, per the City. Supervisor Schult made a motion to approve the City of Wausau’s Ambulance contract for $63,184.85, seconded by Supervisor Shore. Motion carried.

Discussion and possible action to approve the Maple Grove Cemetery CSM. Chair Hoenisch explained that the Plan Commission recommended that the Town Board approve this CSM. Supervisor Schult made a motion to approve the Maple Grove Cemetery CSM, seconded by Supervisor Shore. Motion carried.

Discussion and possible action to approve the Town Board members as Board of Review officials. Supervisor Shore made a motion to approve Town Board members as Board of Review officials for the May 5th Board of Review, seconded by Supervisor Schult. Motion carried.

screened granite and excavation, trucking, milling, pulverizing and asphalt for the N. 4th Avenue (TEA grant project). Supervisor Shore made a motion to approve the Town Chairman to put out advertisment for sealed road bids for asphalt, pulverizing, slag sealing, chip seal coating, crack sealing, crushed road base, shouldering, screened granite and excavation, trucking, milling, pulverizing and asphalt for the N. 4th Avenue (TEA grant project), seconded by Supervisor Schult. Motion carried.


Open discussion from the audience. John Marquardt asked what is the possibility of getting away from a caucus and just going to a primary? Chair Hoenisch explained that she would have to check into that but thought this would have to be put on a ballot.

Schedule the next Board of Supervisor Meeting for May 11, 2009 at 6:30 for bill approval and general business at 7:30 p.m. and reminder to residents that the Annual Meeting is Tuesday, April 14th at 7:30 p.m.

Motion by Supervisor Schult to adjourn at 9:58 p.m., seconded by Chair Hoenisch. Motion carried.
