Special Board of Supervisor Meeting
 
 
Joe Gehin, City of Wausau Director of Public Works requested a special meeting at 1:00 p.m. on Wednesday, April 11, 2007 in the City of Wausau Boardroom with the Town of Maine Town Board regarding the Village of Brokaw / City of Wausau water main.
 
Present from the Village of Brokaw was Village President Jeff Weisenberger, Clerk Wayne Utecht and Foth and Van Dyke Engineer, Dennis Steigenberger.  Present from the City of Wausau was Mayor Tipple, Joe Gehin and Joe Pribanich.  Present from the Town of Maine was Town Attorney, Randy Frokjer, Chairperson Betty Hoenisch, Supervisors Sue Shore and Tad Schult, Treasurer Marilyn Grunenwald, former supervisor Marty Zernicke, County Board Supervisor / town resident Lavern Grunenwald and Concerned Citizens Committee Chairperson Judy Bayba.
 
Joe Gehin explained that the meeting was called to alleviate rumors and fears that the Town may have regarding annexation along the proposed water main.  Maps were shown with the proposed water main route.
 
Attorney Frokjer questioned whether the City and Village would be receptive to some of the requests in the Town’s February 2007 letter to the Village asking for a moratorium on annexation, no involuntary annexation of Town residents and that    property tax revenues be retained by the Town for ten (10) years instead of the five (5) years mandated by State statute.  The Town would like to see these items in the Brokaw / Wausau water main contract.  Mr. Pribanich stated that they could not agree to those terms because what would happen if a property owner petitions for annexation due to bad septic and another property is in the way.  The City does not like to create uneven boundaries and sometimes unwilling property owners are pulled into the City. 
 
Both Mr. Pribanich and Mr. Gehin reiterated that this water main was just to provide water service to the Village of Brokaw.  Attorney Frokjer questioned why they would not give Maine some level of comfort by addressing our concerns in the contract.  They stated our requests were not something that the City could live with and the contract was not finalized to date.  Attorney Frokjer stated that the City has all of the power when Brokaw has invested some much without having a final contract in place.

Discussion followed on the Town’s concerns regarding rumors on the condition of the Brokaw Wausau paper mill, possible closure of the mill and Brokaw’s debt obligations. Attorney Frokjer questioned if Wausau would annex  Brokaw to the City if they were unable to fulfill their debt obligations.  The City was not certain that they would be willing to take on Brokaw’s debt.
 
Brokaw’s engineer Mr. Steingenberger said that the Town was using what if examples that was similar to what if the sky fell.  Chairperson Hoenisch explained the negative impact that this water main will have on the Town.  She said when should we react after the sky has fallen on the Town?  How would Brokaw like it if for some reason the Town would drive a line thru the middle of their Village?
 
Discussion followed regarding property owners that have contacted the City for possible annexation for development.  The supervisors viewed the map and properties that may be affected in the near future due to development.
 
Concerns were expressed by the Town regarding comments in the City’s land use plan for unilateral annexation and their long term growth chart.  Mr. Pribanich explained how they would like to be able to straighten the boundary of some of the uneven annexation lines. Chairperson Hoenisch questioned Wausau’s balloon string annexation of Town of Stettin property.
 
Attorney Frokjer again asked what would happen if Brokaw unincorporated and the effect on that portion of the Town that is between the Village and City.  Mr. Gehin and Mr. Pribanich explained that they would research with the Dept. of Administration on whether the annexation of Brokaw to Wausau could force that portion of the Town into Wausau thru that annexation process.
 
The Town Board members traveled to the Town Hall.
 
Discussion followed regarding the Brokaw / Wausau proposed water main route and their alternate route.   There were concerns on the impact of both routes and what the Town’s alternatives were.
 
The meeting adjourned at 4:30 p.m.
